3) Manage Managing Agent, vendors and liaison with authorities as well as communication to stakeholders

• To respond and support the maintenance agent and vendors in mitigating and recovery of critical system failure or incident.
• Work closely with Admin on compilation of contract documents, such as agreement, checklist, warranties, etc.
• Monitor vendors’ performance, deliverables and Key Performance Indicators (KPIs) are as per contract awarded.
• Perform invoice verification against works completed for timely processing of invoices.
• To ensure repair to reported system fault and breakdown are carried out in a timely manner.
• To carry out monthly analysis to Mechanical systems breakdown and recommend improvement plan as needed.

4) Developing and implementing procedures, policies and checklists

• Review and update Standard Operating Procedures (SOP) and working instructions on a regular basis.
• Develop and harmonise trade related SOPs, Preventive Maintenance Checklists and working instructions with the cluster institutions for alignment to prevailing Singapore Standards / Code of Practices and/or industry best practices for benchmarking.

5) Asset Management

• Plan and oversee Mechanical system upgrades/improvements or replacements before their expiration or its end of life.

6) Projects

• Project Manager or render support to Project Managers for improvement works to existing hospital facilities such as renovation and retrofitting, replacement of system infrastructure and improvement initiatives to existing specialized systems and hospital facilities.
• Prepare Approval To Purchase (ATP) and Approval To Award (ATA) papers for Preventive Maintenance Contracts and projects.

7) Knowledge management

• Maintain good documentation (e.g records of all contracts, reports, agreements, check lists) with FM Admin team to ensure full compliance.

Required Competencies and Capabilities (Skills, Experiences and Professional Licences)

• Minimum three (3) years of relevant experience in management of mechanical systems operations. (Note: Minimum 8 years for Diploma Holders)
• Experience in Fire Safety/ Alarm System, Medical Gas/ Vacuum System, Lift and Escalator System, Pneumatic Tube System, Mechanical Automation system is advantageous.
• Health care experience is advantageous.

The CTO (Chief Technology Organization) Change Service Lead at Associate Director level will be based in the Singapore Technology Center and will have responsibility to establish a centralized tiered change service function to service to all CTO initiatives and product teams. He/She is accountable for the overall health and stability of the technical solutions within his scope. He/She has to work effectively with technical peers such as architects, peer experts and project teams on technology road maps and projects. He/She will have control over the scope of technical activities, develop best practices, manage knowledge and ensure the necessary trainings are imparted to the team wherever applicable.

The Windows team operates the RUN activities and delivers projects for its infrastructure scope covering Windows 2008, Windows 2012, Windows 2016, Failover Cluster, Hyper-V, VMware, Altiris, VSA (Software Defined Storage) and HPE DL/BL/Synergy/Simplivity series hardware.

Responsibilities

An Expert has a wide spectrum of responsibilities and actions.

As an expert of his/her team, he/she:

• assigns technical tasks and manages delegation for technical issues,
• animates the team to encourage collaboration and sharing of best practices,
• has a role in supporting technical skills development and provides training when required.
• supports new technologies and leverages them to provide consistency of service across streams,
• manages service improvements for all Unix/Linux services supported throughout the organization,
• documents, reviews, maintains and shares relevant technical information to the team
• provides technical direction, supports services both proactively and reactively to maintain the availability and reliability of system infrastructure in accordance to the SLA,
• implements and develops improvements based on the company's best practices,
• focuses on automation and optimum use of the team to improve efficiency,
• drives and delivers root cause for any high severity issue,
• reviews technology changes to identify potential risks,
• is responsible for problem management and resolution.
• maintain programmable code outlined in technical instructions and specifications for operating systems.

As an experienced professional in Windows Services, he/she:

• supports his/her team during diagnosis when technical issues rise in his/her scope of expertise,
• is aware of the global IT structure so that he/she anticipates interrelationships within the organization,
• engages with technical peer, Service managers, Architect and project teams on technology roadmap and projects,
• facilitates transformation projects and suggest future directions for new areas of improvement and change,
• guarantees the production readiness and license to operate of new projects and solutions,
• is available and able to drive technically, any complex or high severity incidents that occur within the scope of their role,
• actively engages to understand new technologies and technology trends and reviews them with a view to incorporating them into the company's operations,
• actively assist in identifying the most technical skilled candidates for open roles,
• technically coach and develop partner resources to improve quality and productivity,
• defines the technical skillset required to support the company's technologies.

As the escalation point of contact for Clients, he/she:

• manages the daily relationship with Clients including planning, requests clarification, risks mitigation and service quality.

Legal and Regulatory responsibilities, he/she:

• complies with all applicable legal, regulatory and internal Compliance requirements, including, but not limited to, the Singapore Compliance manual and Compliance policies and procedures as issued from time to time; Financial Security requirements, including, but not limited to, the prevention of Financial Crime and Fraud including reporting obligations to the Money Laundering Reporting Officer.
• maintains appropriate knowledge to ensure to be fully qualified to undertake the role.
• completes all mandatory training as required to attain and maintain competence.

Qualifications and Profile

• Minimum 8-10 years of experience in managing Active Directory, relevant Services.
• Expertise in Active Directory, Forest and Domain Policy implementations.
• Knowledge on Active Directory User Services, Lightweight Directory Access Protocol (LDAP), Group Policies Implementation.
• Ability to write scripts (PowerShell basis) to provide ad-hoc reporting and automation of tasks
• Able to review and handle the Vulnerabilities, follow-up fixes reporting from this AD environment
• Knowledge on AD Promotion/Decommission process and procedures,
• Experience with Role Based Access Controls, Identity and Access Management solutions and workflows.
• Ability to provide ownership and take a leading role in initiatives/topics as they arise
• Experience with Active Directory Migration and consolidation projects.
• Ability to consult and collaborate with application and infrastructure teams on Authentication / Authorization requirements and integration to directory service
• Ability to solve complex problems spanning multiple technologies and disciplines.
• Excellent communication, interpersonal and logical skills.
• Customer service oriented and a strong team player.
• Ability to work under pressure and a commitment to solving issues.
• French language proficiency would be seen as an advantage.
• Knowledge on Windows Core OS, Virtualization Platform (Hyper-V, VMWARE), Microsoft Clustering is advantage.
• Hands on experience of Monitoring tools (including configuration, deployment) like SCOM, HPOMI, NNM, TIVOLI, etc.
• Knowledge and/or hands on working experience with emerging technologies – Cloud IaaS, HP Synergy is advantageous

Work Schedule

• Required to work on Paris and/or New York and/or Asia time zone*, i.e. 2pm to 11pm/4pm to 1am (summer season) or 3pm to 12am/ 5pm to 2am (winter season), or in accordance to the planned time schedule as required. If necessary, you may also be required to start work earlier or to extend working hours.
• May be required to be available for on-call support during non-business hours and/or on weekends. Allowance is claimable for such hours.
