THE INTERNATIONAL RUBBER STUDY GROUP (IRSG)

The International Rubber Study Group (IRSG) is an inter-governmental organisation with the main objective of improving the transparency of the world rubber markets and strengthening international cooperation on rubber issues. The IRSG is the biggest worldwide community in the rubber economy. The IRSG is recognized as an International Body through the negotiation of a Headquarter Agreement with the Government of the United Kingdom in 1978. The IRSG has 35 Member Governments including European Union (28 Countries), Singapore, India, Sri Lanka, Russia, Cote D’ Ivoire, Nigeria, and Cameroon. Subsequently, a new Headquarter Agreement with the Government of Singapore was signed in 2008. The IRSG Secretariat is based in Singapore.

The mission of the IRSG is to be the world’s authoritative source of statistical data and forecasts for all aspects of the world rubber industry, including production, consumption and trade in rubber and rubber products. (1) CONTRIBUTION TO STRATEGY AND RESOURCE MOBILIZATION EFFORTS OF THE IRSG SECRETARIAT

Work with the Secretary-General and the Secretariat in strategy development and mobilizing resources and engage in building partnerships with donor and member countries, UN agencies, development financial institutions and global programme partnerships, at global, regional, and country levels.

Under the supervision of the Secretary-General, the incumbent supports overall effort to build partnerships, reporting functions, and mobilize an appropriate and sustainable funding base for IRSG from traditional and non-traditional sources. S/he will support the Secretary-General in developing partnerships building, donor mapping, and resource mobilization strategy, tools and procedures and coordinates their implementation including development of quality proposals, presentation and briefing papers to donors.

(2) PERSONAL ASSISTANT TO THE SECRETARY-GENERAL

The incumbent will act in this capacity as the Strategy and Resource Mobilization Adviser to the Secretary-General, acting as a sounding board for ideas and ensuring enhanced efficiency and structure across the organisation. S/he is also expected to provide strategic advice and guidance on key developments within the organisation and ensure the appropriate policy approaches are developed to meet IRSG’s mission and objectives. As a result of developing and maintaining research, s/he would be expected to develop initiatives that ensure that IRSG acts as a catalyst for the rubber sector and collaborates with stakeholders on developing evidence-based approaches and support. § Minimum of one to three years of relevant professional work experience in the area of strategy and resource mobilization both at national and international level in two of the following:, international organization, intergovernmental organization, financial institution, think tank, educational, research and development institution.

§ Fluency in English is required. Knowledge of another official UN language is desirable.

Job Responsibilities:

• Responsible for driving and executing the construction of buildings and infrastructure.
• Supported by project managers and his/her team collaborates with various stakeholders including architects, engineers, and contractors to make sure that the construction runs smoothly.
• Oversees the planning, execution, and completion of construction projects by relevant building regulations and standards.
• Schedules the construction timelines, coordinates work between various departments, conducts site meetings, and carries out inspections on the building works.

Job Requirement:

• Degree in Civil/Structural Engineering or equivalent
• Must have more than 15 years of experience in Civil/Structural Engineering works
• Excellent writing, communication, and presentation skills and strong analytical skills in bilingual
• Equipped with leadership skills in which able to lead the engineers in completing the jobs.
• Able to work 6 days per week at the Site office.
• Experienced in the construction of high-rise buildings of at least 100m high, with deep basement structures.
• Possess excellent leadership, planning, good management skills, interpersonal communication, and negotiation skills to lead a team of engineers and contractors while liaising with peers and colleagues from various departments. Possess the mental and physical stamina to take on numerous challenging tasks while simultaneously meeting high standards and deadlines/vision.
• Bilingual in English and Mandarin to liaise with Mandarin-speaking associates given business communications

The Business Risk and Control Officer will be a key member of the Legal Risk & Control Team supporting both the Legal Department and the Regulatory Strategy and Policy (RSP) team with focus on the Global Assessment Unit coordination role as well as supporting the implementation and execution of new BAU transformation processes to ensure appropriate adherence to firm-wide initiatives and requirements, including operational and compliance risk management programs.

In this role, you’re expected to:

• Help contribute to governance and the facilitation of the execution of the Manager Control Assessment (MCA, i.e.. Risk & Control Self-Assessment) as required by the MCA Standard including the assessment and appropriate approval of risk associated with business changes.
• Support teams in the quality, completeness, and accuracy of the implementation of the Control Framework, including Risk Control Policy, Control Standard, Issue Management Policy, Lesson Learned Policy and Control Inventory.
• Help contribute to the Lessons Learned Policy, including monitoring of control breaches and dissemination and learnings across other business units for process improvement to limit the occurrence of similar future events and where similar risk exposure might exist.
• Support the review and challenge process, within Legal and RSP, on the effective design and management of controls to mitigate risks as required by the Control Standards, including implementation and operation, conducting the control monitoring, handling deficiencies, and escalating issues for resolution.
• Help contribute to the timeliness, accuracy and completeness of the MCA through controls prior to the execution of a process (QC).
• Assist in the monitoring of the adherence to the MCA Standard through controls after the execution of a process (QA).
• Support in dealing with Operational and Compliance Risk in accordance with established Policy requirements.
• Assist in performing a detailed analysis to identify, assess, escalate, and manage risk exposures across Risk Categories (Operational Compliance, Strategic, Reputational, etc), including material, emerging and concentration risks in accordance with enterprise Policies and the establishment of Key Indicators to monitor risk exposures.
• Assist in supporting Risk Appetite and monitor / assess exposures against this in accordance with enterprise requirements (if applicable).
• Be part of the process to identify, assess, record and response to Operational and Compliance Risk events, ensuring these are captured accurately, timely and in accordance with requirements.
• Help ensure that adequate governance and training are in place to support management of Risk profiles.
• Support with risk and control assessments or coordination for programs within various risk stripes and ensure sufficient subject matter expertise exists to enable management of these risks within the Business (e.g. third party, fraud, sanctions etc.) (if applicable).
• Identify gaps in implementing policy documents and draft appropriate procedures to meet requirements of the Citi Policy governance operating model.

As a successful candidate, you’d ideally have the following skills and exposure:

• 6-10 years relevant work experience in Business Risk & Controls
