What the role is

The Environmental Monitoring & Modelling Division (EMMD) puts in place and manages a comprehensive air and water quality monitoring programme to ensure that effective monitoring of the air and water quality and enable policies to be formulated to improve air and water quality.

You will be part of the Modelling and Research team within the Modelling and Instrumentation Department (MID) under the EMMD, and be responsible for carrying out air dispersion and water quality modelling studies to assess and quantify the impact of policies and developmental projects on air and water quality. The team also carries out air and water quality research projects and data analysis to better understand air and water quality issues in Singapore.

What you will be working on

As part of the team, you will be responsible for the following: (i) Run simulations on air and water quality dispersion models to assess impact of new developments, track impact of pollution incidents, and identify sources of pollution, to support NEA’s policies and operations; (ii) conduct air and water quality research to provide insights on air and water quality issues in Singapore and provide recommendations to solve these issues.

• Assess licence applications and carry out inspections on facilities handling hazardous substances or vehicles transporting hazardous substances, to ensure compliance with relevant legislation and requirements
• Represent NEA/PCD1 in inter-agency and cross-departmental committees and working groups to provide relevant technical inputs on chemical and environmental pollution control
• Contribute to and support other work in PCD1 and NEA (e.g. management of workplace safety, rotational duty for response to pollution incidents after office hours, representation on various teams/committees, etc.)

What we are looking for

• Degree in chemical engineering, environmental engineering or chemistry
• 2 or more years of relevant working experience, preferably in chemical manufacturing operations, pollution control or environmental management. Fresh graduates will also be considered.
• Interest in environmental protection and adept at working with different stakeholders
• Strong analytical and communication skills, including the ability to articulate analysis and recommendations in clear and concise terms

What the role is

The Development Control and Licensing Division (DCLD) ensures that environmental considerations are factored into land use planning and development control of new developments, and that the proposed developments are in compliance with environment health and pollution control requirements. DCLD also processes NEA licences, which covers areas such as radiation protection, pollution control, waste management, public cleansing, vector control and fumigation.

What you will be working on

You will be part of a team that carries out environmental planning and control so that environmental factors are being incorporated for proposed developments/projects to safeguard the environment. Your primary duties will include the following:

• Evaluate and process reports and technical studies related to environmental impacts on air, water, land and noise pollution.
• Evaluate and process pollution control studies, noise assessments, site specific impact assessments, environmental site assessments and climate change adaptation reports.
• Evaluate and convey technical advisories relating to environmental site assessment to landowners/developers, as well as to address related queries/feedbacks during consultation.
• Understand environmental data such as chemical properties and characteristics, potential exposure pathways and evaluate risk assessments.
• Review the technical findings and recommendations from environmental site assessment reports, and evaluate mitigation and/or remediation methods proposed.
• Review environmental planning norms and requirements to keep abreast with the developments in Singapore, leveraging on technology and state of the art environmental control measures
• Manage contract by working closely with the appointed contractor(s), monitoring their work progress and performance to ensure the works are carried out in satisfactorily and timely manner

What we are looking for

• Degree in Science (Chemistry)
• Good knowledge of environmental management, preferably with experience in handling environmental site assessments or land pollution
• Self-motivated, independent, resourceful and able to foster teamwork
• Good analytical, writing and interpersonal communication skills
• Good knowledge of environmental modelling tools
