Reporting to the QA/QC Manager, the candidate will be responsible for assuring the implementation and compliance with the Quality Assurance System and for scope of work related to DfMA/PPVC items. 

It is expected the candidate will be a very detailed and organized individual with extensive previous experience working as a QA/QC on large, international projects with deep knowledge of DfMA/PPVC methods. There will be a significant amount of “hands on” work understanding and implementing the VDC QA/QC systems. The candidate must have excellent leadership and Emotional Quotient (EQ) skills and be able to relate to and communicate with the client, the Fortis Construction Pte. Ltd. team, subcontractors of all tiers, vendors and immediately establish trust and confidence in his/her ability.

The candidate will provide guidance to other team members they interact with and manage daily. The candidate will be expected to know the drawings and specifications and dig into the details to resolve issues.

Responsibilities:

• Contribute and share program evolutions and lessons learned with Fortis Construction, Inc. US operations QA/QC Managers
• Represent Fortis Construction Pte. Ltd. in the utmost professional manner while constantly embracing honesty, integrity, and truth

• Review approved drawings, and ensure compliance with the construction specifications
• Coordinate with Project Engineers for technical assistance, generating Root Cause Analysis (RCA) for Client-requested quality observations, and project closeout

• Run the weekly QA/QC Meetings, drive open quality issues to closure, keep meeting minutes and document for future reference together with subcontractors
• Play a proactive role with field inspections, together with the subcontractors and the Client in developing pre-test plans prior to contractual testing and stay ahead of normally scheduled inspections with the authorities having jurisdiction (AHJ). Assist the contractor in resolution of known issues and lessons learned from other sites
• Assist with onsite/remote BIM 360 Field training of new Trade Partners / site personnel (iPad and Desktop) and competency with BIM 360 Field to create issues, capture QA/QC related issues, and create checklists.
• Identify issue and close them prior to punch walk and area substantial turnover date, by working with Client and Trade Partner’s QA/QC team

Job Responsibilities

1. Good standards and understanding construction quality assurance
2. Perform checks on the structural, architectural or material / works in steel, extrusion, metal (mild steel / stainless steel / aluminium), glass and aluminium sheet related to ensure that the final touch-up works are ready for inspections.
3. Coordinate on quality matters with project team, conduct regular inspection to ensure works are in compliance with method statements & proper sequence of work and in accordance to BCA’s good industry practice.
4. Ensure that all project quality records and quality audit plans are maintained, assist in yearly ISO audit.

Job Requirements

• Degree / Diploma in Civil Structural Engineering or its equivalent.
• Minimum 2 years relevant experience in Metal work and Facade industry.
• Knowledge of welding inspection and ISO Standards, familiar with CONQUAS, Green Mark and others essential BCA requirement.
• Strong attention to detail, observation, organizational, and leadership skills.
• In-depth knowledge of quality control procedures and legal standards.

• Monitoring and verifying that the Environmental Management Plan (EMP) is adhered to at all times and taking action if the specifications are not followed.
• Monitoring and verifying that environmental impacts are kept to a minimum during the planning and design and construction phases of the project.

Registered with National Environment Agency (NEA) and have at least three (3) years of post-registration and practical experience relevant to the scope of works of the contract. Local candidates with LTA experiences will be advantage.

Review the inspection history to summarize the integrity status of the plant equipment and piping systems.

· Perform the scoping work and prepare the job pack for process piping and in-service equipment based on engineering assessment and annual inspection plan.

· Plan and carry out fixed equipment/piping inspection via on-stream risk-based monitoring programs and downtime inspection activities including corrosion under Insulation (CUI) and corrosion under pipe support (CUP) on process piping and equipment according to annual maintenance plan

· Identifying the areas of special concern and deterioration (e.g. Dead legs, injection points, mix points, corrosion under insulation and Low silicon Inspection).

· Supervision and coordination of all on-stream and shutdown inspection and NDT activities for static equipment and in-service process piping.

· Review of inspection test plan, WPS and method statement for any in-service repair work of piping and pressure vessels.

· Witnessing of PT, MPI, PMI, metallographic tube testing and Hydro static test for statutory equipment.

· Provide recommendations and timely updates on equipment degradation problems.

· Provide quality assurance on project construction and maintenance works to ensure compliance with applicable codes, standards and specifications.

· Preparation of final inspection reports with all findings, abnormalities and recommendations.

· Ensure quality of inspected items to meet project requirements and standards.

· Inservice inspections in refineries / Oil and Gas / Petrochemical industries, such as corrosion under pipe support (CUPS), corrosion under insulation (CUI), Injection & Mix points inspections.

· Inspection, review of mill certificates, Material verification, Inspection of Pipes, Fittings, Flanges, valves, nipples, plate tubes as per respective materials specifications, Codes, Standards & Client Specifications. Inspection / Witness & Review Stage wise activities earlier stage of spool fabrication

· Knowledge in welding inspection

Eligibility Criteria

· Graduate Engineers with 3-6 years of relevant experience.

· Relevant Engineering Degree or Diploma in Mechanical, Petroleum/Oil/Gas, Civil, Chemical or Industrial Engineering are acceptable.

· Experience in Refinery and Oil & Gas must

· Experience in QA/QC and Knowledge in Non-Destructive Testing methods.

· Knowledge/experience in welding inspection, structural fabrication, piping Isometric drawing and piping materials.

· Work Independently and can work in Singapore and other countries.

· Fluent Reading, Speaking and Writing in English.

· Willing to commit 24 months contract/ project completion.
