[What we are looking for]

• Relevant training and industry experience in business administration, science and engineering, innovation and technology, sustainability, maritime, shipping and port, and/or intellectual property.

[What you will be working on]

• Develop and implement C&B policies and programs, that are aligned with employer branding and talent strategies.

• Conduct periodic benchmarking analysis and reviews to support the design of C&B policies and programs and ensure they remain market competitive and effective in attracting, motivating and retaining employees.

• Plan and implement the annual performance bonus, increment and other C&B exercises, including formulation of proposals for Senior Leadership and Senior Personnel Board’s approval, simulation of bonus and increment quantum, preparation of communication materials to key stakeholders and working with respective stakeholders to ensure timely and accurate payouts.

• Manage the job evaluation framework and exercises.

• Partner key internal stakeholders, such as HR Business Partner, HRIS and Services, to effectively implement C&B programs and policies and ensure operational processes are in alignment with the policies.

[What you will be working on]

The key duties and responsibilities are to:

• Architect best practice design, operations and support of private/public/hybrid cloud infrastructure including Compute, Storage, Network and Security.

• Recommend new services to complement and enhance infrastructure elements to streamline and support agile application development and deployment.

• Lead continuous enhancement and exploratory work to design, develop, test and deploy security elements of new Cloud Infrastructure technologies.

• Keep abreast of the latest industry cybersecurity practices and technologies as well as emerging threats and vulnerabilities and provide insights to CIO and CISO and recommend appropriate controls and solutions for implementation to enhance Maritime sector cybersecurity posture. Ensure that the MPA’s data and infrastructure are protected by enabling the appropriate security controls.

• Examine the detailed designs of all MPA IT and OT systems to assess the robustness and adequacy of various security designs and controls against the latest cyber threats and risks in Maritime sector, provide cybersecurity assessment to Ops-Tech cluster’s departments to develop optimised, scalable and maintainable frontend and backend software systems, and introduce security controls to protect application infrastructure.

Your key responsibilities include:

Lead the department to:

Facilitating growth of LNG as a Marine Fuel

• Manage accounts of MPA-licensed LNG Bunker Suppliers
• Work with industry and government bodies to facilitate growth of LNG bunkering activities in the Port of Singapore  
• Monitor and analyse industry trends and activities in LNG as a marine fuel  
• Manage the Green Port Programme which incentivises ships to decarbonise
• Planning and execution of various industry events 

Planning for Supply of Ammonia and other Alternative Marine Fuels (hydrogen carriers)

• Examine the potential of ammonia and other alternative marine fuels, by monitoring market trends, preferred fuel options of key shipping lines, and technology readiness, and prepare and present reports.
• Develop bunkering standards for ammonia and other new fuels, together with industry partners
• Support the conduct of pilot trials of alternative marine fuels in the Port of Singapore
• Develop a regulatory framework and strategy to operationalise the supply of alternative marine fuels, to support the growth of bunkering activities in the Port of Singapore
• Work with industry, government bodies and international stakeholders to determine the required infrastructure support
• Plan and develop the ecosystem collectively with relevant Divisions in MPA to support the supply of ammonia and other alternative marine fuels to ships calling at the Port of Singapore

Requirements

You should possess knowledge and experience in one (or more) related fields such as maritime policy, engineering disciplines, or sustainable energy. Technical knowledge on various marine fuels and alternative fuel types would be an advantage. You should also have excellent verbal and written communication skills and possess strong interpersonal skills and demonstrated ability to lead and manage stakeholders. You must be comfortable using MS Excel for basic data collation and analysis.

Work with business users within MPA to understand their needs and challenges, scope problems and develop economics-related use cases.
Transform data into insights and data solutions by applying qualitative and quantitative analyses, econometric modelling, and forecasting techniques.
Work closely with non-technical users, project managers and core data science team to build and deploy scalable analytics algorithms and models that inform policy-making and streamline operations. This could include outcome projections of implementing certain business strategies that result in actionable insights.
Coordinate research and analysis by tapping on various data sources (both unstructured and structured). Employ effective use of appropriate software and programming to clean, wrangle and organise data to transform market and operational data into clear and appropriate business commentary for publications and action by user divisions.
Gather and interpret trade intelligence from a variety of sources and identify implications of intelligence gathered on Maritime Singapore’s economic strategies and policies.
Develop logically structured presentations including narratives of research and/or analytics findings to secure stakeholder commitment. This can include sophisticated visualizations and dashboards to explain these results.

Background in Economics, Business Analytics, Applied Statistics, or other related disciplines that possess an analytical and quantitative component. Experience in business consultancy / industry analysis can also be considered.

[What you will be working on]

As a Port Inspector, you will carry out enforcement duties at sea independently. You will be rostered for shift duties at different bases so as to ensure vessels and craft in the Singapore waters comply with international as well as local rules and regulations, thereby safeguarding life, property and marine environment.

[What we are looking for]

Candidates with good knowledge of local port waters and the shipping/marine industry and/or working experience as an enforcement officer will have an advantage. You should also be able to communicate effectively. This is a rotating shift position.

Singapore is the busiest port in the world in terms of shipping tonnage, with more than 130,000 vessel calls annually. Using state of the art Vessel Traffic Information System (VTIS), our Vessel Traffic Officers play a vital role in managing busy port traffic for the safe and efficient navigation of vessels transiting through the Singapore Strait. Be a part of the vibrant and dynamic team of VTIS officers, working on a 3 rotating shift and communicating with vessels on VHF radio to provide traffic information to these vessels. Other duties include distress watch keeping and attending to marine incidents.

Requirements:

• Candidate should be able to communicate clearly and provide courteous service to port users.
• Comfortable to work on 3 rotating shifts (morning, afternoon & night), including weekends and Public Holidays.
• Able to work independently and be comfortable with being rotated to various work locations in the East and West of Singapore.

The key responsibilities for this role include:

• Carry out inquiries and investigations on-site, as directed by the Director of Marine, on casualty or incident that occurred in Singapore waters, in accordance with the provisions under the Merchant Shipping Act Cap. 179 and the IMO’s Casualty Investigation Code.
• Carry out inquiries and investigations, on casualty or incident that occurred on board Singapore-registered ships wherever they may be, in accordance with the provisions under the Merchant Shipping Act Cap. 179 and the IMO’s Casualty Investigation Code.
• As part of the inquiry and investigation, the officer will gather information through speaking to the crew and/or shipping company, collect evidences through boarding the vessel to conduct checks; and analyse the evidences for determining apparent cause and culpability.
• The Ship Investigation Department shall identify the root causes, and provide to the Director of Marine, his recommendations or deterrent measures. 

[What we are looking for] ​

You should possess a Certificate of Competency (Deck) Class 1 or COC 1 (Motorship) and working experience onboard ocean-going vessels either in the deck or engine department for at least 3 years. You should be familiar with various code and legislation, both at the national and international levels. Candidates with prior working experience as Master/Chief Engineer, Marine Pilot / Marine Warranty Surveyor / Class, Flag or Port State Control Surveyor / or PCG, MOM, SCDF investigator, would have an added advantage.
