About the Job

We are looking for a dynamic and forward looking professional who has a track record of building employee capability and engagement, full spectrum of HR admin management and improving processes.

Leading a team of 3, you would need build capability in your team and inspire others to improve the way we do things. A strong administrator yourself, you should have experience with improvement projects using approaches such as business process re-engineering, lean management or leveraging on IT to increase efficiency and effectiveness. Managing your team, your key responsibilities will include general admin to ensure excellent functioning of the CYG corporate support and the meeting of children's homes licensing and funding requirements, employee engagement and organisational development, full suite of HR administration covering recruitment/retention, maintenance of employee records, supporting DHQ HR in payroll accuracy, talent management and staff development.

Details of key responsibilities are as follows:

1. Lead HR and admin team in a way where processes, admin and HR practices are effective, efficient and of high standards
2. Conduct regular reviews of SOPs and Admin processes to realise efficiency gains and improve effectiveness
3. Ensure that statutory, government and funding requirements of CYG and children's homes are met for admin and HR.
4. Be a thought partner to the management team on HR and admin matters.
5. Oversee a full spectrum of HR admin including:
   • Support in manpower planning.
   • Recruitment and retention of talent to meet operational needs.
   • Employee relations including staff grievances and displinary issues.

JOB PURPOSE

Reporting to the Chief Executive Officer (CEO) and working directly with the Governing Board, the Executive Assistant (EA) is actively responsible for supporting the daily administrative & operational needs of the CEO’s office and managing the CEO’s office. The EA will also function as the Secretariat to the Board and may, where necessary, communicate directly to the Governing Board in matters concerning scheduling of Board meetings and discussions. The EA may work directly with HODs and management.

RESPONSIBILITIES

Executive Support

• Assists the CEO with daily administrative duties and completes a broad variety ofadministrative tasks that include managing an active calendar of appointments.
• Communicates directly and on behalf of the Chairman/CEO with Board members, donors, foundation, staff, and others on matters relate to programmatic initiatives as directed by CEO.
• Supports the CEO in liaising with Board members or committees for Matters Arising, following through all actionable items, updating the records.

Board Support and Liaison

• Coordinate Quarterly Board meetings, maintain confidential files and contact information; conferences, and committees both on and off site to support the Chairman’s and Governing Board’s agenda.
• Supports Nomination Committee / Hon Secretary in maintaining a Register of members, Board succession planning (including keeping track of expiry dates of appointment of Board and Committees) and compliance with Charity Unit (MCCY) filing requirements.
• Assist Chairman to draft letters, including letters of appointment to Board and Committee members.

HR and Admin Support

• Assist with HR-related admin matters e.g. leave module management
• Assist in Corporate Office admin matters on an ad-hoc basis

QUALIFICATIONS

• Working knowledge of Singaporean IPC/charity sector
• At least 3 years of overall experience, with CEO and Board support experience and testimony of being a team player.
• A successful track record in setting priorities; keen analytic, organization and problem-solving skills which support and enable sound decision making.
• Personal qualities of integrity, credibility, and dedication to the mission of THH.

Requirements / Qualifications

• PHD/Masters/Bachelors in Statistics/Biostatistics/Bioinformatics, Mathematics, Operation Research, Physics or other quantitative disciplines
• At least seven (7) years’ experience in providing data science or advanced analytics advisory, especially in designing and implementing data science or advanced analytics solutions on large datasets
• Deep understanding of statistical modelling, machine learning, deep learning, reinforcement learning and natural language processing techniques and a track record of solving problems with these methods.
• Proficient in tools such as R/SAS/SPSS/Python.
• Excellent communication, relationship skills and a strong team player.
• Demonstrate good, in-depth knowledge in relevant hardware/software products, frameworks and methodologies.
• Experience with

1. databases (e.g. Oracle, DB2, MS SQL, MySQL, Teradata, Greenplum)
2. data repository design (e.g. operational data stores, dimensional data stores, data marts)
3. data interrogation techniques (e.g. SQL, NoSQL).
4. structured and unstructured data analytics.

• Deep understanding of analytical models and methodologies – especially in the context of health analytics for clinical use and clinical safety (e.g. data mining, predictive analytics).
• Comfortable working independently to carry out data analysis, estimate resource requirement and managing timeline. Understanding and analysing huge volumes of data drawn from heterogeneous sources / repositories.
• Advance knowledge of Excel features and techniques required for the presentation of data
• The ability to work towards strict and conflicting deadlines, be able to plan and prioritise in an environment with multiple stakeholders.
• Good interpersonal skills, a detail-oriented & flexible person who can work across different areas within the team.
• A good understanding of Singapore Healthcare System
• An understanding of healthcare data governance, data acquisition and data management would be an advantage.
• Experience in interacting with analytics stakeholders (economists, statisticians, clinicians, policy makers) on a business or domain level would be preferred.
