Finance Responsibilities

Note that this position is an addition to the team and all responsibilities below are currently handled by the finance manager and other finance team members; whom will be able to provide direction on their accomplishment over time.

Monitoring of Project

Generate weekly (WIP) Work-in-progress report to reflect revenue, COGS, labour costs and other operating expenses to derive the profitability of the week.
Ensure timely and justifiable certification of payment are provided by Clients.
Keep track of progress claim status and Accounts Receivable.

Finalization of Project

Generate report to reflect the statistics of man-hours/ COGS/ operating expenses and update to system for future reference.
Finalize payment and keep track of retention amount and time frame.
Final settlement of payment and record project reference into “Completed projects”.

Administrative Duties/ Others

Generating of invoices, payment vouchers and other related documents.
Ensure neat and tidy book keeping.
Assist with issuance of wages to workers and breaking down into the appropriate monetary denominations.
Fulfil any other ad-hoc duties as and when assigned by Superior/ Management.
Reimbursement to employees / Petty cash.
Generate weekly reports for Management review. (Progress Claim status, WIP and Accounts Receivable)
Handle GST quarterly report and filing, Form C-S/C submission.
Liaise with auditors for statutory reporting and compliance.

• Oversee the entire project operations from conception to completion including handover to Clients including but not limited to quality, safety, cost and budget management
• Provide directions on planning, tracking, change control, risk and issue management
• Manage project team resources for efficient deployment and project cost management
• Manage project stakeholders, including client,project resources and subcontractors
• Manage client expectation through project status update meetings, documentation and project reporting tools
• Liaise effectively with clients, other contractors and relevant authorities.
• Ensure safe work procedures are implemented to control risk
• Leverage industry knowledge to analyze and assess gaps and provide recommendations for remediation
• Identify project risks and developing appropriate mitigation strategies, recommends policy and procedure improvements
• Conversant with local codes, regulations and procedures
• Demonstrate leadership, take ownership of projects handled and all related works
• Report and escalate project progress including revenue, cost, financial issue,potential risk, and etc. to Head Office Management on timely manner.
• Comply with all company policies and procedures, including but not limited to ethics and business practice
• Ensure all personnel under your management comply with company policies and procedures
• Lead and provide strategic and professional guidance to the Tender Preparation Teams on matters in relation to the project performance and compliance,contractual obligations and statutory requirements
• Any other duties that may be assigned by Head Office Management
• Motivate and encourage all personnel to comply with Safety and Compliance related matters by demonstrating strong commitment in such areas

Requirements:

• Bachelor Degree in Civil Engineering recognised by the PE Board or equivalent
• Minimum of 20 years of working experience in construction or construction management, or combination of relevant work experience in the underground projects in Singapore, or with at least 10 years of experience in managing civil and infrastructure design and construction teams for projects of similar scale, complexity and nature of work.
• Ability to understand all aspects of construction projects effectively and efficiently including, but not limited to budgeting, and scheduling in order to fully understand project implications
• Outstanding interpersonal and communication skills (verbal and written) with the ability to successfully communicate with client and team members including Head office management located oversea.
• Strong organizational and time management skills
• Through knowledge of legal issues and safety standards is essential
• Able to adapt and prioritize, meeting deadlines, in a fast-paced environment
• Effective time management and logical decision-making ability
• Capacity to handle pressure

Purpose of the job:

Part of the Financial Reporting Team to produce timely financial statements that are consistent across the ST Engineering Group and in accordance with group policies and financial accounting standards.

Key job Accountabilities:

• Accountable for all financial and management reporting requirements of a portfolio of entities

We’re looking to add a Senior Analyst, Finance (Tax) in Singapore. The position is based in our HQ at Ang Mo Kio.

As a Senior Analyst, Finance (Tax), you will:

Be part of the Group Tax Team and supporting the Group in tax compliance, tax reporting and involved in various tax projects with the objectives of strengthening the tax compliance, the robustness of documentation for tax defense and mitigating the tax risk of the Group, and improving the Group ETR.

• Support in tax planning and tax compliance works for Group and review of income tax returns for Group entities.
• Support in transfer pricing documentations including local file and review of Master File and CbC report.
• Assist with periodic and annual review of tax provisions.
• Support sites in developing tax audit defense strategy.
• Liaising with external tax consultants on certain assignments (e.g. tax compliance).
• Keeping abreast of tax regulations and Budget announcement, and update Tax Controller on impact to Group.
• Participates in projects assigned by the Tax Controller and coordinate with Group finance personnel, site finance and various other stakeholders, such as Globe minimum tax implementation, identifying/implementing improvements in generating reports from accounting system.
• Involve in tax incentives project and coordinating with respective stakeholders on collation of information.
• Involve in M&A and divestments projects.
• Involve in advisory roles such as review of contracts, double tax treaties, withholding tax, indirect tax advice, etc.
• Support in Global Minimum Tax (GMT) including assessment / computations and regulations updates.

What skills and experiences are we looking for?

• Degree in Accountancy preferred.
• At least 5 years’ experience in tax. Big Four, Regional or commercial tax experience preferred.
• Good verbal and written communication skills in English and Chinese (Mandarin) to liaise with Chinese-speaking associates.
• Good attitude and willingness to learn and take on new challenges.
• Must be a team player with ability to work with people across functions and culture and from all levels within the organization.
• Good in Excel skills.
• Knowledge of SAP a plus.
• Good technical knowledge and understanding of Singapore and Malaysia tax landscape.
