Case Management Programme Manager

Association Of Women For Action And Research

AWARE is seeking a compassionate and dedicated individual to join us as a Programme Manager to lead our Case Management team. Our service involves working with clients to access justice via exploration of options, navigating systemic barriers and advocacy work. We are looking for an experienced practitioner with social work and/or counselling cum managerial experience in the social service sector or related setting.

Position: Programme Manager (Case Management) -E3

Department: CARE

Salary Range: $4520 to $5400

Term: 1 Sep 2024 to 31 Dec 2026

Starting date: September 2024

Responsibilities

  • Provide leadership in strategic work targeting systemic change - both in internal work, and/or to respond to the changing landscape of Singapore’s social service provision
  • Lead and manage the team to deliver timely and quality service in case management, befriending and case advocacy work
  • Oversee and manage the budget, planning, development, monitoring and evaluation of the programme
  • Lead team capacity building via clinical and administrative supervision and training
  • Engage in staff recruitment, onboarding and training
  • Provide casework, including crisis intervention to meet overall needs of survivors of gender based violence, including their significant others, when needed.
  • Liaise with authorities like the criminal justice system, police, hospitals and other social service community partners to increase service access for survivors
  • Promote case management and CARE services through knowledge exchange and collaboration with community partners
  • Work closely within the CARE team, with external consultants, across departments and the Executive Director
  • Collaboratively design and conduct Sexual Violence related groupworks
  • Conduct related training to volunteers, staff and community partners for capacity building
  • Any other necessary tasks as required by the Head of Department, based on capacity

Qualifications and Work Experience

  • Recognized Masters degree in social work, psychology or counselling
  • Minimum 5-8 years in case management or a related field, with at least 2 years in a managerial and/or supervisory role in a social service organisation or related
  • In-depth knowledge of case management principles, practices and procedures, with skills in training and capacity building in these areas
  • Familiarity with relevant local legal, regulatory and industry practices and guidelines that affect case management services
  • Experience in managing daily operation, programme development, implementation and evaluation
  • Experience in strategy planning, work planning and managing people and financial resources effectively
  • Experience in gender violence and trauma work (preferred)
  • Experience in advocacy work (preferred)
  • Experience in conducting group work (preferred)

Skills

  • Professionalism, leadership, clinical and people management skills are essential
  • Strong interpersonal and communication skills (both verbal and written-second language such as Chinese, Malay or Tamil preferable)
  • Ability to maintain professional boundaries
  • Ability to handle sensitive information with discretion and confidentiality
  • Strong organizational and time management skills
  • Proficiency in Google Workspace (Google Docs, Sheet, Slides, Drive) or similar Office Suites, and relevant database systems
  • Ability to lead independently and also has strong teamwork ethos
  • Ability to work with a multidisciplinary team
  • Flexibility and adaptability to handle a fast-paced environment, work under pressure and manage competing demands
  • Excellent case recording and record-keeping skills
  • Ability to interpret and analyse both quantitative and qualitative data and produce reports
  • Advocacy lens (preferred)
  • Group work skills (preferred)
  • Knowledge and skills in gender violence and trauma work (preferred)
