Responsibilities

• Develop and review strategic plans, proposals and policies to enhance and future-proof the Silver Generation Division (SGD)’s capabilities to support our seniors in the community
• Engaging stakeholders and partners from Ministries, Agencies, Corporate, Social Service Agencies and Grassroots to explore opportunities for collaboration and co-develop initiatives to benefit our seniors
• Develop and oversee the division’s annual work plans and Key Performance Indicators (KPIs)
• Plan for resources such as budget and manpower to support the capability building, projects and operations
• Perform data analytics on outreach data and generate insights to guide operational planning and development of new engagement strategies.
• Prepare proposals/presentations and communicate to senior management and stakeholders
• Support the development of communication plans in alignment to the strategic directions
• Coordinate and monitor the operationalisation of workplan items, and reporting of SGD’s KPIs and submissions from sub-units
• Drive innovative efforts and continuous improvements for the division

Strategy, Research and Data Division (SRDD) leads in the forward and strategic planning of AIC using a data-driven and multi-disciplinary approach. We drive research and strategy with partners and stakeholders, towards the vision of fostering a vibrant care community that enables people to live well and age gracefully.

Within SRDD, the Strategic Planning team drives long-term planning and formulates an integrated and strategic view of programmes and enablement initiatives. We work closely with other AIC Divisions to sense-make emerging strategic issues impacting community care, translate insights and national policy into practical strategies and influence stakeholders for alignment. We also facilitate whole-of-AIC engagements with Ministry of Health for cross-cutting issues.

The Assistant Manager will conduct strategic planning initiatives to contribute towards the review, translation and communication of AIC’s strategy:

• Analyse and illuminate the impact of cross-cutting issues on ageing and community care
• Facilitate and staff discussions and workshops with AIC Divisions and other stakeholders for effective sense-making and co-creation of responses
• Develop and maintain frameworks to support prioritisation of initiatives and evaluation of study trips
• Assist with the implementation of impact measurement
• Support the development of content such as meeting materials for Chairman’s or CEO’s engagements and country scans.

Job Requirements:

• Recognised degree in any discipline
• Minimum of 2 years’ experience in strategic planning, policy or corporate development, or experience in the health or social care sector will be an advantage.

Job Description:

• Support the development of the palliative care sector in Singapore by identifying service gaps and new opportunities, enhancing existing service models, and developing new service models to provide more and better care options to support seniors in their last days.
• Work with policy makers, community stakeholders, including service providers and hospitals to drive the implementation of the National Strategy for Palliative Care (NSPC) 2023.
• Develop and implement palliative care related pilot programmes, service models and funding policies that support and not limited to:Palliative care capability and capacity in the community care sector
  Creation and enhancement of enablers to support palliative care services and its ecosystem
  Conduct evaluation and review of the programmes and services. This includes conducting research and data analysis
  
• Undertake other tasks as necessary to contribute to Division's objectives in sector development, capability building and outreach

Job requirements:

• Preferably to have 1-2 years of working experience in service planning and development in the healthcare or social care industry

You will be responsible for the planning and implementation of Silver Generation Office's (SGO) volunteer management strategy as well as the entire life cycle management of Silver Generation Ambassadors (SGAs) and other volunteers.

• Keep up to date on the latest trends, identify gaps and opportunities as well as adopt best practices.
• Develop strategy and front the design and implementation of volunteer programme including implementing strategies across the volunteer management lifecycle (Recruitment, Recognition, Rejuvenation, Retention and Exit).
• Develop and implement volunteer engagement and recognition strategies, including long service awards and the like, as well as work with the Satellite Offices and Social Service Agencies to build the right volunteer service culture and an overall positive volunteer experience.
• Establish partnership and collaboration with internal and external stakeholders so as to expand the pool and diversity of volunteers.
• Drive initiatives to increase partnerships and channels for recruitment, etc.
• Lead branding and publicity for the volunteer programme to improve public awareness and credibility of SGO's work with the aim of boosting potential recruitment possibilities.
• Grow expertise in volunteerism and strategise to position AIC as a thought leadership in volunteerism in the eldercare sector.

Job Requirements:

• Degree in any discipline, preferably in social sciences, healthcare or marketing/comms
• At least 10 years of working experience, with at least 5 years in supervisory role
• Proven track record of leadership in volunteer management and experience in partnership management, collaboration and relationship building

1. Support the implementation of quality measures for nursing homes, which includes:Planning and organizing engagements with nursing homes to share the purpose and details of the quality measures.

• Presenting (using Tableau) and analysing the data for the quality measures.
• Preparing reports for CCOs and AIC management.
• Addressing questions from CCOs with regards to the quality measures.

2. Support the development of quality measures for other eldercare services, which includes:

• Reviewing local service/regulatory requirements, good practices, international practices to identify potential quality measures for home nursing care and other community-based care services.
• Conducting a preliminary analysis and presenting the findings.
• Liaising with other AIC Divisions to support the team’s quality measurement work.
• Organising meetings with the appointed workgroup, who will deliberate and select the quality measures for the sector.

3. Assist in the implementation of other key quality initiatives such as:

• Facilitating discussions with nursing homes to develop action plans with the aim of improving the safety culture in their organisations.
• Supporting the implementation of a quality assurance programme involving nursing homes and home nursing care providers.

Job Requirements:

• Degree in any discipline with 1 to 3 years of working experience. Entry-level candidates will also be considered

• Identify care services, business, and operating models in community care services that can add value to the future Community Care Sector
• Design and perform regular review of the state of sector and the impact of AIC’s services and schemes on the Community Care Sector providers
• Develop and implement plans to improve resilience of the Community Care Sector
• Work with MOH and relevant stakeholders to plan and manage emergencies/crises for the Community Care Sector
• Establish partnerships with relevant stakeholders for data collection, tracking and analysis to recommend initiatives/measures to support the needs and development of the Community Care Sector

Job Requirements:

• Minimum recognised degree with at least 2 years of relevant experience, preferably in healthcare or community care. The managerial position will require a minimum of 5 years of relevant experience.

The Quality Division drives efforts to uplift the quality of care and promote a culture of continuous improvement in the Community Care sector.

Within the Division, the Quality Systems & Planning team conducts research and identifies quality indicators, standards and useful tools that could be applied to the Community Care sector. The team’s current focus areas include quality measurement, quality assurance and building a quality culture within the Community Care sector, working closely with AIC Divisions, Community Care Organisations (CCOs), Regional Health Systems, Ministry of Health (MOH), and other stakeholders.

1. Drive and manage programmes and initiatives, which include a quality assurance programme, aimed at raising standards of care in the community care sector. This includes

a. Planning, executing and managing a pilot to implement a quality assurance programme and drive the adoption of suitable international standards with a few CCOs

b. Managing the budget, procurement and contract matters with the appointed international standards body (ISB)

c. Assist in the development of the evaluation approach for the pilot as well as data collection for the programme evaluation

2. Identify areas for capability building following the assessments conducted by the ISB and develop relevant resources with the aim of enabling the CCOs to address the areas for improvement and work towards achieving the standards.

3. Identify and propose changes to the quality assurance programme, if required, after the evaluation to enable us to better meet the intended objectives and extend the programme to more CCOs in the sector. This will include

a. Securing funding to support more CCOs as they embark on quality assurance

4. Drive and manage initiatives to support CCOs to meet the new regulatory requirements set out by MOH, which may include reviewing and putting in place training programmes to strengthen CCOs’ organizational capabilities.

5. Drive and manage quality planning efforts for the community care sector, which will include co-developing strategies and initiatives with the CCOs to uplift quality of care.
