Job Description:

• On behalf of the Owner’s Engineer (OE), the T&C Lead Engineer shall support the T&C Manager for overseeing all testing and commissioning activities of the IWMF Contractors, including the coordination of testing and commissioning activities of TWRP that interface with IWMF.
• The T&C Lead Engineer shall support the T&C Manager to lead the OE’s proposed testing and commissioning team and coordinate with its Resident Site Supervision (RSS) Team and OE’s design team as well as the Contractors to review the development of the Contractors testing and commissioning plan and the Contractors execution of their plan in order to achieve the Project milestones for each of the IWMF EPC Contracts (EPC Package 1 – Waste to Energy/Materials Recovery Facility and EPC Package 2 – Sludge Incineration Facility/Food Waste Treatment Facility).
• The T&C Lead Engineer shall support the T&C Manager to oversee the whole of each Contractors testing and commissioning activities, and the interfaces between EPC1 and EPC2 and TWRP as relevant, which should commence from dry/cold to hot commissioning to successful completion of entire commissioning process and trial run, including optimisation of plant operation with the Contractors and O&M teams.
• Participate as required by the T&C Manager in regular T&C Coordination Meetings with the Contractor and/or Other Contractors on adjacent sites (that is attended by Client representatives or similar others also)
• Any other matters that may from time to time be delegated by the T&C Manager.
• The OE’s T&C Lead Engineers are estimated to be mobilised to site at least 6 months prior to the commencement of actual testing and commissioning by the Contractor in order to familiarise themselves with the Works and the Contractors plans for the T&C and the expectations of the Client.

Job Requirements:

• The T&C Lead Engineers shall have at least 5 years of hands-on relevant experience in testing and commissioning (and operation) of large scale solid waste management projects (Waste to Energy - WTE, sludge incineration, materials recovery and food waste treatment), or experience with large scale industrial/process/utilities projects (i.e. waste, water, oil & gas, power) testing and commissioning.
• The T&C Lead Engineer to have a relevant engineering degree or certification.

The EICA Engineer shall be in the discipline of Electrical, Instrumentation & Control in delivery of large scale power generation project. The Engineer shall have at least 10 years of relevant engineering experience in delivery of large scale industrial/ utilities projects (e.g. waste, water, oil & gas, power) or relevant experience in delivering large solid waste management projects (e.g. WTE, sludge incineration, materials recovery and food waste treatment).

The duties shall include the following but not limited to:

• Work as owner’s engineer to lead the EICA project implementation at site.
• Proactive attitude and solution orientated personality with leadership mentality and for the EICA discipline, assisting project director for the contract execution.
• Strong capability of specification capability for all I&C related specification. e.g. DCS / PLC system configuration, topology and controller, RIO engineering.
• In depth of understanding for automation package for contract implementation of automation systems for WtE project.
• Contracts management in the I & C discipline for the WtE project
• Review the submittals from Contractors for Process Control like Waste Reception system, Incinerator-Boiler System, Water Steam Cycle, weighbridge system, building services, Enterprise Resources Planning, Communication Network Infrastructure, DCS, PLC etc.

Requirements

The individual shall be:-

• in the discipline of Civil/Structural, Mechanical, Electrical and Instrumentation and Controls
• a Professional Engineer/Chartered Engineer registered in his/her country of practice is preferred
• with a minimum of 10 years of relevant engineering experience in delivery of large scale industrial/utilities projects (e.g. waste, water, oil & gas, power) or relevant experience in delivering large solid waste management projects (e.g. WTE, sludge incineration, materials recovery and food waste treatment).

Duties and Responsibilities (including but not limited to):

• The Facility Design Lead shall be able to provide technical advice on waste management facilities, waste treatment technologies, waste treatment capacity
• Ensure that consistent quality standards and conformance with design plans and specifications are maintained on all contracts and in all engineering disciplines from the start to the end of the Project
• Oversee the entire design process, from concept to implementation, ensuring project is delivered on time, within specifications and meeting industrial standards
• Lead and mentor a team of engineers and ensuring the quality in design work

Requirements

The individual shall be:-

• a Professional Engineer/Chartered Engineer registered in his/her country of practice is preferred
• The Facility Design Leads shall have relevant engineering degree and professional certificates
• shall have at least 15 years of relevant engineering experience in the design and construction
• shall possess relevant experience in the planning and design of large scale waste management and water treatment facilities (e.g. WTE, sludge incineration, materials recovery and food waste treatment, electrical substation, etc.). The OE shall ensure that each of the key facilities within the project is led by a design lead with the relevant qualifications and area of specialisation

The Lead Resident Engineer shall be in the discipline of Electrical, Instrumentation & Control in delivery of large scale power generation project. The Engineer shall have at least 10 years of relevant engineering experience in delivery of large scale industrial/ utilities projects (e.g. waste, water, oil & gas, power) or relevant experience in delivering large solid waste management projects (e.g. WTE, sludge incineration, materials recovery and food waste treatment).

The duties shall include the following but not limited to:

• Work as owner’s engineer to lead the ICA project implementation at site.
• Assist Chief Resident Engineer in daily supervision and coordination duties for ICA discipline.
• Project delivery planning including time and manpower scheduling.
• Source and interview for Resident Engineers and Resident Technical Officers for ICA discipline
• Strong capability of specification capability for all ICA related specification. e.g. DCS / PLC system configuration, topology and controller, RIO engineering.

Primary Purpose

Functions as a technical specialist in water / wastewater treatment process. Performs all aspects of conventional design engineering and analysis independently. Broadens knowledge and skill set in area of discipline. Knowledge in other disciplines and/or functional areas.

Roles & Responsibilities

• Detailed design of process systems for water and wastewater treatment plants, including screening equipment, physical-chemical treatment plants, biological treatment plants, blower equipment, odour control plants, disinfection plants, sludge treatment plants, desalination process, etc.
• Detailed design of ancillary systems including chemical feed systems, mechanical ventilation systems, and drainage systems.
• Preparation of Process Flow Diagrams and P&IDs.
• General Arrangement and equipment layout drawings.
• Preparation of process equipment specifications.
• Review and evaluation of vendor submissions.
• Coordination with other disciplines e.g. civil, structural, electrical, mechanical, building services, instrumentation & control designers and digital water specialists.

Candidate shall have minimum of 15 years’ experience in the process design of water / wastewater treatment (municipal and industrial) with the following attributes:

1. Degree in Chemical or Environmental Engineering.
2. Expertise in water / wastewater treatment process modeling and optimization (including biological treatment).
3. Proficient in BioWin/GPS-X/SUMO or other wastewater modelling software.
4. Possess knowledge of wastewater treatment processes such as Activated Sludge, SBR, MBR & MBBR/IFAS.
5. Experience in preparing PFDs/P&IDs and specifications for procurement of water and wastewater process equipment.
6. Proven ability to manage diverse and large scale water projects, prioritize tasks, effectively.
7. Utilize available resources and ensure timely completion of projects.
   Proficient in written and oral communication with good interpersonal skills.
