Job Overview:

As a Purchaser specializing in the shipyard industry, you will be responsible for acquiring a wide range of goods and equipment essential for internal subsidiaries and external customers. Your role involves navigating the procurement process efficiently, ensuring timely and cost-effective acquisition of materials, and maintaining strong relationships with suppliers. This position plays a critical role in supporting the operational needs of shipyard projects while also contributing to the growth and profitability of the business.

Key Responsibilities:

1. Sourcing and Procurement:

• Identify, evaluate, and select suppliers that meet the organization's quality, cost, and delivery requirements.
• Negotiate contracts, terms, and conditions with suppliers to secure favorable agreements.
• Source a diverse range of materials and equipment needed for shipyard projects.

2. Supplier Relationship Management:

• Cultivate and maintain strong relationships with suppliers to ensure a reliable and responsive supply chain.
• Monitor supplier performance, addressing any issues promptly to maintain high standards of quality and service.

3. Internal Stakeholder Collaboration:

• Collaborate closely with internal departments and subsidiaries to understand their procurement needs and specifications.
• Act as a liaison between internal stakeholders and external suppliers, ensuring seamless communication and understanding of requirements.

4. Cost Management:

• Conduct cost analysis to identify opportunities for cost savings and efficiency improvements.
• Monitor market trends, fluctuations, and industry developments to make informed purchasing decisions.

5. Inventory Management

• Maintain optimal inventory levels, balancing the need for on-time delivery with cost-effectiveness.
• Implement inventory control measures to minimize excess or obsolete stock.

6. Compliance and Documentation:

• Ensure procurement activities comply with relevant laws, regulations, and industry standards.
• Maintain accurate and up-to-date documentation related to purchases, contracts, and supplier agreements.

7. Customer Service:

• Work with external customers to understand their requirements and provide tailored solutions.
• Ensure timely delivery of goods and equipment to external customers, meeting or exceeding expectations.

Qualifications and Skills:

• Proven experience in procurement of any kind.
• Strong negotiation and communication skills.
• Familiarity with relevant laws, regulations, and industry standards.
• Analytical mindset with the ability to conduct cost analysis and market research.
• Proficiency in procurement software and Microsoft Office applications. Microsoft Business Central is a bonus.
• Positive attitude and able to work independently and as well as in team.

What You’ll Do

• Ensure overall success of a project, or a platform, by ensuring that prioritized user stories are delivered on time, within budget, meet business requirements and comply with governance framework, including security and resiliency.
• Manage and monitor product backlog and MVP, risk and change management to ensure delivery of MVP on schedule, within scope and budget.
• Plan and manage product backlog and MVP, its objectives and desired outcomes, and ensure alignment of the business outcomes of the Authority.
• Plan and lead the development of the business case/concept paper and funding.
• Plan and lead the overall procurement activities, in particular tender specifications compilation, tendering, tender evaluation, recommendation and award.
• Lead the development of the overall product backlog and MVP schedule and activities based on the appropriate methodology including identifying dependency, critical path, milestones and deliverables.
• Build comprehensive product roadmap and ensure all team members are on-board with delegated tasks and activities.
• Perform stakeholder management, including keeping the relevant stakeholders informed of the status the product development on a timely and regular basis.
• Manage processes and procedures covering issue and risk management.
• Conduct Agile ceremonies such as but not limited to sprint planning, daily stand-up, sprint review and sprint retrospective etc.

What Will Make You Shine

• Bachelor's Degree in IT or relevant studies & experience.
• Minimum 6 years of relevant experience.
• CSM (Certified Scrum Master) or CSPO (Certified Scrum Product Owner) or AIPMM (Agile Certified Product Manager and Product Owner).
• Hands-on experience in Agile product management.
• ICT product management and people management skills.
• Results and customer-oriented.
• Proven ICT project/product management experience, preferably in medium to large-scale ICT projects in the government sector.
• Hands-on, delivery focused and pragmatic.
• Possess a proven and successful track record in delivering complex IT projects/programs.
• Hands-on IT professional with full SLDC lifecycle experience.
• Strong understanding and experience of Singapore Government security standards and compliance.
