BRIEF DESCRIPTION

The Phlebotomist provides phlebotomy services and general support in processing information, communication, records, and computer data input in the laboratory, with the senior position encompassing leadership duties.

MAJOR DUTIES AND RESPONSIBILITIES

(A) SPECIFIC (85%)

1. Perform phlebotomy procedures using proper, sterile, and safe techniques.
2. Perform venepuncture only (no arterial), up to a maximum of two attempts. Refer difficult cases to clinician.
3. Project friendly, approachable and caring personality towards patients.
4. Receive test requests and perform order entry into the Laboratory Information System (LIS), and scan completed reports (when required).
5. Prepare specimens and test requests for despatch to referral laboratories.
6. Prepare completed laboratory reports for despatch to external clients.
7. Receive laboratory consumables and other items, and store them appropriately.
8. Distribute supplies to wards, external clients, etc., as required.
9. Assist the laboratory in maintaining a neat and efficient working environment.
10. Assist in training of new Phlebotomists to ensure that they perform phlebotomy and laboratory administrative functions efficiently and effectively.
11. Perform any other duties as directed by the Laboratory Manager/Section Heads.

(B) GENERAL (15%)

1. Assist Laboratory Manager in promoting safety in the laboratory.
2. Involved in hospital activities including participation in Continuous Improvement Programme.
3. Participate in community outreach programmes.

JOB REQUIREMENTS

(A) EDUCATION, TRAINING AND EXPERIENCE

1. Minimum 5 GCE “O” levels or equivalent
2. Relevant experience preferable
3. Phlebotomy certificate preferable
4. Candidates with 5 or more years' relevant experience may be selected for a Senior Phlebotomist role, which will include leadership duties

• Assist Principal Project Manager (PRPM)/ Senior Project Manager (SPM)/ Project Manager (PM) in day-to-day management of the contract
• Advise the PRPM/SPM/PM on site quality and safety issues.
• Determine any non-conformances on works
• Liaise with Contractor to rectify any non-conformances and document them properly
• Ensure that decisions on site issues are conveyed to the Contractor within a reasonable time frame.
• Ensure that works are carried out according to specifications, drawings and programme without compromising on quality and safety
• Provide feedback to the PRPM/SPM/PM on quality and safety matters and suggest quality improvement measures for implementation on site
• Supervise installation of instrumentation and monitoring of instrumentation
• Lead a team of supervisors to ensure full time supervision of works on site by supervisor /client

Job Requirement

• Minimum Degree in Civil and Structural Engineering
• Minimum 5 years relevant experience in project/construction environment
• Proficient in relevant software programmes for planning and project work
• Pro-active team player with good analytical and communication skills
• Required to have at least 2 years of viaduct and/or flyover construction experience
