1. Job Purpose:
Manage HR services and activities to support the hospital’s human resource strategies. Responsible for talent acquisition, manpower planning, and ensuring compliance with Health policies.
2. Major Duties & Responsibilities:
Manpower Planning:
- Develop and implement manpower plans based on analysis of movement, skills, and attrition.
- Manage manpower costs within budget.
Recruitment & Retention:
- Prioritize and fill critical positions in consultation with hiring managers.
- Screen and assess candidates for competency and culture fit.
- Recommend recruitment channels aligned with organizational needs.
- Review salary proposals and ensure compliance with employment regulations.
Diversity & Inclusion Management:
- Research and implement diversity and inclusion programs.
- Advise on diversity-related challenges.
HR Systems and Processes:
- Gather feedback on HR process effectiveness.
- Evaluate and recommend improvements to HR systems and processes.
- Lead implementation of new processes and systems.
General:
- Translate HR objectives into tactical plans.
- Manage team resources and monitor financial budgets.
- Coach and mentor junior staff.
- Drive process simplification, enhancement, and automation.
- Manage stakeholders and drive HR projects.
3. Job Requirements:
Education / Training / Experience:
- Degree holder with 8-11 years of relevant experience.
- 3-5 years of managerial experience.
- Proficiency in MS Office.
- Knowledge of Singapore employment law and HR practices.
