Essential Functions:

Job Description

Responsibilities:

• Assist the Operations Managers in maintaining the operations system and processes of various services to effectively support the hospital in delivering its services. The services include but not limited to:

a. Laundry and linen services

b. Food services

c. Bed Management Unit

d. Facilities Management

• Provide general support to the COO on all operational matters pertaining to the services under the purview of Allied Health and Operations.
• Assist in the development and maintenance of a filing system for the current as well as new services and pilot projects, participating in the setting up of work processes operations systems and procedures to effectively support the new services.
• Support Operations Manager in contract management, generate monthly report to monitor the trend of expenses, performance satisfaction and ensure quality and continuous improvement.
• Keep track of the expiry and renewal of all service/maintenance contracts for Operations, including the sourcing for quotation and preparation of vendor evaluation.
• Support the inpatient meal processes, food quality and patients’ experience and attend to the feedback from ward staff, patients and patients’ families.
• Support the linen and laundry processes and ensure that there is sufficient par level and stockpile of linen for the wards.
• Work closely with infection control team and conduct inspection on food services (inpatient and retail services) and linen and laundry services.
• Assist therapists in SMF application, order mobility devices, consolidate payment, submit quarterly funding claim and data submission to the Ministry of Health.
• Assist in operating the pandemic and business continuity plans in connection with the hospital-wide response plan in the event such plans need to be activated.
• Participate in quality improvement initiatives and projects.
• Keep track of the expiry and renewal dates of all licenses and accreditation; submit renewal applications.
• Assist the Operations Manager in the co-ordination for the internal and external audits and inspection.
• Arrange meetings and minutes writing.
• Assume other responsibilities relevant to position as delegated from time to time including work relating to the expansion of services and development of new services or new projects.

Requirements:

• General Diploma/Degree or equivalent from a recognised institution is required.
• At least 5 years of working experience.
• Must have good understanding of the direction that the hospital is taking in response to the rapidly changing healthcare delivery models which MOH has for the ILTC sector to meet the changing needs in tandem with the demographic changes of the population.
• Must demonstrate initiatives; able to work in collaboration with other professionals in the multi-disciplinary hospital team.
• Should have good communication and inter-personal skills and be able to relate well with colleague and external partners.
• Adequate knowledge of IT is essential as the hospital moves into an electronic records environment.

Key Responsibilities:

• Schedule periodic Service and Maintenance (S&M) and ensure service reports for periodic S&M are properly documented and stored.
• Identify and troubleshoot any operational problems with any equipment.
• Prepare quotations, organise and carry out necessary repair work.
• Ensure contractual obligations are always met.
• Ensure chiller plant always maintains 'n+1' contingency.
• Monitor chiller plant performance (kW/RT) and work with the Performance unit to optimise and maintain chiller plant performance.
• Prepare and submit Service Reports for insurance claims.
• Schedule technicians' duty roster, and review and approve technicians' timesheets, leave, claims, etc.
• Be the main point of contact with Customers - provide technical/operational support to Customers when needed, attend to Customers' complaints, and prepare and submit incident reports to Customers.

To succeed in this role, you must have:

• Diploma in Engineering/Mechanical/Electrical, or related disciplines.
• Minimum of 5 years of relevant experience working with ACMV systems, preferably in a similar role.
• Well-versed in air-conditioning and chiller plant operation fundamentals.
• Possess good communication skills, able to manage stakeholders and work well in a team.
• Responsible and self-motivated.

JD:

• Supervise & Coordinate project's day to day activities including installation and coordination with consultants, main contractors and subcontractors.
• Follow up project schedule by monitoring project progress; coordinating activities; resolving problems on time to ensure the project progress on time.
• Determines project schedule by studying project plans and specifications; calculating time requirements; sequencing project elements.
• Guide, provide inputs and comments, for the drafter to prepare installation plan drawings, detailed drawings for mechanical parts like piping layout, piping isometric drawing, pipe supports, process and mechanical plan drawings.
• Controls project plan by reviewing design, specifications, and plan & schedule changes; recommending actions.
• Check, confirm all safety documents and issue work permits to contractors in collaboration with site safety officers, work permit requirements will be trained.
• Assist project manager or procurement incharge in preparation of tender documentation, procurement specification and Bill of quantity.
• Attend the weekly and monthly project meetings to update the status and activity of the project.
• Prepares weekly or monthly project status reports by collecting, analyzing, and summarizing information and trends, recommending actions.
• Manage and coordinate vendors and suppliers during commissioning and testing of the equipment and systems.
• Maintains site safe condition and clean working environment by enforcing internal procedures, rules and regulations.
• Maintains product and company reputation by complying with state and company policy and regulations.
• Contributes to project team effort by accomplishing related results as needed.
• Assist project manager in the preparation of project Capex, budget estimation and cost allocation.
• Conduct Toolbox meetings with safety officers onsite and maintain records.
• Procurement and sourcing of equipment and materials.
• Able to work with drafters to produce Piping drawings, installation drawings, details design.

Requirements:

• Bachelor's degree in Mechanical or equivalent engineering education.
• More than 5 years experience working on site installation coordination and project supervision.
• Experience working at process/equipment construction site, plate installation, EPC, or equivalent.
• With experience in giving inputs in technical design and technical document preparations.
• With experience in piping installation, equipment installation, pipe routing.
• Ability to read, understand & demonstrate the P&ID and PFD drawings to site work.
• Proficient to read and understand engineering plan drawings like piping and pipe support plan, equipment layout mechanical installation plan.

Job Duties

• Reports to Project Manager.
• Overseeing the construction activities and progress, planning, implementation and monitoring work schedules in accordance to the master and detailed work programs.
• Liaise with Consultants on technical issues and coordinate the site activities with subcontractors.
• Lead a group of supervisors and ensure site progress is on schedule.
• Maintain quality standards and carry out site inspections.
• Ensure compliance with EHS requirements, regulations, and best practices throughout the project lifecycle.
• Provide technical guidance during project design and construction phases,resolving technical issues promptly and effectively.

Requirements

• Recognized Degree in Civil / Structural Engineering or equivalent. PE Board recognized degree is preferred.
• At least 6 years’ experience in building or civil engineering project for senior role.
• Minimum 2 complete cycle (piling to roof) for HDB projects.
• Experience in architectural works will be an advantage.
• Technical competence.
• Knowledge in BIM/VDC is an advantage.
