The Markets Control Testing Utility is responsible for assessing the adequacy of Controls, Monitoring and Testing Tools that are designed and executed by the Markets business teams.

This position will report to the Markets Control Assessment & Testing Head within the COO’s Controls Testing Utility on an interim basis and will report to the Markets Controls Assessment Lead once this C14 role has been appointed. It is an execution-oriented position that is responsible for operational controls performance assessment and assurance for Markets controls as well as monitoring and testing tools. This includes the execution of control assessment processes, results reporting, and insight sharing related to the above scope of controls assessment activities. Coverage may vary from time to time to meet internal and external deliverables across the Markets Controls Assessment and Testing team.

The Markets Controls Assessment Officer will be part of a team of approximately 6-7 controls assessment professionals who will be responsible for executing the above responsibilities, with breadth and depth on control assessment planning and execution. Accountable for controls testing results and advice regarding control design and remediation. As part of this, the role requires the identification of control assessments for escalation to senior management, inputs to process enhancements, technical strategy, and work plans. The position closely follows the latest trends in control design and assurance and requires strong knowledge of appropriate and effective control design and adapts them for application within their own job and covered businesses.

Strong communication and diplomacy skills are required to guide, influence, and convince others, particularly with respect to providing feedback on the adequacy and effectiveness of controls and any remedial actions required as part of controls assessments. The role will require engagement with senior managers at SVP and Director level.

Responsibilities:

• Executes control design assessments, monitoring design assessments and testing design assessments for controls operated by the Markets business in line with the applicable Policies, Procedures and Standards.
• Handles exception communications by confirming proposed outliers and reviewing them with control/control execution leaders from the covered business/function.
• Develops control monitoring and testing tools and associated procedures in line with the applicable Policies, Procedures and Standards.
• Helps driving continuous improvements in accuracy, efficiency, timeliness, and quality of MCA control design assessment and controls testing.
• Supports the adoption of the new MCA Standards and Procedures and the build out of the central controls testing capability.
• Take responsibility for their own book of work and prioritizes potentially competing deliverables.
• Supports training of assessment officers on processes, systems, and execution of control assessment activities, which may include cross-training onshore and offshore staff across the Markets Control Assessment & Testing Team.
• Maintains relationships and drives accountability with partners, peers and other stakeholders to drive control assessment and testing's success in support of the business's strategy.

Team/Function Overview

The role requires a self-starting, well organized and motivated individual to work within our client facing Global FX FIX Onboarding Team.

Role/Position Overview

FXLM Technology is focused on delivering IT solutions to the FX and Local Markets Sales & Trading business. We have around 400 people with the core of our development effort based in the financial hubs of London, New York, Tokyo and Singapore where we face off directly to the trading desks. Our core strength is providing the technical expertise and software development skills that directly affect the ability of our business to generate revenue and several of our client facing applications such as Citi FX Velocity and FX Click are leaders in their respective markets. We are committed to hiring the brightest and best technical experts and in return can offer roles with direct business interaction on projects from electronic and algorithmic trading to grid based computation of real-time risk metrics.

In this role you will be responsible for all client and technical team interactions from initial engagement until go live in our Production environment. You will gain the opportunity to work closely with FX eSales & FX trading partners and gain a real insight into the FX Cash, Options and Algorithmic platforms that are offered within Citi as well as gaining visibility of the world’s largest FX Franchise. Working to ensure the business needs are met for all our traded major liquid instruments such as FX Spot, FX Forwards, Precious Metals and NDF. The team’s responsibilities extend to all aspects of the electronic trading domain, including connectivity, market data distribution and Co-Lo Infrastructure.

You will have complete autonomy over your assigned tasks so strong self-management is a must as deadlines must be met to ensure our Franchise standards are maintained and our clients’ needs are met.

You will gain exposure to a wide variety of technically diverse systems from High Frequency Trading (HFT)/low latency trading platforms where every millisecond counts to network designs panning local and wide area networks to connectivity mechanisms like VPN’s, RTNS etc. all while maintaining best practices in fields such as security and stability.

In this role, you’re expected to:

• Proactive engagement with Singapore country and APAC regional stakeholders (Business, Technology, Finance/PCG, Operations) in order to support the business and clients trading in Markets products.
• Drive and implement sustainable processes, automation/migration initiatives,and standard adherence to policies. Involvement in shaping/building standardized and sustainable operational workflow and service standards for new product/production variations launches by APAC FXLM business. ie. NPAC process.
• Working very closely with Operations Control on developing and adhering to an effective control framework that fully meets Audit, Compliance and Regulatory requirements; delivery of periodic presentations to external regulators as required.
• Ensuring robust infrastructure and tools (Dashboards, MIS, Alerts etc.) are in place to effectively manage risk and service our clients to a high standard.
• High level of focus on digitization, automation and elimination of manual touch points (MTP).
• Supporting a successful People and Engagement strategy to help attract, develop, retain and recognize a diverse and talented global workforce. Promoting a culture of continuous improvement and cultivating a robust service and control environment

As a successful candidate, you’d ideally have the following skills and exposure:

• Degree or equivalent work experience preferred.
• 3-7+ years of experience in Tier 1 global financial institutions including extensive experience in handling large projects delivering operational activities, especially in Foreign Exchange products.
• Strong risk management and control mindset. Strong awareness of both external and internal best practice perspectives, maintaining a balanced and fresh viewpoint.
