The Operations Lead is required to manage daily operations of Project’s Service Portal to ensure that the quality of services is maintained and that the agreed service availability and performance are met. In addition, ensure that the project is delivered on time, to budget and required quality standard based on the SLA. It is also important to build and maintain relationships with stakeholders and team. On top of managing and allocating resources in an efficient manner.

Operations Management

• Manage, oversee, and control the efficiency of Project Service Portal operations, and to communicate the relevant SLAs, processes, and procedures.
• Perform Trend Analysis on incident and problem records including alerts and alarms from the Monitoring System and recommend on corrective and preventive actions.
• Perform impact analysis to determine the severity level of an incident or problem, lead investigation and diagnosis to identify the root cause, review possible workarounds or resolutions and bring them to a satisfactory closure.
• Perform escalation to vendor (Project’s Service Portal) on the incident or problem, if required and track the response.
• Identify, isolate, resolve, escalate and close incident/problem ticket according to Project’s Service Portal all Incident/Problem Management Process.
• Perform daily system health check.
• Generate operation reports.
• Submission of reports to government agency

Service Delivery

• Service Delivery Management - To ensure that services are delivered within the contractual obligations. To identify performance issues and take ownership for the development, implementation and communication of service improvement plans
• Develop and implement appropriate service improvement plan for any major service issues in conjunction with the service delivery owners
• Track and report on SLAs to meet contractual obligations. Where appropriate SLA’s are renegotiated to meet either the client or NCS’s requirements
• Ensure reports are compiled and completed within the SLA’s and reviewed in the Service Review Meetings.
• Develop, manage and maintain each of the client contracts. SLA’s, schedules and cost are updated as appropriate over the lifetime of the contract
• Resolve and manage escalations in line with the client/NCS’s expectations. The appropriate business unit managers are involved and incident reports are provided on a timely manner.
• Gain awareness of key account influencers and recommend appropriate strategies to ensure effective relationships are held at all levels within the client environment
• Contract Management - Develop, manage and maintain the client contracts in conjunction with other key stakeholders within NCS to ensure integrity, accuracy and up-to-date status of contracts based on supported inventory

Requirements

The role of a Commercial Operations Manager is to provide contracts and commercial management support to assist the businesses and project teams to adhere to and comply with the contract, manage contractual risk exposure on assigned projects and maintain/ strengthen the Company’s relationships with its clients, partners and protect the Company’s revenue and margins. He/she will also need to support end-to-end commercial management process and perform project delivery, reporting, budgeting, scheduling and administrative duties for the Commercial Management Department (“Department”).

Responsibilities

Commercial Management Scope

• Provide contracts and commercial management support for moderate to high-risk bids or projects during pre-contract and post-contract stage (either independently or through supporting the Commercial Manager(s)).
• Evaluate and implement contracts and commercial management tools to improve efficiency in the contracting, commercial and project management processes which may cover areas including Contract Awareness, Risk Management, Change Control, Deliverables Management, Issues Management, Disputes Management, Subcontract Management, Intellectual Property Management, Contract Communications Management and Contract Documentation Management.
• Assist in reviewing, summarizing or drafting of contract / project documents, eg. statements of work, change orders/ variation agreements, meeting minutes, etc.
• Identify contractual risks/ issues/potential disputes proactively on projects and propose effective and innovative/value added solutions to the Commercial Manager(s) in charge or the project teams to mitigate such risks/issues.
• Act as an escalation point for contractual or project scope issues faced by the project teams.
• Support the Commercial Manager(s) or the project or sales teams in the discussions with clients and subcontractors over contractual or project scope issues.
• Assist the project teams to track that the project is on budget and payment terms are adhered to and take initiatives to address such issues.
• Support or participate in initiatives within the Commercial Management Department or jointly with other departments.

Operational Scope

• Track and assign bids / projects / ad-hoc requests to the relevant Commercial Managers for follow-up support.
• Implement and maintain a program management system for Commercial Managers to track and manage the status of the bids / projects supported by them.
• Collate reports or data for the Department on monthly basis (eg: new bids, newly won projects, project budget accruals and overruns for projects supported by the Department).
• Monitor and provide monthly report to the Head of Department on key watchlist projects that the Department supports (such as the financials, risks or issues escalated for these projects, etc).
• Prepare, track and provide oversight of the Department’s operational budget, including working on estimates and processing invoices or claims.
• Update or maintain policies, templates, guidelines, packaged knowledge, toolkits, processes and procedures as necessary for the Commercial Management Department.
• Manage complex calendar activities, including coordination of appointments internally and externally for the Head of Department (if required).
• Prepare agenda, materials or minutes taking for Department meetings (if required).
• Coordinate on boarding and off boarding logistics for Department staff (if required).
• Organize team activities for the Department (as required).

The Ideal Candidate Should Possess

• Relevant Degree and/or Contracts and Operations Management experience.
• Minimum 3 years performing contracts management, operations, administrative and other miscellaneous tasks in a fast-paced and dynamic working environment, preferably in the IT or relevant industries.

• Monitor backups, recovery and replication for successful completion
• Monitor object fragmentation, invalid objects and extent of failure detection
• Perform Disaster Recovery (DR) for all the critical systems and ensure successful rebuilt of Production or DR servers, if necessary
• Incident detection and confirmation of production database systems shall include timely escalation to the Managed Helpdesk, and performing the DBA onsite services on physical database facilities, to rectify the incidents with root cause analysis in order to ensure permanent resolution
• Verify and validate databases backup, recovery and replication status
• Review, improve and document the database administration and operational guide on new or revised processes and procedures regularly
• Work with customers/clients, service desk and third-party solutions vendor to resolve on the disrupted service and rectify the database integrity for the users promptly, to minimize business impact. This shall include applications that are undergoing upgrades.
• Assist the Operations and Project Lead on the issues related to database in daily operations or new projects implementation
• Any other ad-hoc duties as required or assigned

• Act as a focal point for all support related queries and issues.
• Work with customers to ensure they are leveraging services effectively and finding value in our services

• Ensure contractual meetings are done in time and open actions are follow-up and closed in time

• Lead and mentor a team of 30-40 Desktop Engineers
• Responsible for resource forecasting and planning to ensure service delivery is not impacted
• Review and raise resource requirement to senior managers
• Develop and share best practices with team members to continually improve the quality, effectiveness, and efficiency of our processes

Project Delivery

• Provide technical leadership in medium complexity project(s) independently.
• Define system-level application architecture that includes high-level design, architectural policies and principles, design and programming guidelines, implementation risks and mitigation measures, software development and integration strategies, software configuration controls, etc.
• Maintain control over the architecture throughout the entire software development lifecycle by continuously making critical adjustments to the architecture to ensure desired results are achieved.
• Involve in requirement analysis phase to ensure the implementation feasibility of functional specifications. Highlight requirement gaps, disproportional construction efforts, technical challenges and any other issues to business analyst teams.
• Develop the Technical Design Specification (TDS) independently.
• Provide technical leadership in the project through established design and development methodologies, to ensure system meets functional and system requirements.
• Engage customers to explain the rationale of architecture’s selection, or other technical issues.
• Ensure best practices, frameworks and re-useable components are employed in the project.
• Trouble-shoot technical problems faced by the project team.

Organisation Development

• Coach, train and mentor Associate Architects.
• Share technology knowledge with the rest of organisation through Community of Practice (CoPs) or other in-house forums.
• Package and conduct technical courses.
• Contribute to knowledge repository on experience learnt through project implementation.

Business Development

• Be involved in pre-sales solution activities to review technical solution and estimated effort prepared by proposal team.

The Ideal Candidate Should Have/ Be

• Typically 4 - 5 years’ experience in technical role with responsibilities that apply in-depth knowledge of architectural principles and design.
• Experience in developing and deploying medium scalable production applications on Cloud/PaaS platforms and Containers
• Working knowledge of DevOps software development tools and methodologies.
• Broad and deep knowledge in current IT technologies.
• Proficiency in Java-related technology specification and standards.
• Certification in appropriate technologies is an advantage.

• The System engineer is responsible in specializing in High-Performance Computing (HPC), you will be a key contributor to the design, implementation, and optimization of complex computational systems. Leveraging your expertise in HPC technologies, you will collaborate with cross-functional teams to ensure the seamless integration and performance of high-performance computing environments.

System Design and Implementation:

• Design, implement, and maintain high-performance computing systems to meet the organization's computational needs.

Parallel Computing:

• Implement and optimize parallel computing techniques to enhance system performance.
