· Assists the FPD Manager in the proper functioning and fulfillment of the objectives of the Fleet Personnel Department (FPD).
· Prepares the annual crewing budget for fleet vessels and ensures vessels operate within the projected budget.
· Takes a leadership role to oversee the Crew Management of the fleet and provides related guidance to vessels/manning agents.
· Oversees the performance of manning agents and sets standards of service by each agent under the guidance of the FPD Manager.
· Ensures incoming and outgoing invoices and related accounts are monitored, followed up, and approved as required.
· Supervises and controls the members and activities of the division.
· Follows up on crew performance on board and monitors the career development of assigned crew.
· Maintains and improves relationships with all stakeholders.
· Develops and executes a comprehensive recruitment, training, and retention strategy, after approval by management.
· Handles compensation and benefits strategy, including benchmarking.
· Ensures all seafarers are trained as per the training matrix.
· Reviews wage rates as indicated in the valid Collective Bargaining Agreements and revises company scaled as required once approved by the Director, Talent Development, and executive management
· Monitors crew operating budget, provides relevant commentaries where required, and keeps Director, Talent Development advised on developments for necessary action.
· Monitors department expenses, submits monthly variance reporting to Director, Talent Development; ensures that all reporting employees adhere to company policies and procedures
· Assists Director, Talent Development in developing measures and initiatives basis identified Fleet Personnel KPIs so results become visible in our financial reporting
· Assists in the development of key marine HR (Human Resources) initiatives under the guidance of Director, Talent Development as required
· Maintains contractual relationships with global Fleet Personnel vendors and confirms that the vendor’s performance is regularly monitored and evaluated.
Management Reporting:
· Communicates expectations to direct reports, manages performance, and provides leadership and support to team members in a constructive, efficient, and effective way

· Is familiar with the Health, Safety Environmental Protection and Quality Policy and understands the responsibilities under the Environmental Management System (EMS). In keeping with this and other compliance policies, understands his/her duty to report any environmental noncompliance and/or concern to his/her manager or members of the senior management team (including the highest level of management) either directly or through the open reporting system as per Management System guidelines
Medical Repatriation and Claims manage:
· Defines and designs processes and procedures, together with the Crew Claims Advisor, to manage medical repatriation claims
· Provides guidance to the Crew Claims Advisor in measuring medical claims performance as per company defined KPIs
· Proposes policy changes where required
Communications and Reporting:
· Provides guidance and direction to the Senior Fleet Personnel Assistant in coordinating Master/Chief Engineer visit to the charterers’ office and Setting Up for Success Program
· Working with the Director, Talent Development, enables successful change management in a constructive and effective manner, to aid improving Fleet Personnel performance and mature the organization efficiently
· Provides support to the Director, Talent Development in development of regional seafarer Forums and leadership conferences as required
Project Management and System Support:
· Provides Fleet Personnel project management support as required
· Provides support and user expertise for various system improvement initiatives in various platforms such as Crew Management software, Crew Communications platforms, and the like
· Performs other duties as assigned including working in other functional areas to cover absences
Requirements
· Bachelor's Degree preferred. Polytechnic diploma in Maritime Studies or Marine Engineering, High school (A Levels or NITEC equivalent) or O Levels will be considered.
· Certificate of Competency (COC) - Class 1 is required. If non-mariner, COC is not required
· At least 10 years of experience in the shipping industry, including sea service.
· At least 10 years of experience working in a multinational environment.
· At least 5 years of experience working at Regional Headquarters or Global Headquarters level is required.
· At least 1 year of actual sea experience within the last 5 years, if he/she is a mariner.
· If non-seafarer, 8 years experience in manning function, with a leadership position in charge of crewing in the last 2 years.
· At least 1 year of experience as Assistant Crew Manager.
· Good negotiating skills are required.
· Good leadership, communication skills, and ability to manage complex projects and multi-task.
· Ability to deliver top quartile results in a hectic and demanding environment
· Proficiency with Microsoft Office Suite (including Outlook, Word, and Excel) with advance Excel skills
· Attention to detail and a proven track-record in producing accurate, quality work
· Strong verbal and written communication skills
