General Overview

This position is part of the site Mechanical team that provides technical/maintenance support to the Operation and Project teams in LNG Terminal. He/she would be mainly responsible for overseeing the safe and reliable operations and maintenance of the Terminal assets from the Mechanical discipline perspective.

The incumbent shall oversee the maintenance of static and rotating equipment at the LNG Terminal. These include high pressure pumps, compressors, vessels, piping, valves, mechanical loading arms and structural elements; support the development and the upkeep of maintenance programme with advice from the Mechanical Engineer and to ensure that service records and logs are properly updated and maintenance activities are safe and efficient with minimal disruption to production.

Roles and ResponsibilIties

The incumbent shall be responsible for tasks and duties such as but not limited to the following:

• Oversee all mechanical maintenance work at the Terminal to ensure compliance with facility standards and procedures and alignment to legislative guidelines.
• Lead the maintenance, troubleshooting, repair, commissioning and replacement of mechanical equipment and piping systems such as BOG compressors , cryogenic pumps , Marine Loading Arms, storage tanks and pressure vessels
• Supervise the in-house contractor and equipment vendor to execute mechanical work/improvements within the terminal to ensure safe work execution and not affecting terminal gas supply reliability
• Develop and update maintenance plan and schedule for relevant facilities and procedures with inputs from other teams to minimise production disruptions and redundant work.
• Perform the review and analysis of operating equipment and facilities to identify anomalies, propose improvement and mediations to extend equipment lifespan and reduce maintenance cost.
• Review maintenance plans for compliance with Company's engineering standards and practices to ensure such standards and practices are aligned to legislative guidelines and industrial standards.
• Prepare PM Checklists, MSRAs as required.
• Responsible for the achievement of Maintenance KPIs, information sharing and coaching of technicians including their training plan and technical advice.
• Responsible for manpower planning and management including overtime planning, system entry and emergency activations.
• Support Spare Parts and Warehouse activities such as stock count, critical spare review, spare order review/purchase /replenish and SPIR list.
• Provide scope of work, PR and evaluation for maintenance service contract/technical work outsourcing.
• Budget forecasting, monitoring and management of approved budget.
• Participate in emergency response procedures and be assigned to any specific roles and responsibilities for such purpose.

Work Experience

• Minimum 8 years' experience in mechanical and maintenance function, preferably in oil/petrochemical or related industries
• Conversant with local codes, regulations and standards, equipment inspection and schedule requirements. Certified in API, vibration and other analysis standards will be well regarded
• Minimum 3 years' supervisory experience in an oil and gas installation is critical to success.
• Practical experience in repair and maintenance of sophisticated static and rotating equipment, reciprocating compressors and engines, piping and valves is essential.

The Career Conversion Programme (CCP) (Train-and-Place with Commitment to Hire) for Advanced Biopharmaceuticals Manufacturing Executives/Professionals is a talent development programme aimed at building the next generation of skilled manpower for Singapore’s Biopharmaceuticals manufacturing industry in anticipation of hiring demand.

The training programme consists of 15 months of local attachment with GSK. Due to the nature of the programme, we can only consider Singapore Citizens and Singapore Permanent Residents. Role Description:

VS1

Pilot Plant

This position reports to the Associate Director Operations & Risk and is an integral member of Operations & Logistics Management Team. GSK is committed to an employee-orientated, high performance culture that emphasises process automation, quality compliance and continuous improvement.

Trainee to be involved in:

• To supervise, execute and monitor the activities within the value stream to ensure reliable and optimal operation of processes, equipment, utility and facility so as to achieve target production levels within the framework of current Good Manufacturing Practice (cGMP), quality, safety, occupational hygiene and environment protection.
• Identify and implement improvement to plant facilities, processes, methods of operations and turnaround, troubleshoot for process and equipment problems to minimize safety and quality risk as well as to ensure greater operational efficiency.
• Lead or support quality or safety related investigation using appropriate problem-solving tool to determine the root causes and implement CAPA to prevent recurrence.
• Conducts audits and investigations, participate in audit preparation and complete identified actions in the assigned work area(s), in order to ensure compliance with GMP and safety requirements.
• Prepare documents relating to manufacturing, plant turnaround, Local Operating Instructions (LOI), Local Standard Operating Procedures (SOP) and training manual to ensure that updated documents exist to support the activities of the operations department, schedule plan orders, and materials assignment. Documentation should comply to Data Integrity requirements and adherence to ALCOA principles.
• Support the Production Manager in new product introduction or plant trials and prepare and complete all necessary documents related to plant trial within the stipulated timeline.

Pilot Plant

• To supervise, execute and monitor the activities within the Jurong Pilot Plant to ensure reliable and optimal operation of processes, equipment, utility and facility so as to achieve target production levels within the framework of current Good Manufacturing Practice (cGMP), quality, safety, occupational hygiene and environment protection.
• Identify and implement improvement to plant facilities, processes, methods of operations and turnaround, troubleshoot for process and equipment problems to minimize safety and quality risk as well as to ensure greater operational efficiency.
• Lead or support quality or safety related investigation using appropriate problem-solving tool to determine the root causes and implement CAPA to prevent recurrence.

Scope

• In General, Plan, manage & control overall scope of Electrical works of

projects.

• Understand Project specifications, prepare specifications for electrical

equipment and systems

• Technically evaluate suppliers’ proposals.

• Guide Designers to prepare Sing[le Line Diagrams/Subcontractors in

producing Field Engineering Drawings and verify their accuracy based on

project specifications and applicable local and international codes.

• Manage Supervisors/Subcontractors for the execution of construction works

by regular visits and meetings.

• Interface with other disciplines proactively to ensure there are no

mismatches.

• Liaise with clients’ Engineers/ Supervisors and Professional Engineers for the

smooth execution of projects.

Requirements

• Recognized Degree in Electrical or Electronics or Instrumentation

Engineering with minimum 8 years relevant working experience, preferably in

the chemical engineering industry.

• Experience with 22KV & LV Electrical system is required preferably in

Singapore and understanding of Singapore codes.

• Matured, Proactive, leadership qualities, good communication and

interpersonal skills are essential and willing to work longer hours based on

project needs.

• Familiarity with relevant Local & International Engineering Codes and

Practices.

• Senior positions will be considered for candidates with more experience in

the relevant field
