(A) JOB DESCRIPTION

The position reports directly to the Secretary General.

The Software Development (SD) and Information Technology (IT) Officer supports the IRSG secretariat’s IT infrastructure and is responsible for the installation, operation, and maintenance of the IT network, computers, and other digital systems while supporting and enhancing the IRSG's cybersecurity posture.

The Software Development (SD) and Information Technology Officer is responsible for IT support delivery as well as cyber risk management strategy and planning. He/she also supports the Economics and Statistical Unit in developing and implementing software applications to be deployed in analyzing "big data" for econometric forecasting of IRSG publications.

(B) SUMMARY OF KEY FUNCTIONS/ACCOUNTABILITIES:
Within the limits of delegated authority, the software development and information technology Officer is responsible for the following duties:
▪ Day-to-day monitoring, technical support, and planning of all aspects of the IT network infrastructure (LAN/WAN/wireless network).
▪ planning, implementing, managing, monitoring, and upgrading the overall IT efficiency of the secretariat and the cyber security measures for the protection and efficient operation of IRSG data, systems, and networks.
▪ ensuring that the IRSG data and infrastructure are protected by enabling the appropriate security controls and responding to all system and/or network security breaches, including mitigating any damages.
▪ Testing and identifying network and system vulnerabilities as well as the aptitude to demonstrate great awareness of cybersecurity trends, including relevant legislation and regulations, hacking techniques, and best practices on responding to and mitigating any damage caused by cyberattacks.
▪ Contributing to and developing cybersecurity strategies that are in line with best practices and providing necessary training and awareness-building activities for IRSG secretariat staff as well as any relevant stakeholders will make IRSG more secure and less likely to fall victim to a cybersecurity event such as a breach or intrusion.
▪ establishing, managing, and administering ICT security policy and procedures to ensure preventive and recovery strategies are in place and minimize the risk of internal and external security threats.

The incumbent may be required to perform additional duties and responsibilities assigned by the Secretary-General in conformance with the policy, standards, rules, and regulations of IRSG.

(E) EDUCATION AND PROFESSIONAL EXPERIENCE
An Undergraduate university degree (Minimum of Bachelor degree but preferably a Masters Degree) in computer science, information systems, information technology (with a specialization in software engineering) or a related field is mandatory. Security certifications such as CISSP, CCSP, SANS, GIAC, CEH, etc. will be an added advantage.

A minimum of three years (but preferably five years) of progressively responsible experience in planning, development, implementation, and maintenance of complex computer information technology systems or related areas is required.

Experience in the administration of IT infrastructure, including network servers, web servers, virtual private networks, firewalls, and wireless services, is required, as is the ability to create accurate network diagrams and documentation for the design and planning of network communication systems. Strong competence in developing and implementing software applications to be deployed in analyzing "big data" for econometric forecasting is mandatory.

Ability to work in a multicultural environment is a must. Work experience in the United Nations, an international organization, an intergovernmental organization and/or government agency is desirable. You will be a member of the Group Information Security Team (Infosec) responsible for ensuring that readiness in compliance to PCI DSS and MAS TRMG for SIA group. This role is required to create, maintain and run PCI DSS and TRMG compliance program, and monitor business activities to assure the organization maintains its PCI compliance and TRMG certification.

Key Responsibilities:

•Understand the SIA’s business and the reliance on credit card payments/transactions

•Develop, maintain and execute an assurance program that ensure full compliance to PCI DSS and other card payment certifications

•Keep up with new developments in PCI DSS and TRMG and other related information security standards (e.g. ISO/IEC 27001, SOC 2 Type II) and assess the impact of such changes on organization.

Job Description

You will be a member of the Group Information Security Team (Infosec) responsible for ensuring that readiness in compliance to PCI DSS and MAS TRMG for SIA group. This role is required to create, maintain and run PCI DSS and TRMG compliance program, and monitor business activities to assure the organization maintains its PCI compliance and TRMG certification.

Key Responsibilities:

•Understand the SIA’s business and the reliance on credit card payments/transactions

•Develop, maintain and execute an assurance program that ensure full compliance to PCI DSS and other card payment certifications

•Keep up with new developments in PCI DSS and TRMG and other related information security standards (e.g. ISO/IEC 27001, SOC 2 Type II) and assess the impact of such changes on organization.

•Work with respective Businesses to align operations and safeguards for the protection of payment information.

•Project manage and driving individual program priorities, deadlines and deliverables with stakeholders.

•Recommend and drive improvements to operations, processes and activities to ensure PCI DSS and TRMG compliance for the organisation.

•Keep up to date on emerging security threats and vulnerabilities for SIA Group.

•Define scope and review the results of security tests, reviews and audits to ensure PCI DSS and TRMG assurances are achieved

•Provide security consultancy, technical guidance, expertise, solutioning and education on PCI DSS compliance matters.

•Assess and recommend amendments in the Group policy to align PCI DSS and TRMG controls D1:E2

•Provide advisory and consultancy on Infosec improvements

•This is an individual contributor role.

•Any relevant ad-hoc information Security duties

Requirements

•Degree in IT or related fields, with at least 4 years in similar space

•Professional experience as IT audit, project management, ISO27001 preferred.

•Related professional certifications in Infosec (CISSP, CISA) and auditing preferred.

•Good practical understanding of other international security standards ISO27001, NIST, SOC 2 Type II.

•Technical proficiency in one or more of the following security areas: network design, zero trust, Internet of Things, cryptography etc.

•Strong in-depth working knowledge in secure application development techniques (design and coding).

•Strong understanding of networking, data security principles, system and application security

•Strong oral, written, and inter-personal skills. Able to communicate at all levels.

•Possess positive attitude with drive, initiative, enthusiasm and a keen sense of urgency in resolving high-priority issues.

•Able to work independently and in a team-oriented, collaborative environment.

Essential Requirements

• 10-12 years of deep technical expertise across multiple disciplines. Understanding of hardware designs for Servers, Storage, network of HPC and AI systems. Specific vertical experiences will also be a plus.
• Deep understanding of technology around STO, SVR, Networking, AI and Data Management.
• Proven use case evangelist, capable of developing POV on infrastructure with cross-functional teams and Sales, bringing credibility to Dell, able to enable Sales and provide PG feedback to refine offers.
• Executive presence with the ability to engage with and influence C-levels and decision makers.

Desirable Requirements

• Advanced experience in a relationship selling role.
• Bachelor’s degree.
