Job Requirements
- Possess a Diploma / Degree in Human Resource / Business Administrative or related disciplines.
- At least 3 - 5 years of working experience similar HR role.
- Familiar with the MOM regulations, Employment Act, Progressive Wage Model and HR practices.
- Knowledge of Microsoft Office applications
Job Responsibilities / Duties
A) Recruitment / Talent Acquisition:
- Prepare personnel requisition form (PRF) and get the management approval (according to the HQ’s AAG guidelines).
- Work closely with the hiring managers to understand the manpower demand and candidates’ criteria (education, knowledge, skills and abilities) required.
- Manage the full cycle of recruitment, from job posting, resume search, cold calling, pre-screening, interview, selection and job offer, work passes application (if applicable).
- Liaison and coordinate with recruiters for the recruitment need.
- Preparation of employment contract / letter of appointment, administer new hire IT set up related matter, onboarding and induction process, processing completion of probationary period.
- Offboarding – Prepare acceptance / confirmation of resignation, termination of employment, conduct exit interview, employees’ clearance, and repatriation for foreign employees (including purchase air-ticket and work passes cancellation when required).
- P-file creation, update and maintain employees’ data, including data in Info-Tech Time Management Software / Synergix / MHC.
B ) Compensation and Benefits:
- Liaison with outsourced payroll vendor for employees’ wages, leave and claims matters, government-paid leave claims, NSmen claims, foreign employees’ tax clearance and employees’ yearly income tax.
- Manage and coordinate employees’ bonus payout, salary increment practices (comply with the Progressive Wage Model) and Occupational Employment Dataset (OED) monthly submission.
- Keep track on employees’ medical and specialist claims for the unutilised medical claim encashment.
- Handle group insurance renewal and employees’ insurance and WIC claims, update and maintain the insurance claims records.
- Manage and coordinate employees’ annual health screening programme, monthly Fruits Day, monthly employees’ sundry ordering and top-up, and CNY goodies (including preparation of PR & PO, and red packet for CNY).
C) Learning & Development:
- Work closely with the line managers to identify employees’ competencies and gaps, and training needs, and coordinate with the line managers for the training course schedule.
- Source for the related training course and coordinate with the training centres for the employees training course schedule, payment, training certification / permits.
- Prepare and update training records / document (e.g. training nomination form, training programme plan, training attendance and training evaluation) as per ISO audit requirement, as well certification / permit validation.
- Manage the Skills Future and Absentee Payroll Funding claim submission.
D) Performance Management:
- Manage and coordinate employees’ annual performance appraisal and promotion / transfer exercises.
- Manage employees’ grievances, disciplinary process and issues warning letters.
E) HR Operations:
- Develop, review and update the Employees Handbook, HR policies and procedures to ensure compliance with the Employment Acts.
- Serve as the primary liaison with the MOM and NEA on HR matters.
- Serve as the primary point of contact for employees’ inquiries and concerns, providing guidance and support.
- Handle work pass application, cancellation and renewal, respond to MOM work passes matters and government agencies surveys matters.
- Preparation of weekly Employees Leave Reports, monthly OT Summary Report, monthly Foreign Worker Levy report, annual Unused Annual Leave Report and HR budgeting.
- Maintain the reports of incident reports and ISO documents related to HR.
- Manage and coordinate for the Total Workplace Safety and Health (Total WSH) programme every two years.
- Document preparation for finance audit.
- Remain informed at all times of new Employment Acts and other legislations which may affect employees benefits and compensation, and organization’s operations.
- Assist with basic IT tasks and support.
F) Administrative Supports:
- Involve in ISO & BizSAFE audit, customers audit, WSH site inspection & Safety Committee Meeting, and sustainability activities, including document preparations.
- Pantry and stationary ordering and top-up, ordering of employees’ uniform and PPEs (including preparation of PR & PO).
- Assist Head of Sales in document preparation for tender, customers audit & answering questionnaire when required.
- Any other ad-hoc duties / projects assigned by the management.
