We are looking for a Senior Instrument Engineer to join our Automation & Control team in Singapore. In this role, the key responsibility is to lead and deliver the instrument engineering scope, working and collaborating in a global, multi-disciplinary project team environment. This role reports to the Principal Lead, Instrument Engineering in Automation & Control division.

Responsibilities

• Responsible to lead the project or package in Instrument discipline.
• Deliver instrument engineering solutions according to the project specification, class rules and regulations within budget.
• Responsible for Client/Vendor technical inputs, interfaces, meetings, technical clarifications, etc.
• Responsible for design review and vendor document review.
• Responsible for delivery of Instrument Engineering documents as per Master Document Register.
• Monitor progress of associated design team and generate progress reports.
• Develop instrument engineering analysis, drawings and documentation.
• Review / prepare block diagrams, termination and loop diagrams, Instrument Index, instrument hook-up and mounting details, instrument layouts, control room layouts, I/O schedule, cable schedule, instrument tagging, and other engineering related documents.
• Review / prepare IS Calculation / SIL Verification document.
• Review / prepare Cause & Effect diagram, Fire & Gas detection layouts, safety engineering and loop schematics.
• Responsible for design work to support interface requirements with electrical, telecom systems and other third-party equipment related to the instrument & automation packages and to provide tailor made solution with cost effectiveness.
• Responsible for adherence to the QHSE requirements with respect to design and delivery of engineering deliverables (i.e. within budget, quality & planned timeframe).
• Responsible for class approval of project related documents, communication with client/regulatory bodies, as project demands.
• Communicate with ICSS project team globally related to product engineering.
• Any other associated tasks and responsibilities assigned from time to time

Qualifications and experience

• Bachelor’s or Master’s degree in Electrical / Instrumentation / Electronics & Communication Engineering
• 5-8 years of relevant experience in Marine / Offshore / Oil & Gas industry projects with proven track record in handling or leading the Instrument packages
• Working experience in design and engineering team for conceptual studies, FEED & EPC phases for topsides & marine systems for an FPSO project or similar offshore projects
• Excellent knowledge of instrumentation, safety system engineering, including DCS/PLC based control system and field instrumentation for marine and offshore
• Experience in AutoCAD, MS Office (Word, Excel), Tools
• Familiar with SOLAS, offshore standards and classification society rules and requirements
• Experience with Kongsberg Automation & Safety (ICSS) system is an added advantage

Job Description

• Assist Engineer/Manager in the procurement of parts/components, i.e., from Request for Sourcing/Quote (RFS/Q), prepare Evaluation Report (ER) and perform Goods Acceptance (GA).

Requirements

Working Hours

The responsibilities shall include, but are not limited to, those contained in the following statements:

1. direct liaison with stakeholders in charge of project services (procurement/ draughting/ assets/ human resources);

2. specify scope of work and budgets for engineering activities, assets and 3rd party activities;

3. to be conversant with all items and conditions of the project both technically and commercially and to have a full understanding of the scope of work;

4. implementation, control and monitoring of overall safety and quality assurance in all project related activities as laid down in the company’s management system;

5. preparation and maintenance of budgets for the project assisted by the cost controller

6. preparation of the monthly reporting internal & external;

7. ensuring variations between actual costs and budget are monitored and controlled;

8. identifying and initiating any variations towards the client or approve/ reject variations from third parties on the basis of the contract T&C’s;

9. liaise with the client and ensure that project meetings are held with relevant personnel;

10. establishing all the resources from company’s departments needed to carry out the project.

11. encourage any technical developments or suggestions that will enhance the overall project engineering or operational efficiency;

12. ensure that all aspects of project administration, engineering and operations fulfil the contract requirements and are conducted in a safe, efficient and profitable manner;

13. conduct all activities within the management system, procedures and work instructions;

14. advise and assist commercial department with tenders for potential work;

15. ad-hoc duties as deemed required to complete the workscope.

JOB SUMMARY

As a Proposal Engineer I, you will play a key role within a team selling model by supporting the preparation and submission of technical and commercial proposals for prospective projects. This position involves collaborating with various functions and departments to gather information, analyze customer requirements, and develop compelling proposals that align with company capabilities and client expectations. The Proposal Engineer I assists in the growth of business opportunities through effective proposal management and ensuring the completeness and accuracy of proposals.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• With close involvement from Commercial and Technical Leads, analyze customer Requests for Proposals (RFPs) and technical specifications to understand project requirements.

• Prepare cost estimates, technical and commercial proposals, and related documentation in response to customer inquiries.

• Collaborate with sales, engineering, and procurement teams to gather necessary information for proposal development.

• Assist in the review and editing of proposal content to ensure clarity, compliance, and alignment with customer needs.

• Maintain proposal templates, pricing databases, and other relevant documentation.

• Support proposal review meetings and participate in internal Contract Scorecard Reviews

• Track and report on proposal status and outcomes to facilitate continuous improvement.
