We are looking for a HR Maternity Relief covering from 1 September 2024 until 28 February 2025 (6 months) .
Responsibilities during this period may not cover the entire job scope.
Primarily you are responsible for the full spectrum of Performance and Rewards functions to build an effective performance system, competitive total rewards, as well as awards & recognition programmes. In addition, you will manage the association insurance matters as part of the benefits scheme. You will manage the surveys to gather employees’ feedback to attain data for improvement. You are also responsible for manpower planning and budgeting. You will establish strong HR partnerships with the Departments in your care by identifying resources, and motivational and developmental needs to meet their goals and objectives. You will actively participate in building progressive human resource practices by adopting the industry’s best practices, innovation, and technology improvements.
1. Compensation & Benefits
- Process and submit claims to government agencies, eg. NS, Childcare Leave, Maternity, and Paternity Leave.
- Collate and generate a promotion spreadsheet for approval and budgeting.
- Responsible for proposing and preparing the annual salary and promotion increments for approval.
- Responsible for proposing and computing performance bonus quantum for approval.
- Responsible for preparing the AWS payment for approval.
- Responsible for preparing annual additional headcount salary for approval and budgeting.
- Ensure all relevant salary, bonus, and promotion letters are generated for dissemination.
- Oversees monthly payroll processing.
- Responsible for reviewing the best coverage and premium during annual insurance renewal.
- Responsible for sourcing corporate discounts and benefits for staff.
- Responsible for reviewing employees' benefits to provide updated and relevant needs.
- Responsible for managing CPAS awards, appreciation, and recognition system.
- Responsible for participating in and completing benchmarking surveys.
2. Performance Management
- Responsible for performance review processes at each review cycle.
- Responsible for ensuring annual goal-setting exercises are completed within the timeline.
- Responsible for ensuring performance reviews are correctly completed.
- Manage performance distribution curve and calibration exercises.
- Responsible for managing the performance improvement plan and providing guidance to HODs.
3. Employee Engagement Survey and Feedback
- Manage the annual Employer Net Promoter Score (eNPS) survey.
- Manage the People Opinion Survey (Employee Satisfaction Index).
4. Department Workplans
- Responsible for CPAS annual manpower planning and budgeting exercise.
- Responsible for scholarship/sponsorship and overseas training budgeting.
- Assist HOD with the department’s improvement and change management initiatives.
- Assist with annual department workplans and goals.
- Assist with preparing the Management Planning Retreat and following up on action plans.
5. Department Human Resource Partnering
- Attend promptly to Department and Staff queries.
- Provide advisories to Department HOD in all human resource matters.
- Conduct interviews for executive to senior executive positions with hiring managers.
- Conduct exit interviews and clearance for Staff of your departments.
- Issue letters of certification and other forms of letters for your departments.
6. Human Resource Project & Others
- Responsible for assisting Auditors with HR audits.
- Responsible for additional scope and projects in the primary areas of your responsibilities.
- Participate in projects assigned to you for development and improvements.
- Responsible for all ad hoc duties as and when assigned by the Head of Department.
REQUIREMENTS
- Min a Degree in Human Resource Management and/or Business Administration with a post-graduate qualification in compensation and benefits.
- Have more than 7 years of relevant working experience in the related fields of this position.
- Possess a positive mindset and able to overcome difficulties to achieve desired results.
- Resilient, able to manage multiple priorities simultaneously and meet tight timelines.
- Constantly maintain objective and high confidentiality in all matters whilst interacting with stakeholders and Staff.
- Strong communication and interpersonal skills, tactful and effective working with multiple stakeholders professionally.

- Excellent spoken / written English and a second language.
- Highly proficient in Microsoft Office 365 Applications and is technology savvy.
- Some prior working experience in a Social Service Organisation or related industry is advantageous.
