GENERAL SUMMARY

The Manager, Administration and Operations is to ensure smooth day-to-day operations of the Single Room Shared Facilities (SRSF) project, ensuring safety and security of the house with a user-centric perspective. This role oversees all administrative, residential and operational aspects of the programme.

This role oversees all administrative, residential and operational aspects of the programme including supervision of staff, workmen and any other personnel deployed directly or indirectly through HCSA for the execution of Services at Site, attending to, addressing and reporting feedback, issues, conflict or grievances of the Authorised Tenants/Authorised Occupiers.

ROLES & RESPONSIBILITIES

Oversee day to day safety and security functions

1. Supervise staff, workmen and any other personnel deployed directly or indirectly through HCSA for the execution of Services at Site

2. Supervise handling day to day general queries from the residents and visitors of SRSF

3. Plan, implement, supervise and review security access control systems; address potential and actual security issues through recommendation, implementation and review of action plans

4. Plan, supervise and review the implementation of emergency response and crisis management plans

5. Oversee the implementation of supervision, room inspection and oversight of Authorised Tenants/Authorised Occupiers to ensure their safety and overall well-being

6. Develop, review and oversee the enforcement of facility rules, management of disciplinary issues and incidents

7. Ensure proper documentation and timely submission of reports

8. Ensure compliance with Risk Management Plan, Pandemic Plan and Emergency Response Plan, conduct regular reviews and make recommendations for adjustment when necessary

9. Manage communication amongst HCSA staff, sub-contractors and Housing Development Board-appointed (HDB) Facilities Management Company

Maintenance of SRSF

1. Oversee all housekeeping and maintenance related matters, including key press, store, stock take, room and facility inspection, cleaning of common areas and refuse collection as well as coordinating with internal stakeholders and external contractors and vendors for necessary maintenance repairs

2. Oversee regular maintenance check and shelter inspection are conducted to maintain effective operation, cleanliness and hygiene of facility

3. Oversee regular facility inspection and security check to maintain effective operation, safety and security of the facility in the night

User-centric Service Delivery

1. Oversee the provision of residential support related to facility operations as assigned (administrative and operational)

2. Admission support – Assist in the admission and orientation of new SRSF residents

3. Promote neighbourliness – Provide guidance, support and mediation, working collaboratively with other teams, to uplift the residents to achieve stability, self-reliance and social mobility

4. Programme support – Assist in logistical matters for effective functioning of facility and activities facilitation

5. Ensure proper handover and follow-up from night security guards (HDB Facilities Management)

6. Ensure effective and efficient utilisation of facilities including common activities rooms/areas, kitchens, and other recreation rooms

7. Attend to feedback and report on their status to HDB

IT Support

1. Oversee IT support in operation and administrative work for the effective functioning of shelter

Staff Management

1. Responsible for manpower resource planning and allocation for the Residential (operational) team

2. Guide, train and supervise staff in executing of roles and responsibilities

3. Oversee performance management for the operations team to achieve Key Purpose Indicators

4. Manage disciplinary and human resource related issues with guidance from PCO (HR) and ensuring compliance to policy and legislation

5. Advocate for diversity and an inclusive organizational culture

Stakeholder relationships

1. Collaborate with other teams in fulfilling global objectives of the programme

DUTIES AND RESPONSIBILITIES

Authorised Tenants/Authorised Occupiers Management

1. Welcome new residents and assist with the check-in/out process

2. Address residents'/clients’ inquiries, concerns and feedback promptly, referring and/or escalating through the appropriate channels where necessary

3. Assist to organize and coordinate resident activities and events to promote a sense of community

10. Work together with HDB-appointed Facilities Management company to ensure smooth operations of SRSF, escalating through the appropriate channels where necessary

Security and Safety

11. Enforce security protocols, including access control and visitor policies

12. Address potential and actual security issues through recommendation and implementation of action plans

13. Respond to emergency and mitigate situations

14. Address safety hazards and highlight to Administrative & Operations Manager

15. Comply with Risk Management Plan, Pandemic Plan and Emergency Plans

Conflict Resolution and Incident/Accident Management

16. Mediate conflicts among residents and address behavioural issues in a fair and respectful manner, escalating complex cases to Social Work team when necessary

17. Ensure a peaceful living environment by setting and enforcing dormitory rules and policies

18. Manage all incidents/accidents according to SOPs, prepare and submit the necessary reports to the relevant personnel

Administrative Duties

19. Manage SRSF records and documentation, including Authorised Tenants/Authorised Occupier records, incident reports, and maintenance logs

20. Email and telephone correspondence with clients and residents

21. Keep records of dormitory occupancy, maintenance requests, and resident feedback and provide reports to Administrative & Operations Manager

Your Opportunity

As Logistics Operations Assistant Manager, you are responsible for coordinating and monitoring daily warehouses activities, in order to secure logistic execution and match expected service level at defined costs. Our priority is to reach operational excellence in order fulfillment and reverse logistics, to fulfill clients and stores on time and meet our Brands’ expectations.

The Logistics Operations manager leads activities related to operational planning, process enhancements & project management to build more efficient operations, and support to ensure efficient communication and alignment across all brands in our warehouses located in South East Asia. One aspect of the role is to manage consensus between all parties involved in the distribution process (3PL, Brands, Finance,…).

The position is based in our most recent Distribution Center in Singapore, overlooking at operations in the countries in scope: Singapore, Malaysia, Thailand, Vietnam, Philippines and India.

Direct reporting is to the Logistics Operations Manager.

How you will contribute

OPERATIONS

· Manage 3PLs to ensure all orders are processed and delivered within SLA;

· Implement a proactive communication to ensure issues are raised clearly to brands

· Align with brands on their guidelines; liaise with 3PLs for staff to be trained accordingly

· Partner with 3PLs to verify all SOPs are up to date and are being dully followed

· Review daily forecast with 3PLs; confirm they have the staffing in place to operate within SLA

· Pilot backlogs – due to operational issues, systemic issues, weather, etc. – and ensure 3PLs have a plan from headcount and overtime shifts to get back within SLA. Inform Brands

· Bring environmental concerns at center of discussions and partner with Sustainability Ambassador to implement actions related to Operations

· Ensure compliance to Maison's and Group's standards & legal rules (Safety, Security and Social labor treatment)

PERFORMANGE MANAGEMENT

· Monitor warehouse KPIs, performance costs and efficiency analysis; Propose and lead corrective actions plans in case of underperformance

· Animate regular meetings (daily, weekly, monthly) to review all aspects of partnerships

· Perform operational audit and drive improvement plans; contribute to providers' audits

· Drive reduction of cost per piece by monitoring processes efficiency

· Focus on stock accuracy within the warehouses and pilot inventory KPIs to challenges brands and 3PLs on a common action plan

PROJECT MANAGEMENT

· Partner with Central team and local Process improvement team on projects; be the OPS advocate to ensure all systemic requirements are in place and tested prior to go-live; ensure all new systems enhancement or implementation are consistent with current Supply Chain & Logistics Core Model.

· Partner with the local brands to understand upcoming initiatives, expected go-live, and ensure minimum disruption to the day-to-day operations

· Review all Kering internal processes as well as 3PLs operations processes; collaborate with Kering Process engineer to reduce waste, increase throughput, and tighten controls

· Appraise and develop 3rd party logistic providers in order to ensure required continuous improvements in operations and / or propose and implement breakthrough changes required to deliver logistic challenges

Who you are

· Bachelor’s or Master’s degree in Industrial Engineering, Logistics, Supply Chain Management, Industrial Technology or related field

· 3 years experience in the Logistics & Supply Chain field; affinity with Warehouse related work

· Previous experience working with stakeholders from different functions, locations and time zones

· Capable of working under pressure and prioritizing multiple tasks and inputs from stakeholders

· Process and Continuous Improvement mindset

· An individual with excellent communication for reporting and visibility purposes with all levels of seniority, capable of synthetizing as well as equipped with sense of detail

· Strong organizational and analytical skills; autonomy and problem-solving approach;
