Get to know the Role:

The (Senior) Procurement Executive is responsible for managing procurement operations for the organisation's projects. He/She ensures adherence to quality standards in all procurement activities and processes, and further improves the procurement processes by proposing sourcing strategies and suggesting improvement initiatives to enhance the organisation's ability for timely delivery on projects.

He/She should be comfortable engaging and interacting with vendors and other external parties, to manage the vendor selection and evaluation processes, as well as vendor relationships and performance. As an experienced worker with both engineering and procurement expertise, he may also be called upon to preparing training materials to develop the team's procurement capabilities.

  • Analyse data to propose changes to procurement policies and workflows.
  • Clarify product specifications, cost estimation and project logistics.
  • Develop new vendor relationships.
  • Develop sourcing proposals.
  • Draft contracts for management approval.
  • Ensure procurement operations and workflows comply with regulatory safety and quality requirements.
  • Evaluate vendor performance to propose recommendations for future business dealings.
  • Liaise with key stakeholders on modifications to sourcing proposals.
  • Manage non-conformities in delivery schedules and products.
  • Monitor procurement budget and expenditure.
  • Participate in strategic sourcing activities, bid evaluation, and vendor selection processes.
  • Prepare bid solicitations based on pre-qualification and assessment criteria for vendor selection.
  • Prepare vendor category and spend analysis reports.
  • Review and shortlist bid submissions.

The Must-haves:

  • Min 3-5 years experience in procurement for built environment work
  • Good teamwork and communication skills
  • Good planning and time management skills
  • Fast learner and ability to adapt to changes
  • A dynamic, positive and forward-thinking personality with the ability to work under time pressure

The Nice-to-haves:

  • Proficient knowledge in building and construction works with detailed knowledge for building processes
  • Strong business acumen
  • Experience in handling both Government and/or Private Procurement for compliance
