The Organisation Planning Department (OPD) supports the NEA Senior Leadership Team in organisational planning, including corporate events and Key Performance Indicators (KPI) reporting, and manages enterprise risks and risk framework implementation across Groups and Divisions.

You will be part of the Performance and Risk Management Branch in the OPD. Your job responsibilities will include the following:

• Develop and implement risk management policies and programmes.

• Review risk trends and best practices in risk management methodologies to enhance existing risk management programme and practices.

• Work with stakeholders of all levels to conduct risk reviews.

• Provide secretariat support for risk management committees and meetings with management.

• Design and implement programmes to build a risk-aware culture and conduct risk management training.

• Collaborate with the Organisational Planning team for corporate events.

[What the role is]

What the role is

The Sustainability Division (SD) plans, strategises and develops initiatives to drive resource conservation and environmental sustainability across the public, private and people sectors. It develops programmes, coordinates and builds capability to support this drive. It also coordinates efforts within NEA for the organisation and its staff to play its own part in meeting the national targets as set out in the SG Greenplan 2030 and Greengov.SG.

Working in SD, the PE/DPE/SE will be responsible for developing and reviewing plans and strategies for sustainable waste-to-resource management and carbon mitigation. You will play an integral role in the long-term strategic planning of future waste management facilities and be involved in the roll-out of these plans and initiatives, as well as coordination with both internal and external stakeholders.

What you will be working on

Detailed work scope include:

• Develop and review long-term plans and policies relating to waste management facilities to ensure a resilient and efficient waste management system for Singapore
• Develop plans and work on initiatives relating to closing Singapore’s waste loop as well as fulfilling the waste carbon budget
• Initiate and/or champion programmes and initiatives for NEA to meet our obligations under the SG Greenplan 2030 and GreenGov.SG
• Work with stakeholders including other departments/agencies to operationalise the plans/initiatives

What we are looking at

We are looking for a highly self-motivated individual to join the Business Intelligence (BI) Team, who have passion for discovering solutions hidden in large data sets and working with stakeholders to improve the many business domains that NEA offers.

[What you will be working on]

In this role, you would also be involved in inter-departmental projects, and be responsible for the following:

• Play a leading role in the Prototyping, Application and Creation of Prescriptive, Predictive and Analytical dashboards and models to support various departments and glean insights from data to make better data-driven decisions. These include (but are not limited to):
  • Identify opportunities for business intelligence and advanced analytics to improve NEA’s operations deployment in the field and decision making at the operations level, as well as enhance financial operation and treasury management
  • Conceptualise/ Apply/ Prototype new/ existing data models for use in NEA
  • Pilot the implementation of such models with departments to support their line of work
  • Operationalise data models (including change management)
• Drive engagement and develop finance transformation workstreams with use of business intelligence and advanced analytics
• Actualise use of business intelligence and advanced analytics solutions identified for each of the finance transformation workstreams
• Build competency in the use of business intelligence and advanced analytics to adopt the new finance operating model
• Work with relevant stakeholders to make available the required platform/tool to support use of advanced analytics solutions related to the new finance operating model
• Understand and work closely with stakeholders to implement innovative and new ways of working (e.g. processes, organisation structures, systems) and leveraging on BI in their work
• Support the usage of technology (e.g. R, Python) to automate data processing and ETL (Extract, Transform and Load) for departments
• Support in establishing and maintaining Data Structure and Data Governance Framework for NEA’s Business Intelligence System (BIS)
• Support enhancements to * Business Intelligence System (BIS). These include (but are not limited to):
  • Gather and understand business requirements from various departments
  • Design and prototype Dashboards
  • Operationalise Dashboards (including change management) with appointed vendor
  • Provide basic maintenance support for dashboards to various departments
• Support the development and implementation of outreach programmes and Community of Practice events. These are aimed to keep NEA staff informed of transformation efforts and drive the adoption of analytics while also encouraging and soliciting ideas from NEA officers

[What we are looking for]

• At least 3 years of relevant experience in corporate finance, business analysis, financial planning & analysis or other related fields
• At least 5 years of experience in data sets preparation and building statistical models
• Strong working knowledge of financial modelling
• Excellent analytical, decision-making, and problem solving skills
• Highly self-motivated individual who is mature, independent, and resourceful with a drive to learn and master new technologies.
• Good written and verbal communication skills for coordinating across teams
• Prior knowledge or experience in implementing the use of BI visualisation tools (e.g. Qlik Sense, PowerBI, Tableau).
• Prior knowledge or experience in the following would be an advantage:
  • Advanced statistical techniques and concepts (regression, properties of distributions, statistical tests and proper usage, etc.).
  • Machine learning techniques (clustering, decision tree learning, artificial neural networks, etc.) and their real-world advantages/drawbacks.
  • In the field of business process re-engineering (including tools like Lean Six Sigma) and/or systems
  • Using statistical computer languages (R, Python, SQL, etc.) to manipulate data and draw insights from large data sets
  • One or more of the following languages such as C, C++, Java, JavaScript, etc
  • Working with and creating data architectures
