This role manages 3 HR executive to ensure the full spectrum of HR operations are performed timely and in the most efficient matter.
Recruitment
- Understand the talent market in Singapore and which are the most suitable (and cost efficient) recruitment channel and source.
- Supervise and provide advisory on hiring practices for SHINGDA including industry best practices.
- Set hiring KPIS for recruitment and ensuring targets are met.
HR operations
- Supervise the entire employee movement cycle within the group:
- Maintain up-to-date knowledge of labour legislation, implementing required changes to ensure compliances.
- Act as point of contact for managers regarding all human resource matters
- Build quality relationship with internal/external customers via monthly engagement.
- Ensure all documents related to recruitment and placements are in order: organization chart/manpower plan, job description, job analysis, job pricing strategy.
- Preparation of commission payable
- Manage all travel related expenses and booking
- Any other ad-hoc matters as assigned
Site workers
- Manage and supervise the preparation and processing of biweekly payroll for site workers; review and ensure accuracy of approved timesheets; track and deduct all garnishments and other special payroll deductions.
- Liaise with Finance for any cash matters. E.g payroll cash payment.
- Review, consolidate and tabulate the approved information and ensure accuracy of payroll deductions and amendments
- Organize and maintain worker’s -file records
- Manage and supervise the update of internal databases (e.g. record sick or home leave)
- Prepare HR documents, like site memo, changes of employment contracts and new hire guides
- Liaise with external partners, like insurance vendors, and ensure legal compliance
- Responsible for site employees’ queries relating to HR issues
- Responsible to ensure all claims, fundings, and rebates are followed up on timely manner.
- Prepare salary checklists and variance reports, filing of all payroll documentation.
- Support day-to-day HR administration work.
- Training matters.
- ensure all workers are certified for regulatory or project requirements.
- Registering and coordinating workers for training as per project requirements.
- Processing of invoices
- Updating of worker’s database upon training completion
- Build quality relationship between head foreman/management and workers.
- Liaise and ensure all workers are medically taken care of. Including but not limited to, following up with medical providers, processing of medical invoices and insurance claims.
- Act as the point of contact between government agencies and SHINGDA. Including but not limited to Ministry of Manpower, TAFEP, TADM and grant agencies.
- Dormitory management.
- Ensuring internal and external dormitories listing are updated, workers are assigned promptly to dormitory bed when available.
- Updating of dormitory listing to government agencies as per required via email and apps.
- Process monthly dormitory invoices.
- Arrange dorm visits as and when required.
- Prepare monthly reports for management reporting.
- Attend monthly meetings with management and related BU’s. including quarterly toolbox meeting.
- Work injury
- Monitor and prepare WICA submission for all SHINGDA workers.
- POC for WICA matters including follow-up with insurer and medical providers.
- Act as a representative of SHINGDA group for hospital visits.

- Take charge and coordinate safety awards twice a year.
- Leave encashment exercise for workers yearly.
- Take charge and coordinate Long Service award for all staffs yearly.
- Maintain and manage the Primary Care Plan for workers.
- Review and recommend benefits policy, in line with industry practices such as, Air ticket reimbursement.
- Recommend and propose employee benefits.
- Point of contact for all feedbacks received by MOM.
- Manage the appraisal cycle for workers (twice in a year)
- Take charge for any other ad-hoc matters that is not done by the HR executives.
- Take charge of the hiring process for workers/drivers. Including liaising between hiring manager, arrangement of entry to Singapore:
- Manage all administrative matters for work pass including but not limited to
- Application of work pass
- Application of security bond
- Complying of entry requirements as and when changed.
- Attestation of IPAs for Bangladeshi workers.
- Disciplinary matters.
- Manage all disciplinary and investigation matters for workers.
- Interview all involved parties and update management promptly.
- Prepare necessary paperwork upon concluded and update workers Pfile promptly.
