he Resident Technical Officer shall report to the Consultant, be responsible for the constant/standing supervision of the construction of Civil & Structural works of the project and shall exercise all reasonable skill, care and diligence in the discharge of the contract. The Resident Technical Officer is expected to know the Building Control Act (Cap. 29), its relevant by­laws and subsidiary legislation, rules and regulations and its latest revisions, have a working knowledge of the relevant statutory requirements, and comply with all the requirements concerning supervision, quality control and other documentation.

The Resident Technical Officer shall undertake all necessary duties as required to fulfil his role and responsibilities, including those duties stated below:

• Programming, testing, commissioning, and handover of Electrical Systems (22KV Switch gears & transformers, protection relays, and hipot)
  Prepare and maintain all required commissioning documentation which includes client submission.
• Supervision and Monitoring of defined test procedures start-up sequences, reliability test runs, and performance tests.
• Monitoring of functional and operational tests of various equipment to prepare the equipment for the first start-up.
• Manage and supervise a team of experienced commissioning technicians to execute Live equipment testing in a highly professional and safe manner
  Ensure QAQC integration within commissioning processes and procedures.
• Witness and provide contractor resources to support FAT as required.
  Preparation of inspection reports, certificates, progress reports, and site correspondence.
• Liaise closely with the client QAQC/Testing teams.
• Generating MSCR's (Maintenance System Change Request) at the project handover stage.
• Ensure that commissioning acceptance criteria is aligned with design specification and client requirements.
• Any other duties required by the Commissioning Manager.

Working closely with the Technical Lead and System Engineer, you will be part of a development team to develop, test and deploy system/network infrastructure as part of an island-wide CCTV project implementation.

• Lead, plan and drive large scale project that focus on CCTV installation and video analytics islandwide
• Coordinate internal resources and external parties/vendors for flawless execution of assigned projects
• Ensure assigned projects are delivered on-time, within scope and within budget
• Upfront planning to ensure resource availability and allocation
• Develop detailed project plan to monitor, implement and track progress
• Manage changes to the project scope, project schedule, and project costs using appropriate verification techniques
• Perform risk management to minimize potential risks. Report and escalate to management when needed
• Manage relationship with customers and relevant stakeholders
• Develop spreadsheets and PowerPoint to document needs and update
• Perform other related duties as assigned

Qualities We Value

• Degree in Computer Science or related field
• Project Management Professional (PMP) certification is a plus
• Knowledge of Singapore Government procurement and governance processes will be an added advantage
• Proven experiences (at least 5 years) in handling large scale projects in ICIT environment and preferably in CCTV/ Video analytics related project
• Deep understanding in Agile development for software products
• Experience with project management software tools
• Excellent working attitude, problem-solving, critical thinking, presentation, and negotiation skills
• Excellent client-facing and internal/external communication skills
• Solid organization skills including attention to detail and multi-tasking skills
• Proficient in planning, managing, delegating, and coaching
