The Building and Construction Authority (BCA) champions the development and transformation of the Built Environment sector, to improve Singapore’s living environment.  We are looking for dynamic individuals who can contribute to BCA’s growing strategic communications functions, to showcase transformation in action.  

What you will be working on

You will be part of the team that drives publicity for BCA and the built environment sector that contributes towards improving Singapore’s living environment.

You will be involved in strategic and integrated communications, including media management and campaigns. Duties include:

• Collaborating with internal stakeholders to develop and execute communication plans, and identify the suitable media channel mix that suits the target audience

• Managing media for publicity events and crafting media materials for various platforms

• Media management including managing media queries and interviews to convey key messages

• Curating content and working with digital team to present them in a creative and engaging way to support communication objectives

• Managing issues and developing crisis communications plan

What we are looking for

• More than 2 years of work experience in corporate communication functions such as media relations and marketing communications

You will be responsible for overseeing the delivery of cutting-edge artificial intelligence and machine learning products from conception to deployment. This role requires a unique blend of proven technical expertise, a deep understanding of AI/ML technologies and their practical applications, and product management skills.

What you will be working on:

• Define, develop and deploy AI/ML solutions to business problems, including translating complex AI/ML concepts and requirements into detailed project plans.

• Apply appropriate machine learning algorithms (supervised or unsupervised learning) and understand trade offs to any data problem.

• Define tools required for a product development and provide advice to organization on suitable development environments/tools to deploy.

• Analyse the engineering trade-offs and choices, and articulate technical decision to the rest of the team to help them understand.

• Collaborate with cross-functional teams, including data scientists, engineers, product owners, and stakeholders, to define product requirements and roadmaps.

• Tertiary qualifications in Computer Science, Information Technology, or a related field in data science/ML/AI.

• Proven experience in developing products using AI/ML frameworks and tools, including latest GenAI tools.

• Strong understanding of machine learning algorithms, data structures, and software development principles (including frontend and backend).

• Strong project management, analytical and problem-solving skills.

• PMP, Agile, Scrum, or similar certifications are a plus.

Responsibilities

You will be part of a team that administers the building regulations and develops new strategies that will shape a future-ready and inclusive built environment for Singapore. You will be involved in:

• Reviewing submissions on building plans including designs related to safety, environmental sustainability and barrier-free accessibility

• Developing strategies, policies and processes in relation to Building Control and the advancement of Universal Design (UD) in the built environment

• Promoting Accessibility Fund and conducting accessibility audits of buildings

• Working closely with internal and external stakeholders in the review/development of accessibility standards and the promotion of UD through outreach activities

Requirements:

• A degree in Engineering, or Building-related discipline

• At least 3 years of relevant building design and project management experience

• Good command of spoken and written English

• Strong analytical, communication and interpersonal skills

• Able to work independently and as a team player, and perform under pressure

• Knowledge and experience in Building Information Modelling (BIM) an advantage

[What the role is]

You will be part of the team overseeing grant governance and programme evaluation frameworks and initiatives in BCA to ensure compliance with grant policies and guidelines, including review and strengthening of internal controls, establishing good practises, and building capabilities within BCA.

You will have the opportunity to actively engage industry stakeholders and various government agencies to develop and review industry transformation programmes and incentive schemes.

[What you will be working on]

• Work with internal and external stakeholders to plan, develop, manage, and review incentive schemes and programmes to support strategic transformation outcomes in the built environment sector. This includes close collaboration with other government agencies and development of guidelines and good practices.
• Strengthen grant governance and management to ensure compliance and effectiveness of our grants and programmes which include leveraging on data to support reviews, improve administration processes, and address potential fraud and abuse of grant schemes.
• Develop strategies to strengthen programme evaluators’ and grant administrators’ capabilities in project evaluation, fraud detection and investigation, and risk management.
• Harmonise grant schemes in BCA to enhance governance and efficiency in administration.

[What are we looking for]

• Tertiary qualification with at least 2 or more years of relevant work experience in grant governance/administration and/or programme evaluation.
• Familiarity with Instruction Manual (IM) on Grants Governance, grant scheme or programme design and implementation, or fraud detection and investigation will be an advantage.
• Excellent interpersonal and communication skills, both written and spoken, including ability and experience in engaging and managing stakeholders across all levels of seniority internally and externally.
• Strong system thinking and analytic skills to conceptualise grant governance and programme evaluation frameworks.
• Self-motivated, highly resourceful, and able to adopt data analytics to support developmental works.Possesses positive attitude, excellent work ethic and is a good team player.

Responsibilities:

You will provide legal advice to BCA on regulatory and commercial issues, intellectual property issues and general areas of the law. Your responsibilities include:

- reviewing and drafting contracts to be concluded by BCA;

- advising on legislative amendments under BCA’s purview so as to address BCA’s policy objectives;

- advising on the interpretation of legislation under BCA’s purview;

- advising on enforcement cases including reviewing of investigation reports and ensuring that sufficient evidence has been obtained to support the recommended enforcement action;

- advising on risks arising from arrangements concluded by BCA and drafting appropriate clauses to ensure BCA’s interests are served;

- providing sound legal advice on a broad range of legal issues including advising on intellectual property issues; and

- working on such other areas as General Counsel may allocate from time to time.

Requirements:

- A good law degree (LLB Hons);

- Advocate and solicitor of the Supreme Court of Singapore;

- At least 6 years’ experience in private practice and/or as in-house counsel;

- Strong analytical skills and can independently drive the completion of a matter with minimal supervision;

- Possesses effective time management skills;

- A team player who communicates effectively with cross-functional stakeholders; and

- Prior experience in litigation matters is an advantage.

What you will be working on:

• Leverage insights and analytics tools to track, measure and optimise BCA’s digital channels to improve communication efforts and enhance the team’s strategies and reach.

• Generate digital performance reports with actionable insights.

• Strategising, conceptualising and implementing digital communications strategies and campaigns to achieve desired outcomes.

• Managing BCA’s digital platforms (including the BCA website, social media channels, EDM) to communicate relevant and useful information to audiences.

• Collaborating with different groups to understand their work and translating them into creative and engaging digital content for our audiences.

What we are looking for:

• Minimum 1-3 years of experience in digital communications and/or data science

• Tertiary qualifications from relevant field of communications and/or data science 

• Familiarity with the use of data analytics tools and social media management platforms

• Familiarity with website content management systems and HTML is a plus.
