Overview

As a member of the Precinct Planning and Development team under the Regional Health Systems Office (RHSO), you will be involved in the development of healthy precincts in the Western Region of Singapore in collaboration with key internal and external stakeholders and partners.

The successful candidate will be placed in an appropriate position based on experience. Candidates with sufficient leadership experience may have some supervisory responsibilities.

Job Responsibilities

1. Develop and implement strategy/plan to develop the healthy precincts under your care

Key Accountabilities:

The incumbent shall be responsible in assisting the site in program deliverance and alignment with both local and international codes, recognized industry standards and company requirements from project conception to realization. Specific programs to be implemented will developing Risk Assessment, Job Hazard Analysis, Pre-Start Safety Review, Chemical Safety and Storage, Construction Safety Programs, any other programs assigned by the team lead but not limited to:

• Working closely with the Team Lead and operational leads in developing Risk Assessment programs and working closely with the relevant stakeholders in identifying the foreseeable hazards.
• Helping to conduct awareness training for Risk Assessment.
• Developing risk assessment template accordance to Company Standard and populate the observations and finding and converting into actionable items.
• Help to track all HAZOPs action items and maintain an updated checklist against the Risk Assessment, and PSSR walkdown.
• Carry out construction walkdown daily including night visits, populate all observations and follow-up with closure of the observations.
• Working and assisting HSE Engineers in identifying and evaluating environmental protection needs for existing and new processes, for assessing the magnitude of risks of non-compliance or environmental harm, including participating in mechanical integrity and reliability engineering evaluations of environmental protection equipment/systems (e.g., wastewater treatment).
• Support Company standards and programs to ensure site follows both local regulatory guidelines and Corporate HSES management system.
• Develop standardized procedures and practices to minimize compliance risks.
• Working closely with the HSE Engineer, relevant stakeholders and identifying the impact and aspect of the site environmental programs and working closely with stakeholders to implement ISO 50001 Energy Management System.
• Implement, enforce, and take ownership on Health, Safety and Environmental (HSE) requirements and initiatives within his/her areas of responsibilities.
• Constantly sharing on best practices and lessons learnt, share learning experiences to ensure continuous HSE culture improvement on-site.
• Ensure all affiliates are competent and provided with the necessary tools and equipment to work safely and without health risks.
• Carry out any other duties as assigned by the Head of HSES.

Education and Experience:

• BEng/BS Degree in Engineering, Science, Chemistry, Safety or technical equivalent.
• 8 to 10 years of safety and environmental sustainability experience in manufacturing environment. Preference will be given to candidates who understand cGMP/GDP requirements.
• Incumbent must have a good understanding of all local environmental regulations.
• Language skills/English is a must.

Overview

Project background

In collaboration with the Nanyang Technological University (NTU), the National University of Singapore (NUS), Duke - NUS, the National Health Group (NHG), National University Health System (NUHS), and SingHealth, SEC runs a research program on "Future Health Technologies (FHT)". In this programme, multidisciplinary teams develop a future-oriented mobile digital health concept which combines scientific and technological innovations with clinical, industry and other stakeholder needs. It tackles care for the increasing number of patients suffering from chronic diseases, particularly diabetes, obesity and stroke. Leveraging on scalable digital technologies, the team aims to transform the healthcare system towards a community-based and patient centric model along the continuum of care. Job description

The scope of work shall comprise of but shall not be limited to:

Personnel Management (in collaboration with SEC's HR team and FHT management team)

• Prepare, check, coordinate and take responsibility of the hiring processes for FHT with SEC HR
• Manage personnel database and report generation
• Support FHT PIs and researchers on various administrative tasks (eg: contract extensions/changes, new hiring etc).
• Prepare and manage any kind of contracts with actual and future entities/partners.

Job Title: Nurse Counsellor

Responsibility:

· Provide Nurse Counselling to United Primary Care Network (PCN) patients which includes education on Chronic Disease Management, Smoking Cessation, Mental Health, and health promotion.

· Conduct Diabetic Foot Screening, Foot Care education and Diabetic Eye Screening.

· Escalate cases to the doctors based on PCN escalation protocol. Raise “priority risk” cases for case discussion with the doctors.

· Educate patients on the use of medical devices such as blood pressure monitors, blood glucometers, inhalers.

· Track, document and review patient’s progress in chronic disease management and lifestyle changes. This can involve telephone consultations and telehealth monitoring.

· Identify patients with poorly controlled clinical indicators for closer management and monitoring. Deliver direct patient care as needed according to established standards and protocols.

Job Title: Patient Service Executive / Network Clinic Coordinator

Responsibilities:

· Support United Primary Care Network (PCN) recruitment, onboarding, and training of GP Partners.

· Promote GP engagement, attend to their enquiries and support them in Healthier SG (HSG) drive.

· Work closely with GPs for PCN and HSG enrolment of chronic and well patients

· Liaise with the service providers or GPs in arranging provision of ancillary services by PCN/HSG
