Cost and Procurement

• Take a lead role in the reviewing of scopes of works for all MEP bid packages.
• Take a lead role in tender interviews and the final selection of MEP contractors.
• Be thoroughly familiar with the requirements of the general contract and specific MEP packages thereby identifying changes, conflicts, etc prior to them occurring.
• Clearly understand the budgets for various trade packages and review Package engineer’s forecasts for packages on a monthly bases.
• Take a lead role in reviewing variations to make sure that they are valued correctly according to the contract.  Sign off on these prior to issuing them to the client for final approval.
• Review contractor’s invoices and sign off prior to issuing them to the client for final approval.
• Take a lead role in the final wrap up of contractors with respect to financial and technical documentation.

Schedule

• Provide input into the development of the overall progress schedule in conjunction with the Project Scheduler.
• If subcontractors are not providing sufficient work force and hours of work to achieve schedule, agree method of rectification with LL CM and implement with required contractors.
• Monitor actual versus target or required performance by subcontractors.
• Manage the MEP design; shop drawing and submittal approval so that it does not affect procurement of equipment or works starting on site.  So that work is started and completed in the correct sequence for the benefit of the whole schedule.  Sequencing of work in the correct sequence is the first priority.
• Take a lead role to make sure Package Engineers plan commissioning and Turnover.

Quality Control

• In coordination with document control establish, maintain, conduct and supervise detailed procedures for the submittal, review, coordination, approval, and distribution of shop drawings, samples, etc.
• Ensure that the Package Engineers and Field Engineers are aware of the requirements of the Quality Plan.
• Assign suitably qualified Package Engineers and Field Engineers for specific QC inspection duties such as FAT’s and SAT’s.
• Be thoroughly familiar with the project requirements – drawings, specifications, procedures.
• Make sure there is good coordination with LL QA/QC and the Package Engineers in matters relating to the administration of quality control procedures on the jobsite.
• Monitor the activities of all LL and Subcontractor inspection personnel.
• Ensure subcontractors’ inspectors are suitably qualified to perform their inspection duties. The LL Package Engineers shall identify the required qualifications.
• Make sure Package Engineers Raise NCR’s and Punch list issues in a timely manner.
• Work with the Start Up Manager and MEP Field Manager to develop and administer the various systems testing and commissioning plans.
