As a member of the grant admin/ management team the role is on grant management in providing support and integrated administrative and management requirements of funding awards secured through NEWRI’s cohort of faculty PIs/collaborators. This includes budgeting, expense review and budget reporting as well as developing and implementing compliance programs and working closely with different processing departments researchers and PIs including external stakeholders.

Responsibilities

• Responsible for supporting grant funding management, ensure effective controls are developed and maintained to assure the integrity of the university and funding agency.

• Develop and design a relevant manpower due process application, ideas and solutions to where established policies and procedures could improve to over manpower related discrepancies and promote efficiency and effectiveness

• Supporting grant management team in financial management and budgeting methods, policies, procedures, systems, and practices to assess the financial capability of the respective project.

• Support grant management team in assessing, evaluating, managing and monitoring funding for compliance with NTU, NEWRI and funding agency regulations, policies and procedures

• Support project completion in timely manner, within budget, funding terms and due governance

• Any other ad-hoc work assigned

Requirements

• Bachelor degree in a relevant engineering discipline

• Minimum 3-4 years of relevant working experiences to operate and manage independently in general admin and business operations

Lead and direct the routine functions of the Accounts, Admin & Human Resources (HR) department and participate in process improvement and other streamlining initiatives to drive operational excellence in the organization.

Job responsibilities:

Accounting:

Plan and direct the accounting activities of the department to ensure timely month-end closing and proper housekeeping and filling of all necessary financial records.

• Manage the accounting staff who are responsible for general accounting, accounts payable, and collections to ensure accurate record keeping and information management.
• Responsible for full accounting functions, preparation of financial reports/ management reports, and other general finance related duties.
• Handle all matters related to year-end audit and liaison with auditors and tax agent.
• Prepare and file tax returns - GST and withholding tax.
• Establish and enforce proper accounting SOP/ Policy.
• Coordinate with various departments to prepare annual budget for Management review.
• Monitor budget performancethroughout the fiscal year and provide regular updates to management.

Lead and direct the routine functions of the HR department, including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices.

• Manage the staffing process which includes but not limited to recruiting, interviewing, hiring, and onboarding; and other administrative matters pertaining to staff employment, confirmation, promotion, and resignation, etc.
• Responsible for handling end-to-end work passes related issues such as application, renewal, cancellation, appealing, expiration, follow up with medical check-ups, updating personal particulars to MOM and tax clearance (IR21) for foreign employee, etc.
• Prepare and process monthly payroll.
• Prepare itemised payslip.
• Timely submission of CPF contribution to CPF Board.
• Preparation and submission of employees’ earnings through IRAS Auto-Inclusion Scheme.
• Handle discipline and termination of employee in accordance with company policy.
• Maintain compliance with local employment laws and regulations and recommended best practices; review policies and practices to maintain compliance.
• Maintain personnel records and payroll administration.

• Assist Country Manager with the performance management and review process.

• Handle insurance renewal(Property all rick, Public Liability, WICA) for office & Flagship centres.
• Manage and keep track of hire purchase contract for office equipment.

Requirements:

• Degree or Diploma in Accountancy with professional qualifications.

Job Description:

• Managing the design and coordination of a team of M&E coordinators, Engineers, and BIM modellers.
• Liase with consultants on matters relating to all M&E works.
• Participate in technical meetings and site meetings.
• To assess and resolve any technical or site issues related to M&E drawings and M&E work with consultants and subcontractors
• On-site supervision of work progress
• Maintaining schedules and coordinating the work of subcontractors.
• Assist in finalising accounts of MYE Sub-contractors.

Job Requirements:

• Degree or Diploma in Engineering or Construction related degree
• At least eight (8) years of relevant experience as M&E Manager in large scale projects is an advantage
