Job Scope:

• Interface with project managers and production trade disciplines as required supporting work item development, planning milestone schedule development, and status of work item execution
• Responsible for process control, coordination and tracking of the planning of repair items and Ship Alterations, Vessel Work Packages and Change Orders for Program Office based on review of technical documents and on-site surveys
• Prepare daily/weekly-planning reports for all work including daily plan of the day, items in planning, items in government review, items in negotiations, and items waiting for authorization
• Manage bid estimating process to ensure bid estimates represent an efficient production process, work standards and competitive process for subcontractors and material suppliers
• Perform cost analyses, make-or-buy studies, man-hour rationales and analyses of historical cost data, value-engineered studies, direct labor budget reports and material budget reports in support of the estimating process
• Present the bid estimates to senior management for approval
• Prepare the bid and cost proposals for submittal
• Manage the estimating process for the preparation of cost estimates for change orders
• Assure all price proposals are developed in accordance with the contract, policies and all applicable laws
• Manage resolution of internal and external departmental issues, including logistic, personnel, and prioritization conflict
• Manage configuration control to ISO standards through Planning and Engineering processes
• Determine resource requirements for project planning, manage associated costs and budgets.
• Technical conflict resolution between estimating, scheduling, production, contracts and support departments
• Development, application and analysis of performance measures
• Performance trend budgets and resource capacity analysis including recommendations and implementation plans
• Management and training of staff that comprises diverse support personnel

Job Requirement:

• Bachelor of Science or Engineering qualification or other related discipline
• At least 10 years in ship repair yard environment
• At least 8 years of experience in carrying out estimation and planning works for ship repair projects
• Possess good interpersonal and communication skills
• Good analytical and problem solving skills

Responsibilities / Accountabilities

• Gather Fab intelligence information on Supply Chain related to Supplier, Customer and Competitor
• Deploy and execute Aligned Fab Sourcing Strategy
• Perform monthly capacity analysis and planning to secure capacity allocation to meet forecast / demand
• Continuously assess and identify potential risk and plan to enhance supply chain efficiency and cost-effectiveness.
• Identify and evaluate potential suppliers/vendors for critical materials, equipment, and services.
• Support Corp Sourcing on collaboration with Foundry engineering and operations teams to understand sourcing requirements and specifications.
• Work closely with GP to drive weekly Plan of Action to close Revenue Gaps
• Support Corp Sourcing in contracts and agreements negotiation to ensure favorable terms and pricing.
• Collaborate with Corp Souring to organize half yearly Supplier Business Review
• Monitor supplier performance and address any issues or discrepancies in quality, delivery, or pricing.
• Ensure Supplier Compliance
• Support Corp Sourcing in compensation claims

Requirements:

• Masters/bachelor’s degree in Engineering with at least 5 years’ prior experience for the wafer fabrication industry
• Ability to perform quantitative and cost analysis
• Excellent Communication skills, analytical and problem-solving abilities
• Strong understanding of contract and ability to interpret the content and its impact
• Strong negotiation skills and ability to build effective supplier relationships.
• Proficiency in procurement software (SAP or ERP) and tools.
