Roles & Responsibilities
· Responsible for overseeing the HSSE functions in a medium-intensity worksite which includes a few EPCI components.
· Operating with minimal supervision, the incumbent shall be responsible to coordinate the monitoring of HSSE conditions and practices of MOPS/OFS influenced sites.
· They should be able to provide expert advises and manage the enforcement of control measures to ensure that the workforce are safe at all times.
· HSSE Regulation and Standards Implementation : Oversee the development, revision, and implementation of Project HSSE policies, frameworks, procedures and standards for the EPCI site. Ensure that the organization's HSSE strategy is robust, relevant, and forward-looking.
· Monitoring of EPCI HSSE Activities : Monitors EPCI activities of the projects, identifies HSSE issues and proposes preventive and corrective measures. Drive HSSE initiatives so as to provide a safe and environment-friendly working environment.
· Inspections : Coordinates the participation of inspection of the work areas and equipment including subcontractors to identify unsafe acts and conditions; advises line-management of areas requiring management intervention as well as on HSSE legislative and industry standards
· HSSE Reporting and Auditing : Plan and coordinate Project-related HSSE Audits, report the gaps and ensure all noncomformances are monitored in MIMS. Compiles and prepares all HSSE-related records and reports to be recorded into MIMS
· Emergency Response : Lead EPCI site emergency responses during HSSE crises and emergencies. Collaborate with other departments and agencies to ensure a coordinated response. Ensure Emergency Plans are aligned with Corporate HSSE Procedure.
· HSSE Training Programmes : Oversee the design and delivery of HSSE training and development programs for EPCI site contractors and vendors. Identify and bridge skill gaps within the HSSE team.
· Documentation & Reporting : Oversee the collation and analysis of advanced performance metrics and KPIs. Report directly to project management team on HSSE performance, risks, and opportunities.
· Communcation : Strong communicator of HSSE guidelines, updates, and best practices to employees, contractors, and other stakeholders.
· Risk Management : Lead the identification and evaluation of strategic risks related to HSSE. Design and implement appropriate and achievable risk mitigation strategies for EPCI site.
· Equipment & Resource Management : Ensure that all safety equipment and resources are available, in good condition, and utilized correctly.
· Continuous Improvement : Drive continuous improvement initiatives in HSSE management. Encourage and integrate innovative solutions and technologies to enhance HSSE effectiveness.
· Strategic Planning : Provide strategic direction and oversight for the entire HSSE function within the project sites. Collaborate with project management team to align HSSE goals with project objectives.
· Leadership & Mentorship : Lead and manage a team of HSSE coordinators and professionals. Set performance goals, review performance, and provide feedback to team members.
· HSSE Culture Enhancement : Champion and drive the embedding of a positive HSSE culture throughout the EPCIsite. Initiate and lead campaigns, programs, and initiatives to raise HSSE awareness and engagement.
· Budget Oversight: Manage the responsibility for the site HSSE budget, ensuring effective allocation and utilization of resources. Evaluate the cost-effectiveness and return on investment of HSSE initiatives.
