Summary:

This position is responsible for facilitating the end-end sourcing process which includes reviewing the sourcing specifications, doing the preparatory groundwork for purchase or rental from external services / facilities providers and raise the Purchase Order (PO) and overseeing a team of Procurement Executives.

Essential Duties/ Responsibilities:

• Lead the procurement process by reviewing sourcing specifications, sourcing suppliers, comparison of quotes, conducting background reference checks, and propose the best procurement option for the company.
• Prepare and ensure Purchase Order is raised accurately and in a timely manner.
• Work closely with budget owners, upload documents in the system.
• Source for equipment and repair services, negotiate for favorable terms and the most competitive pricing and obtain tax invoice before payment is processed.
• Ensure deliverables are in line with the contract terms and provide weekly status updates.
• Updating and maintaining records of all orders, payments and received stock.
• Provide Management with data and reports related to purchasing activities.
• Summarize data and prepare various reports on purchasing activities as well as cost analysis on different categories.
• Work closely with Finance to make payments to suppliers in accordance with agreed terms.
• Ensure compliance of procurement policy and seek approval as per Delegation of Authority Manual.
• Establish sound relationships with suppliers, ensure lead times are met and expedite outstanding orders.
• Assist the Director of Operations in overseeing procurement activities, tracking team performance, and ensuring adherence to company policies.
• Lead and manage a team of procurement executives, efficiently delegating day to day tasks.
• Train and guide team members on procurement best practices.
• Provide timely reports to the Director of Operations on a weekly basis.
• Support strategic planning by preparing comprehensive analyses of purchasing data to identify cost-saving opportunities.
• Maintain a high level of communication with internal and external stakeholders to ensure alignment on procurement priorities.

Position Requirements:

1. Bachelor’s degree in Supply Chain Management, Business Administration, or a related field.
2. Minimum 5 years’ work experience in the field of Procurement Management, preferably with 3 years in a managerial or supervisory capacity.
3. Strong negotiation, analytical, and problem-solving skills.
4. Strong stakeholder management to meet tight timelines.
5. Proficiency in procurement software and Microsoft Office Suite (Excel, Word, PowerPoint).
6. Excellent interpersonal and communication skills.
7. Ability to work independently, exceptional time-management and manage multiple tasks effectively.
8. Ability to work under pressure and meet deadlines.

Job Requirements

• Degree in Supply Chain Management, Procurement, Quantity Surveying, Business, Engineering, or a related field.
• A minimum of 7 years of relevant experience, preferably in a Procurement Department within the Construction industry.
• Required language(s): English & Mandarin (to handle queries and feedbacks from English & Mandarin speaking associates, clients and customers).
• Capable of working independently with strong negotiation skills.
• Detail-oriented, analytical, and possesses excellent problem-solving abilities. Excellent team member, proactive in managing issues and possess sense of responsibility and ownership in his/her work and results.
• Able to work 6 working days on Site.

Responsibilities:

• Oversee and lead the whole warehouse operations and in charge of day-to-day inventory and distribution management.
• Ensure all incoming and outgoing shipments are complete timely.
• Plan and organize to meet delivery order.
• Supervise organizing, arranging, and rearranging of items in an orderly manner in a warehouse to achieve optimized usage of warehouse space.
• Produce regular reports and statistics of operation on a daily, weekly, and monthly basis.
• Train the workforce and supervisors and seek continuous improvement.
• Ensure general housekeeping and safety / equipment in the warehouse are to up to Performance standard.
