Join our dynamic team as a Site Planning and Management Officer, where you will play a pivotal role in shaping the future of community care facilities for seniors!

Job Description:

• Develop comprehensive plans to strategically locate community care facilities across the island, and creatively utilising innovative space solutions to address land scarcity, ensuring optimal accessibility and service delivery for our senior population.
• Conduct comprehensive site assessments to determine the suitability of locations for community care facilities.
• Analyse demographic data and community needs to inform the planning and assessment decisions.
• Collaborate with diverse stakeholders to co-design and co-develop functional community care facilities that enhance the delivery of care services for the seniors.
• Assist in drafting compelling papers, reports, presentations to secure approvals from management and the Ministry.
• Take charge of developing and managing budgets, key project milestones, and implementation plans to ensure timely delivery of community care facilities.

Job Requirements:

• Bachelor’s degree in a relevant field (e.g., urban planning, public administration, business administration, facility management, etc.).
• Proven experience in site planning and management, policy operationalisation, and project management, preferably within community care services or the public sector.
• Strong analytical abilities with proficiency in paper writing and making data-driven decisions.
• Excellent communication, interpersonal, and stakeholder management skills to effectively collaborate with diverse stakeholders.
• Ability to work independently in a fast-paced environment, demonstrating flexibility and resilience in adapting to dynamic changes.
• Strong project management skills to ensure successful execution of initiatives.

• Develop and implement sourcing strategies for IT products and services to optimize costs and meet organizational needs.
• Vendor Management: Identify, evaluate, and manage relationships with suppliers and vendors, ensuring quality, reliability, and compliance with service-level agreements.
• Negotiate contracts with suppliers to secure favorable terms and conditions, ensuring alignment with business objectives and budgetary constraints.
• Conduct market research and analysis to stay updated on industry trends, emerging technologies, and pricing strategies.
• Collaborate with finance and IT departments to manage procurement budgets, monitor expenditures, and identify cost-saving opportunities.
• Work closely with IT, finance, and other departments to understand procurement needs and ensure alignment with overall business strategies.
• Ensure procurement processes comply with internal policies and external regulations, identifying and mitigating risks associated with vendor relationships.
• Oversee the inventory of IT assets, ensuring optimal levels and timely replenishment while minimizing waste and obsolescence.

• Plan, execute and manage insolvency and restructuring engagements such as liquidation, receivership, judicial management, scheme of arrangement, special accountant, debt restructuring and bankruptcy work
• Liaise with internal and external stakeholders such as clients, creditors, debtors, etc. in writing as well as business meetings
• Review financial position, conduct financial analysis and develop turnaround strategies for clients in financial distress
• Participate in business development and client relationship management
• Review and ensure completeness and quality of work and compliance of all statutory and/or regulatory requirements of the engagements

Job Requirements

• Degree in Accountancy, ACCA, CA or equivalent professional qualification
• Able to work independently and lead in a team, manage projects and meet project deadlines
• Candidates with at least 2 to 3 years of proven and relevant insolvency experience in PAC firms will be considered for the Senior position. Candidates with more than 3 years of relevant experience may be considered for the Assistant Manager position.

1. Partner Engagement

• Build and maintain strong relationships with Community Care Partners to understand Partner’s needs and aspiration.
• Be the primary point of contact and resource person to support Partners to navigate policies, schemes, and regulations in their provision of community care services (e.g. Centre-based Care, Home Care and/or Nursing Home).
• Support Partners on operations-related matters, including implementation of services / initiatives, compliance with licensing and service requirements, and co-creation of solutions.
  

2. Partners Development and Growth

• Support capacity development and growth of Partners in their provision of community care services.
  Assist with driving improvement in operational processes as well as delivery of care services
• Coordinate with relevant stakeholders to facilitate Partner’s participation in programmes and initiatives that will support their strategic growth
• Maintain oversight of Partner’s implementation plan, progress and depository of key information
  

Job Requirements:

• Degree in any discipline
• Minimum 2 years of relevant healthcare or community care experience, preferably in stakeholder engagement, and project management
• Competency in basic statistics and MS Office applications
• Possess excellent communication, interpersonal skills & ability to work with diverse groups of stakeholders
• Has a pleasant personality and passion in engaging and supporting Partners in the Community Care Sector to succeed
