Key Responsibilities:

• Cost Estimation: Prepare detailed cost estimates for materials, labour and equipment. this involves analyzing blueprints, specification and market prices.
• Tendering & Procurement: Assist. in preparing tender documents, evaluate bids, and negotiate contracts with suppliers and contractors.
• Cost Control: Monitor project expenses throughout the construction phase, identify potential cost overuns, and implement measures to mitigate them.
• Risk Management: Identify and assess potential financial risks, develop mitigation strategies, and ensure project profitability.

Contract period: 5 years (renewable)

Work Hours: 5.5 days
Bonus: 1 month bonus per year (Payout will be 2 months after 2 years)

Roles and Responsibilities:

• Pre-contract and post contract administration including the following:
• Cost estimating and cost planning.
• Preparation of tender documents (including measurements and Bills of Quantities).Check progress claims and invoices and certifying work done by Contractors.
• Review and evaluate extra payment and/or extension of time claims by the Contractors and make recommendations to the Board.
• Tender management including evaluation of tender submission.
• Assist Contracts Manager, Project Manager in Contract management and cost monitoring, management of interim/progress payment, including variation assessment and finalisation of account.
• Possess comprehensive knowledge of construction, logistics, material management and the ability to provide cost and financial advice.
• Relevant duties as and when assigned by reporting manager.

Requirements:

• Shall have relevant degree or certification, and preferably about ten (10) years of relevant experience in project costing, procurement strategies and scheduling for large used water/water projects or infrastructure projects of similar scale and complexity
• Have about (3) years working experience in similar capacity in Singapore
• Meticulous, independent, highly motivated, results-oriented and good team player.
• Able to manage stakeholders (Contractors, Client and Consultants).
• Good written and oral communication skills.
• Able to meet tight deadlines.
• Experienced in Public Sector Standard Conditions of Contract (PSSCOC) preferred.

About The Role

As a Procurement Executive / Senior Executive in ALPS, you will be based in one of the 27 public healthcare institutions (PHI) in Singapore, you will be responsible for the Procurement and Contract Management services within the PHI. Working in a team, you will provide proactive planning and value add to the procurement category you are in-charge of. You will also communicate closely with hospital users and ALPS vendors to support in the hospital’s daily operations for patients’ care.

The incumbent will be based in one of the Public Health Institutions.

Key Responsibilities

• Plan, strategise, analyse and implement sourcing strategy in category sourcing and supplier initiatives and be accountable for the outcomes.
• Ensure the entire procurement cycle processes are in compliance with ALPS’ procurement policies.
• Partner internal users to procure goods and/or services in a timely, effective and compliant manner.

Requirements

• Relevant experience in Quantity surveying, Building or Project management for infrastructure or Facilities Management projects is preferred
• Degree in Quantity Surveying, Project Management or other relevant construction or engineering related discipline
• Good verbal and written communication skills
• Proficient in MS office and Excel
• Advanced analytical and negotiation skills
• Familiarisation with SAP would be an added advantage
