Job Scope & Responsibilities:

• Preparation of tender programme for tendering, estimation and preliminary master schedules detailing the sequence of all tasks to be performed within the stipulated contractual period.
• To update, revise project programme and determine critical path at regular intervals
• To draft letters relating to time and resource related matters
• To work with Projects Controls Manager on producing necessary reports and highlight key time, resourcing and cost related matters for follow up
• Incorporate Resource and Cost Loading data into schedules as required by the contracts specification.
• Interface with site team, consultants, designers, owner’s representatives, and subcontractors to discuss impact of work and resolution of scheduling problems.
• To be in charge of overall planning for projects undertaken by the company and work closely with project managers, commercial staff and site planners
• Overall in charge of master schedule updating for each project undertaken by the company and lead/advise site planners in:

- Creating detailed programmes/sub-programmes, evaluate actual construction progress and provide

regular schedule updates.

- Preparation of narrative for programme submission

- Compilation of schedules and documents required for monthly/weekly progress reporting

- Reviewing of programmes submission from sub-contractors and giving feedback/comments

- Identifying causes of delay and record the impact to progress and critical path analysis.

- Developing revised programmes reflecting mitigation/acceleration measures to recover loss time

Skills, Knowledge, Qualification and Experience

• Preferably degree holder in construction discipline subjects (i.e. Process, Mechanical, Civil Engineering)
• Has knowledge of Process Plant Requirements and features
• Sound knowledge of schedule systems, principles and practices required.
• Proficient in planning software such as Microsoft Project, Primavera Project Planner Ver 3, Primavera Enterprise/version 6 or later version
• Familiarity on usage of WBS and activity coding in programme structure
• Good understanding of contract specifications especially scheduling requirements and time related clauses
• Experience in building, rail and civil engineering projects
• Successful candidates must have a strong planning background and experience in working for a main contractor

Responsibilities:

· Oversee and manage civil and building construction projects from inception to completion.

· Coordinate with contractors, suppliers, and other stakeholders to ensure project objectives are met.

· Conduct site inspections and assessments to ensure compliance with design specifications and safety standards.

· Resolve any technical issues that arise during construction.

· Prepare and maintain detailed project documentation, including progress reports and schedules.

· Ensure all project documentation is accurate, up-to-date, and compliant with regulatory requirements.

· Implement and monitor quality control procedures to ensure high standards of workmanship.

· Ensure and monitor all instrumentation compliance to the design requirement.

· Address any non-conformities promptly and effectively.

· Identify potential project risks and develop mitigation strategies.

· Ensure proactive measures are in place to prevent accidents and incidents on-site.

· Work closely with project teams, including architects, engineers, and other professionals, to achieve project goals.

· Foster a collaborative and positive working environment on-site.

Requirements:

· Bachelor’s degree in Civil Engineering recognized by the PE Board or qualifications accepted by the Commissioner of Building Control for registration as a Resident Engineer.

· Minimum of three (3) years of relevant local experience in civil and building construction.

· Strong technical knowledge of civil and building construction practices and standards.

· Proficiency in project management software and tools.

· Excellent problem-solving and decision-making skills.

· Strong organizational and time management skills.

· Effective communication and interpersonal skills.

· Ability to work independently and as part of a team.

Job Responsibilities:

• Provide a detailed schedule using Primavera P6 for the sub-contract works, based on the requirements, constraints & deadlines for the JV program.
• Use a sensible Work Breakdown Structure (WBS) & allocate all activities & milestones to the WBS.
• Provide a detailed list of activities & milestones & link them with appropriate logic.
• Update the schedule with actual progress (& actual start/finish dates) weekly, and revise the schedule with more/better detail as it becomes available.
• Provide schedule reports, including progress updates of in Gantt chart view, and resource/cost histograms, as and when required.
• Assign an agreed set of activity codes to all tasks, so that appropriate filtering of the schedule can be undertaken.
• Ensure that the critical path of the project is agreed with the Project Manager at the commencement of the project, & is understood by all key site personnel. Advise of any changes to the critical path.
• Advise the Project Manager, & any key site personnel, of any major slippages in the works, particularly those affecting key/interim milestones.
• Suggest ways to recover from delays in the project, & ways to accelerate if required.
• Perform site planning, coordination & inspection relating to the construction project to ensure that project completion timeline, requirements and budget are met
• Update the progress of structural works in the Progress Reports
• Assist in commissioning including coordination structural engineering
• Maintain the proper documentation of inspection forms and other follow-up inspections from RE
• Prepare and interpret engineering plans & specifications and communicating technical requirement to sub-contractors, suppliers, clients and consultants
• Provide technical support and solutions to facilitate site condition and situation
• Resolve technical problems encountered during execution of projects
• Assist in preparing Construction Method Statements and other technical proposal
• Compile Progress Reports to update the progress of structural works in assigned project
• Liaise with Contracts department and Project Teams on drawings, specifications, and all other technical documents

Requirement:

• Minimum Diploma/ Degree in Civil Engineering with 5 years’ experience preferably in Construction planning and programme coordinator in Water Reclamation Plant Construction Project (MEICA Project)
• Minimum 3 years’ relevant experience in project Planning and Program
• 5 years’ working experience in technical role in the Construction Industry
• Knowledgeable in Primavera/ Microsoft Project
• Qualified and experienced in planning and management of complex construction projects using Primavera P6 software
• Good knowledge of construction and general application of principles, theories and industry practices and standards
• Proficient in planning and schedulingtechniques
• Strong time management skills with exceptional attention to detail and ability to manage multiple tasks/ projects at one time
• Ability to analyse and synthesize complex issues quickly
• Willing to travel to Tuas for work
