Job Description

• · Review and interpret M&E(ACMV/Electrical) tender documents and drawing.
• · Take off, prepare bills of quantities and cost estimation for M&E services.
• · Workout preliminary M&E design for design and build tenders.
• · Prepare technical data and proposal for tender submission.
• · Responsible in the overall contract administration including main contractor and subcontract.
• · Review letter of award from client / main contractor.
• · Negotiate, evaluate, and shortlist supplier / subcontractor.
• · Prepare monthly progress claim and process subcontractor / supplier monthly payment.
• · Control and monitor project budget including proposing value engineering solution and work closely with site manager / engineer.

Job Requirement

• Diploma / Degree in Quantity Surveyor， Electrical Engineering, Mechanical Engineering, or related field.
• Experience and knowledge in M&E services and systems.
• Minimum 2 years of working experience in ACMV/Electrical（M&E） is preferred.
• Responsible, independent, hardworking, good in interpersonal and communication skills, able to work in a fast-paced environment and handle tight deadlines.
• However, entry level candidates are welcome to apply，training will be provided.

Tender Stage

• Conduct preliminary assessments to estimate costs, materials and labor.
• Prepare detailed cost estimates for the project.
• Create a comprehensive list of materials and quantities req’d.
• Suggest cost-saving alternatives without compromising qualities.
• Identify potential risks and propose mitigation strategies.
• Prepare, compile, and submit all necessary tender documents for future reference.

Cost Management

• Monitor project costs and keep track of variations to the original budget and contract.
• Provide advice on the cost implications of various design options and changes.

Contract Administration

• Negotiate contracts with contractors and sub-contractors.
• Thoroughly understand the terms and conditions of the contract.
• Clarify any ambiguities or discrepancies.

Progress Claims

• Handle contractual claims
• Prepare necessary attachment for progress claims,
• Assess the work completed by contractors and issue payment certificates based on it.
• Evaluate and changes to the original scope and determine the cost impact.
• Prepare the final account at project completion.

Financial Reporting

• Prepare regular financial reports, including cost forecasts, cash flows and budget variance analysis.
• Conduct on-going and post-project cost analysis and reporting.

Responsibilities:

• To assist Radio Surveyor, carry out VDR/SVDR annual performance tests and statutory safety radio survey on board ships.
• Update international convention regulations and International Maritime Organization (IMO) requirements.
• Maintain survey checklists issued by classification bodies.
• Identify nature of survey and monitor daily statutory survey activities.
• Prepare survey report and submit to relevant classification authority.
• Record any non-conformities of equipment in the survey report.
• Perform other ad-hoc duties as assigned by the superior.
• To obtain General Operators Certificate (GOC).
