Dulwich College (Singapore) is looking to recruit a HR Administrator to join in October 2024; to provide administrative and organisational support to the HR team, and liaise with stakeholders both inside and outside the College, and with external bodies. This will be on a 3-year renewable contract.

The main duties and responsibilities of the role are as follows:

Recruitment, Induction & Onboarding

• Management and maintenance of HR systems and job portals;
• Review and post openings on relevant job portals and ensure compliance with regulations (e.g. TAFEP, FCF, PDPA)
• Liaise with candidates, hiring managers and external providers to arrange interviews and assessments;
• Assist in the vetting of candidates including requesting and verifying references and qualifications, and police checks;
• Prepare and issue contracts of employment, engage with new recruits to prepare for their commencement; create an induction plan for new starters; create an e-file and a hardcopy personal file ensuring all relevant documentation is in place and verified;
• Liaise with other departments to manage the onboarding of new employees, and ensuring that all databases and systems are updated accordingly;
• Be a member in projects to improve and develop recruitment strategies and processes;

General HR

• Support the HR Team in all MOM pass processing, liaising with MOM, employees and their dependants, and ensuring that renewals are conducted in a timely manner, and accurate records are kept;
• Assist with the timely registration and updates with the Council of Private Education;
• Assist in preparation of reports relating to all areas of HR including absence monitoring, turnover, and budgets;
• Manage the administration and organisation for starters and leavers;
• Be the first point of contact for all queries relating to health insurance plans and liaise with providers and employees regarding claims administration;
• Manage administration and updates for the e-Leave system;
• Keep filing and administrative organisation of the department up-to-date and effective.

All other duties commensurate with the post.

The successful candidate will have:

• A minimum of one year's experience in an HR administrative role, or related area;
• Experience in a customer-facing role, providing advice and support to both internal and external stakeholders;
• Experience of liaising with the Ministry of Manpower and other Government bodies;
• Experience of using ICT systems and databases to record information and produce reports;
• Experience in a busy working environment, multi-tasking and handling conflicting demands;
• Experience of working in an education environment would be desirable;
• Excellent communication skills, both verbal and written, in English;
• Excellent inter-personal skills and the ability to build strong working relationships across the organisation;
• A meticulous approach to tasks, with strong attention to detail;
• The ability to handle sensitive information, maintaining confidentiality at all times;
• Excellent administrative and organisational skills, and the ability to work independently and manage own time effectively;
• Ideally have sound knowledge and experience of inclusive hiring practice.

Talent Acquisition

• Take charge of the onboarding experience for all new employees.

Employee Engagements

• Plan and execute employee engagement activities.

• Creating Employee Engagement collaterals for employee activities.

• Drive Monthly Employee Recognition Program Event and prepare corresponding collaterals.

Employee Development

• Filing and e-filing of training records.

• Tracking of certifications and scheduling employees for certifications.

• Raise requisition for training programs, training room and materials.

• Preparation of training materials.

Brief Description

The HR Administrator is an entry-level position focusing on documentation of employee information, coordination of payroll related activities with payroll vendor, data management including data entry and extraction of HR data captured in the current HR Information System.

Key Result Areas

• Ensures correct record keeping of employee information and HR data
• Acts as the first point of contact for third party vendors or suppliers in terms of data requirements and process integration
• Prepares various HR documents, including contracts, onboarding guides, or compensation lists, to support the smooth running of the HR unit
• Support HR projects, including research and data analysis, and contribute to the development of HR policies and procedures

Key Accountabilities/Duties

• Maintain accurate and up-to-date employee records in the HRIS, including employment related information, salary and tax information, employment history, and benefits enrolment
• Manage employee onboarding and offboarding tasks including but not limited to work pass application/cancellation, conduct pre-employment screening, and coordinate both onboarding and offboarding activities
• Respond to employee inquiries on tasks and activities related to HR programs originating from the HR Information System
• Coordinate HR programs and initiatives, including assigned tasks such as job postings, scheduling of interviews, training and development, performance management and employee engagement activities
• Support HR projects, including research, generation of data, and contribute to the development of HR policies and procedures
• Manager HR calendars, schedule meetings and appointments
• Administer employee benefits programs, including enrolment and changes, and respond to employee inquiries related to health and wellness plans, retirement and other employee benefits
• Coordinate and liaise all payroll processing with payroll outsource vendor, ensure accurate and timely processing of payroll, and resolves any payroll related issues raised by employees with payroll vendor
• Prepare and distribute HR related communications, including but not limited to contracts, announcements, memos, and policie
• Assist with HR reporting and any tasks/activities as assigned by the supervisor.
