Responsibilities:
1) Responsible to the Technical Manager for ensuring that the company’s fleet of vessels is operated in accordance with the relevant statutory maritime regulations, company policy, regulations, and client’s requirements of performance and budget.
2) Monitor all aspects with regard to effective implementation of QHSE standards.
3) Provide necessary support and guidance to the CE & Master onboard vessels to enable them to nake correct decisions.
4) Maintain filing system as per the company’s procedures, class, manufacturers, etc.
5) Conduct ship visits and complete ship visit reports in accordance with the company’s system requirements.
6) Carry out and complete ship audits and safety inspections as required.
7)Implement pro-active measures to prevent occurrence of incidents.
8)Investigate incidents, near miss and initiate necessary actions to prevent recurrence.
9)Prepare and submit incident investigation report to Management for review and approval before sending it to external interested parties.
10)Conduct appraisal of Officers onboard and recommend actions.
11)Conduct Pre-selection interview of senior ER officers.
11)Liaise with external interested parties for any guidance and/or inquiry, such as class, oil majors, ship owners and suppliers, etc.
12)Monitor expenditure of all vessels and endeavor to keep cost within approved budgets.
13)Monitor and supervise the effective implementation of PMS to reduce breakdown costs.
14)Implement environmental protection and fleet energy conservation process.
15)Assist the FM to lead the work of the company's fleet engine department.
16)Control the cost and time of overhaul of machinery, as well as dry-docking assessment.
17)Monitor the company’s fleet vessels’ daily fuel oil consumption and provide guidance to vessels on proper management of fuel oil and/or any required maintenance.
18)Maintain good communication, coordination, and cooperation with colleagues within technical department and other departments.
