As a Card Compliance & Monitoring Manager, you will focus on overseeing compliance with regulatory and industry standards for card payment transactions, ensuring health and performance of transaction processes, and leading initiatives to improve transactional efficiency and regulatory alignment.

Here’s how you’ll be contributing:

• Oversee the health of card transactions to ensure seamless customer experience and minimal disruptions.
• Monitor transaction processing metrics such as decline rates, authorization speeds, and transaction volumes.
• Understand compliance requirements with all card network (e.g., Visa, Mastercard,) regulations and scheme requirements.
• Engage with card networks, staying ahead of upcoming changes and requirements, be able to stand the grounds from the issuance perspective;
• Collaborate with the card risk and fraud teams to set up systems that detect and mitigate abuse activity within card transactions.
• Implement controls that protect the company from reputational and financial risks associated with non-compliance.
• Develop and maintain key performance indicators (KPIs) for transaction health and scheme compliance.
• Report on transactional health and compliance metrics to executive leadership, identifying areas for improvement.
• Implement action plans for any identified gaps or risks in transaction health or compliance adherence.
• Lead efforts to improve transaction quality and compliance processes, such as optimization of authorization rates and decline mitigation.
• Work closely with product and engineering teams to implement new systems or modify existing ones to meet compliance needs.
• Develop and implement a strategy for continuous improvement in transactional health and scheme compliance, aligning with broader business goals.
• Manage and develop a team responsible for monitoring and reporting on transactional health and compliance.

Job Responsibilities:

Quality Assurance

· Establishment, Maintenance and Continuous Improvement of Company’s Quality Management System (QMS), Class Approvals (Marine) and Regulatory Requirements (Part 145).

· Plan, organise and take lead to drive Quality initiatives and promote quality culture within the company.

Job Objectives:

Group Technology and Operations (GTO) provides software and system development, information technology support services and banking operations.

We have centralized and standardized the technology components into Singapore, creating a global footprint which can be utilized for supporting our regional subsidiaries and the branches around the world. We operate and support 19 countries with this architecture to provide a secure and flexible banking infrastructure.

Our operations divisions provide transactional customer services for our businesses while also focusing on cost efficiency through process improvements, automation and straight through processing.

Key Responsibilities:

• Overall accountable and responsible for delivery of testing services across the programme or project/s

• Manage and oversee the day-to-day delivery of test services by Bank appointed vendors in the conduct of testing

• Drive and collaborate with test service providers and relevant stakeholders to plan all testing related deliveries for the programme or project/s

• Works with the testing service providers and relevant stakeholders to review, provide feedback and sign off on the test strategy, test plans and other test service providers’ artefacts for the testing service delivery.

• Coordinates with the Test Governance team to ensure adoption of testing methods, standards and tools, and to coordinate any health checks or audits.

• Ensure that any changes to the scope of services are communicated to the respective test service providers and the impact is factored into the plan.

• Engages with various stakeholders (including but not limited to, application, security, infrastructure, business) and testing service providers to ensure testing services meet the banks’ objectives and demand.

• Act as the first point of escalation for any issues raised by stakeholders on testing service providers.

• Quantify, manage, track and report test related statuses, SLA and KPIs, and ensure that defined testing transformation SLA and KPI targets are met for the programme or project/s

• Participate and contribute in forums, as required, to drive testing transformation and innovation.

• Works closely with the Test Engineering Lead to provide inputs around domain specific test engineering requirements and ensure that they are met.

• To support and advance implementation of the test automation strategy for the respective domain

• Establishes and maintains effective working relationships with the Vendor Test Managers/Test Leads for the respective domains.

Key Requirements:

• Bachelor’s degree or master’s degree in computer engineering or related field
• Proven working experience in test delivery or equivalent role with at least 10 years’ relevant experience in large and complex organizations, preferably in the area of Banking and Finance and at least 5 years’ senior manager experience in testing
• Extensive experience in managing end to end delivery of testing services from multiple vendor test service providers
• Proven experience in testing standards, tools, processes & methodologies, frameworks, and various delivery methodologies e.g. Agile, Hybrid Agile and Waterfall, DevOps
• Proven, successful track record of managing shared IT service development and/ or IT Testing Services
• Demonstrated success in developing highly effective working relationships with internal and external stakeholders to deliver collaboration, partnerships and services
• Strong domain knowledge on Transaction Banking, Wholesales Banking and Payments Program. Experience in managing testing on this domain will be an advantage
• Strong attention to details, excellent analytical and problem-solving skills
• Experience in managing multiple external testing service providers
• Experience in managing multi-cultural, diverse, direct and virtual teams
• Experience in various testing tool suites like HP UFT/QTP, LoadRunner/Performance Center/SiteScope, HP ALM / Quality Center, Tosca, Appium, Java, Selenium, JIRA etc
• Must display a high level of professional judgment, commitment, integrity, and teamwork
• Excellent client facing, internal communications, written and verbal communication skills
• Testing or quality certifications, PMP certifications, and Test Maturity Model integration (TMMi) Framework awareness will be preferred

Reporting to the Risk and Compliance Manager, the incumbent is required to provide support for Risk and Compliance team day-to-day operations. This includes interacting with various departments to provide guidance on compliance matters and implement/evaluate the efficiency of controls, identify risks or non-conformity issues from the regulator, Monetary of Singapore (MAS).

Responsibilities:

• Stay abreast of regulatory guidelines and Group requirements. Provides regulatory advice to business as required.
• Assist with group compliance monitoring assessment, audit, and annual gap analysis exercise.
• Complete the group Annual Risk & Control Assessment.
• Perform due diligence, AML, and sanction screening checks prior to onboarding new partners and continuous due diligence review for existing partners.
• Fulfill MAS requirement such as keep track of and prepare annual staff declarations, CPD hours and roll out annual compliance training etc.
• Provide 2nd level monitoring and management of compliance on internal policies and procedures, and information security.
• Identify inadequacies and weakness in systems and controls of compliance and Company’s functions and suggest improvements.
• Assist with or take charge of ad-hoc projects or tasks as may be assigned from time-to-time.

Requirements:

• Diploma in law, business, or related field.
• About 3-5 years of relevant compliance experience in a financial institution (preferably insurance).
• Professional certification such as ICA Diploma in Compliance would be advantageous.
• An analytical mind and good business sense, able to grasp the complexities of business nuances and balancing that with a keen sense of applicable regulations.
• Possess good communication and writing skills.

The person will conduct agency reviews and trend analysis to identify potential gaps and areas for
improvement, and implement enhanced framework for the distribution reps so that they can conduct proper sales advisory processes for their policyholders and provide them with quality advice and suitable recommendations.

  appropriate steps to mitigate the risks.
• Maintains awareness of industry trends on regulatory compliance, emerging threats and
  technologies in order to understand the risk and better safeguard the company.
• Highlights any potential concerns /risks and proactively shares best risk management practices.

Requirements:

• Degree holder in any discipline
• 1-3 years of compliance / investigation / sales experience in Financial Services or Insurance Industry would be an added advantage
• CMFAS qualification (M5, M9, M9A and HI) would be an added advantage
• Proficient in MS Office (Word, Excel and PowerPoint)
• Meticulous, systematic, able to work well independently and as a team in a fast-paced environment
• Strong analytical and problem-solving skills
