(A) Principle duties and responsibilities

· Manage, supervise and lead the compliance team, setting clear objectives and providing ongoing training

About the Role

Compliance

· To assist Head of Compliance to manage a robust Compliance function in line with the Group Compliance Policy which provides assurance to the Board and senior management.

Mission:
To support the Head of Compliance and Risk in championing a culture of tech-enabled compliance and risk awareness across our global operations, making use of technology to ensure robust adherence to regulatory standards while fostering continuous improvement in policies, training, and processes. Outcomes: 

1/ Review and Approval of High-Risk Client Assessments
Review 100% of escalated high-risk client cases within 2 hours, providing constructive feedback to the compliance officer on any oversight or areas for improvement. Present each case to the Head of Compliance for final approval within 4 hours.

2/ Timely Management of Screening Alerts
Ensure that no name screening alerts remain outstanding for more than 24 hours, and no transaction monitoring alerts remain unresolved beyond 48 hours.

3/ Quality Review and Reporting
Conduct quality reviews of Low/Medium/High-Risk (L/M/HR) cases, covering at least 20% of each risk category. Prepare a findings report with suggested remediations to improve overall quality and adherence.

4/ Investigation Timeliness and STR Filing
Complete and/or review  that at least 80% of investigations within 15 calendar days, ensuring that any required STRs are filed within 15 calendar days of closing the investigation.

5/ Enhancements to on-board and on-going monitoring Processes
Identify and recommend key improvements in conducting client risk assessment, transaction monitoring or screening processes, implemented with Product and IT teams. Purpose of the Role:

The Compliance Counsel will be responsible for the strategic development, implementation, and continuous improvement of the organization’s Ethics & Compliance program.

The position may also be expected to provide legal support on various matters related to the company’s global business operations, particularly within the shipping sector in APAC, monitoring the legal developments and changes in legislation.

Key Responsibilities:

Compliance and Ethics Function:

• Build a highly effective Compliance and Ethics function to ensure compliance with the company policy and regulatory obligations.

• Proven track record in risk management, compliance system implementation, and training development.

Job Summary:
BullionStar is seeking an experienced and detail-oriented AML Compliance Specialist to join our team. The successful candidate will be responsible for ensuring that BullionStar adheres to all applicable Anti-Money Laundering (AML) regulations and guidelines, implementing effective AML controls, and supporting the continuous improvement of our compliance framework.

Key Responsibilities:

• AML Management: Provide support to develop, implement, and maintain the company’s AML policies, procedures, and controls to ensure compliance with MAS regulations and local legislations.
• Transaction Monitoring: Conduct transaction monitoring to detect and report suspicious activities. Review and analyse alerts generated by our AML monitoring system.
• KYC/Customer Due Diligence: Conduct Know Your Customer (KYC), Customer Due Diligence (CDD), and Enhanced Customer Due Diligence (ECDD) processes for new and existing customers. Review information and documentation received, ensuring accuracy and compliance with regulatory requirements. Approve or escalate cases as needed to ensure proper risk assessment is completed before allowing transactions to proceed.
• Customer Liaison: Work directly with customers to guide them through KYC/AML documentation processes, answer inquiries, and ensure compliance is maintained.
• Reporting: Prepare and submit Cash Transaction Reports (CTRs) and Suspicious Transaction Reports (STRs) to the relevant authorities in a timely manner.

Salary and Benefits

The salary is dependent on your capability, experience and skills. The typical starting salary is from SGD 3,000 to SGD 4,500 per month for a driven candidate plus up to three month's bonus salary. • Escalate identified potential or true hits which may affect risk profile of the clients
• Address sanction true matches during Bank’s Name screening processes

Requirements:
