1. Must qualify for mandatory documentations to work in Changi Airport (i.e. Airport Pass administered by Airport Police)

• Conduct comprehensive fire risk assessments for properties, identifying potential hazards, and evaluating fire safety measures in place.
• Develop and implement robust fire safety protocols, procedures, and evacuation plans tailored to each property.
• Ensure strict adherence to local, national, and industry-specific fire safety regulations, regularly reviewing and updating safety measures to maintain compliance.

Key Requirements:

Educational Background:

• Possess a degree in Architecture, Civil/Structural/Electrical/Mechanical Engineering,

Building Science, Project Management, Construction Management, or other related

construction and engineering disciplines.

• Degree must be recognized by relevant Professional Bodies in Singapore (Board of

Architects or Professional Engineering Board) or the Building and Construction

Authority.

Experience:

• Minimum of 15 years of relevant working experience in the building construction

industry.

• Preferably experienced with HDB Projects, having completed at least one project

valued at $3 million or above within the past 5 years.

Accreditation:

• Accredited under the Accreditation of Project Managers scheme (APM) administered

by the Society of Project Managers.

Skills:

• Excellent interpersonal skills with the ability to communicate effectively in both

writing and verbal formats.

Key Responsibilities:

As the Overall Site Project Coordinator, you will lead a team responsible for the day-to-day

operations of the project, ensuring compliance with all relevant requirements and standards.

Your duties will include, but are not limited to:

Project Management & Supervision:

• Oversee and review contractors’ submissions, ensuring compliance with the latest

requirements and timely approval from relevant authorities.

• Supervise and manage contract administration, implementing a comprehensive quality

assurance program to meet contractual quality standards.

• Ensure project cost control and monitoring, maintaining budget compliance.

Quality Assurance & Inspection:

• Manage and maintain projects upon completion, conducting inspections and ensuring

proper handover to relevant authorities.

• Evaluate contractors’ work programs, review major milestones, and recommend

necessary adjustments.

• Establish and implement quality management systems and safety and risk

management plans.

Coordination & Communication:

• Coordinate with site project coordinators and supervisors to ensure compliance with

specifications and approved work methods.

• Manage the contractor’s construction activities, monitor submissions, and clearances

from relevant authorities.

• Conduct quality inspections and initiate preventive or corrective actions as needed.

Problem Solving & Liaison:

• Identify and solve site problems, coordinating with contractors and HDB to resolve

issues promptly.

• Conduct joint verification of contractor’s progress payments and coordinate all

services for timely delivery.

• Respond to emergency matters and liaise with public and relevant authorities for

feedback or claim matters.

Documentation & Reporting:

• Ensure timely submission of reports, processing of progress claims, and handling

claims for extension of time.

• Act as the point of contact for all HDB matters related to the project, including site

visits and meetings.

• Monitor project’s master program and costs, informing HDB of potential overruns and

recommending mitigation measures.
