Key Responsibilities
Provide advice and consultation for interpretation of procurement policies and procedures to end-users
Manage purchasing cycle from invitation to quotation, evaluation of quotes, contract establishment, purchase orders and payment in accordance to the relevant IM policies
Support contract management and supplier performance management
Prepare periodic reports related to procurement
Maintain and evaluate lists of current and prospective vendors/contractors/suppliers
Manage suppliers' delivery of goods/services
Analyze the procurement requirements and selects the most appropriate procurement methods based on interpretation and assessment of established policies, practices and experience
Negotiate with suppliers to meet quality, delivery, cost and delivery objectives
Work closely with all other functions to improve purchasing procedures and contribute towards effective cost management
Administer GeBiz-related requests and procedures across the procurement lifecycle; support relevant requests and clarifications
Any other duties assigned by the Supervisor
Requirements
Diploma in related discipline, minimum GCE ’O’ level
Prior procurement experience in an educational institution would be an advantage
Hands-on knowledge on GeBiz
Effective interpersonal skills with good command of English
