Responsibilities:

• Assist with month-end and year-end closing activities
• Review fund requisitions and final statement of accounts of projects
• Tracking of outstanding fund requisitions and final statement of accounts
• Review payment, billing and receipts journals
• Check payment runs and monitor for >95% prompt payments to vendors
• Assist in Management Reporting for annual budget cycles, budget utilisation and variance analysis
• Provide support to Councils / I&E Division and key stakeholders
• Provide support to projects (e.g. automation and digitalisation projects, new ERP system)
• Involve in User Acceptance Testings (UATs) for iGrants, Vendor Invoice Management (VIM) system, Enterprise Resource System (ERP) and etc
• Comply with the relevant Government Instruction Manuals and internal policies and SOPs
• Prepare returns to Ministries and other Government entities
• Liaise with Auditors for internal, statutory and AGO audits
• Covering any other ad-hoc Finance duties as necessary

The Singapore Disability Sports Council (SDSC) seeks a highly organized and results-oriented Corporate Services Senior Assistant Director / Deputy Director (Finance, HR, Admin) to play a critical role in overseeing the financial, human resource, governance, and operational administration of our Council.

In this pivotal role, you'll be the mastermind behind:

• Guiding our financial health: Overseeing budgets, managing cash flow, and ensuring accurate financial reporting.
• Ensuring smooth operations: Managing HR functions, collaborating with vendors, and tackling special projects.
• Upholding strong governance: Ensuring compliance with regulations and best practices.

Financial Management and Control (50%):

• Manage month-end and year-end closing procedures, including reconciliations and the preparation of financial statements, ensuring accuracy and completeness, and compliance with standards and operating procedures.
• Oversee daily financial operations, encompassing accounting, reporting, ensuring precision, timeliness, and compliance with accounting and tax regulations.
• Prepare management, statutory, and other reports as required by the Board and Committees or pursuant to applicable regulations.
• Coordinate audits, ensuring adherence to financial regulations.
• Support in cash flow management, providing projections for planning to optimise working capital gains.
• Set and monitor annual budgets and expenses.
• Administer financial systems, maintaining their accuracy and functionality.
• Collaborate with other teams to optimise budgeting, cost monitoring, and control, and oversee budgets of special projects when necessary

Governance Development and Oversight (40%):

• Ensure compliance with relevant laws and regulations, including the Charities Act, Charities (IPC) Regulations, Societies Act, and Code of Governance for Charities & IPCs.
• Prepare reports and minutes for the board, selected committees and General meetings, as may be required.

Human Resource Policies and Administration (10%):

• Ensure compliance with MOM and relevant laws and regulations
• Implement and oversee compensation and benefits frameworks.
• Manage staff recruitment, engagement, and payroll administration.

Additional Responsibilities:

• Collaborate with vendors to ensure the proper management of insurance, IT, and data management systems.
• Undertake additional ad hoc tasks as required by the Executive Director.

Requirements:

• Degree in Accounting, Finance or related field, preferably with professional accounting certification
• Minimum of 5 years of relevant managerial experience
• Experience in HR and charities governance is advantageous, with a preference for candidates who have sector-specific experience
• Proficiency in MS Office and ERP software
• Strong leadership, communication and interpersonal skills
• Positive attitude and ability to work in a fast-paced environment

As a Senior Sales Manager, Institutional Sales, GPS, you will:

• Drive GPS sales and business development from new and existing GB Institutional clients, working closely with relationship managers and global sales partners to develop and execute sub-sector strategies and client plans, generate leads and respond to inbound referrals
• Maintain and enhance existing revenue streams and develop new revenue streams by identifying client needs and selling innovative GPS solutions

• Create and lead deal teams to manage complex multi-country cash management opportunities

• Support the delivery of the broader GPS Financial Metrics – Sales Targets (EBV), Revenues, Liabilities, Fee Income, along with executing any cost reduction initiatives required by the Group
• Coordinate with the Product management team to ensure the development of a market leading proposition for the Institutional client segment
• Work closely with the Implementation and Client Service teams, and other stakeholders, to ensure seamless delivery of solutions and a positive client experience
• Be recognised as a thought leader in FI/NBFI cash management, leveraging sector expertise to solidify the bank’s position as a leading FI/NBFI cash bank. This includes producing thought leadership articles and/or case studies, supporting award submissions and organizing client events
• Consistently role model the Sales Manager competencies; providing guidance and coaching to other sales managers and team members where necessary
• Ensure the fair treatment of our customers is at the heart of everything we do, both personally and as an organization. This will be achieved by consistently displaying the behaviours that form part of the HSBC Values and culture and adhering to HSBC risk policies and procedures, including notification and escalation of any concerns and taking required action in relation to points raised by audit and/or external regulators

Qualifications

• Degree holder
• 8-10 years of relevant experience in cash management/transaction banking
• Sound knowledge of cash and treasury management practices, and liquidity strategies
• Experience in the FI/NBFI sector is an advantage but not essential – a desire to become a specialist in the sector is paramount
• Proven track record in business development/sales, and delivering against client needs
• Strong interpersonal, communication, negotiation and influencing skills. Ability to interact confidently at a senior level with clients and internal stakeholders
• Ability to work in a collaborative environment with multiple stakeholders, navigate through a matrixed management hierarchy and complex, global footprint
• Strong risk management skills and a good understanding of the regulatory framework as relates to cash and liquidity management
