What the role is

The Operator Tenancy Management Department (OTMD) is the operation arm of the Operator Management Division (OMD) that oversees the management of new hawker centres (known as aka Socially-conscious Enterprise Hawker Centre (SEHC)), as well as a bundle of existing hawker centres. OTMD works closely with appointed operators and Managing Agent (MA) to ensure smooth management and operations of the hawker centres.

What you will be working on

The main job responsibilities of this position are as follows:

• Oversee a portfolio of 2-3 hawker centres managed by Operator/MA
• Oversee and manage contract and tenancy agreement signed with Operator/MA to ensure compliance and alignment with national hawker policies
• Monitor performance of Operator/MA and carry out audit inspections on Operator’s/MA’s performance
• Monitor and review report submissions by Operator/MA (monthly, quarterly, etc)
• Manage feedback from feedback providers professionally, including report writing, to ensure that their feedback is being addressed or resolved promptly in accordance with NEA’s service standard
• Work with Operator/MA to respond to incident-reporting, emergencies or service disruptions within service standards and put up such reports to management in a timely manner
• Maintain the tenancy records of the portfolio of centres and upload tenancy records prepared by the Operator/MA into the Hawker Centre Management System on a monthly basis
• Certify void reports (for centres with vacant stalls) to be sent to respective Town Councils on a monthly basis
• Certify invoices such as fees to Operator/MA to be paid on a monthly basis
• Prepare reports, papers and presentation materials as well as present to senior management and stakeholders where necessary
• Apart from Operator/MA, stallholders and Hawker/ Merchant Association, to engage government agencies, partners, and stakeholders such as grassroots leaders, Advisers, and Town Councils as and when required
• Any other tasks assigned

• A good grasp of operational issues such as facilities and tenancy management
• Prior work experience in project & facilities/ building management, estate/ tenancy management, enforcement and contracts management (including managing Operator/MA) would be an advantage

• Be able to foster partnership with stakeholders and build win-win relationships
• Team player with possession of leadership qualities

Job Description

The National University of Singapore – which is the top-ranked university in Asia – is recruiting full-time Assistant Professors for the Saw Swee Hock School of Public Health (SSHSPH) on the tenure/research/practice track appointments. For tenure-track appointments, appointees are given fixed contracts for up to 7 years, with the goal of obtaining tenured appointments at the end of this period. In addition to an attractive salary and benefits package, new faculty members may be eligible for a start-up grant to initiate their independent stream of research and subsidised university accommodation.

The positions are specifically for faculty to work in the Health Systems & Behavioural Sciences Domain of SSHPH. Researchers active in one or more of the following areas of Health Promotion/Implementation Science are particularly encouraged to apply:

Health Promotion
• Research on:
o Behavioural and communication theories/models,
o Social, environmental, and behavioural change interventions, and
o Evidence-based strategies and their impact on socio-behavioural, environmental and health outcomes for various populations.

• Analyses of:
o Population health needs using mixed methods and appropriate statistical procedures, e.g., structural equation modelling, and
o Healthcare systems and policies to design health promotion interventions for the general public as well as at-risk populations.
• Planning, implementation, evaluation, and communication of sustainable and effective programmes targeted at health promotion and/or disease prevention for the public.

Job Requirements

Requirements:
a) Recognised Doctoral degree in a relevant discipline with strong post-doctoral research records,
b) Track record of publishing in high-impact international peer-reviewed journals,
c) Experienced in leading independent research studies or a component within larger research programmes,
d) Ability to generate and maintain an independent stream of research funding,
e) Ability to teach public health courses at both undergraduate and graduate levels,
f) Ability to work in multidisciplinary teams, and
g) Ability to work with culturally diverse populations.

Responsibilities include:
• Establishing an independent research agenda through extramural funding,
• Developing collaborative, multidisciplinary research,
• Curricula design and teaching,
• Supervision of postgraduate students advising, and
