• Hazardous Material (HM) and Hazardous Waste (HW) Personnel Responsible for eTracking or Signing Manifests: All personnel responsible for eTracking or signing manifests for HM or HW shall be certified by attending Hazardous Cargo Certification course IAW NAVSUP 505 and AFR 71-4. Certification is valid for two years, after which re-certification is required. The Contractor shall be responsible for the coordination of certification with NAVSUP FLC Site Singapore no later than 6 months prior to expiration.

Sampling Personnel:

All personnel who perform sampling shall have passed the Environmental Quality Sampling course offered by Naval Civil Engineer Corps Officers School (CECOS), or be approved by KO.

• Overall, responsible for the quantity surveying activities, ensuring accurate cost estimation, cost control, and cost management throughout project.
• Prepare and check Bills of Quantities, cost estimates, and tender documents.
• Give expert advice on cost-related matters to project teams, ensuring adherence to budgetary constraints.
• Liaise with project managers, engineers, and other stakeholders to identify cost-saving opportunities and recommend value engineering solutions.
• Perform regular cost assessments and prepare reports detailing project cost performance, variations, and potential risks.
• Evaluate and negotiate subcontractor and supplier contracts, ensuring favorable terms and conditions.

Requirements:

• At least 7 years as a QS Manager experience in Building Construction/Hospital Building Project.
