As a Business Analyst, you will play a pivotal role in the provision of management, maintenance, and support services for the Ministry of Manpower's (MOM) Digital Experience Plus (DX+). Your expertise in analyzing business needs, documenting requirements, designing user-centric solutions, and ensuring seamless implementation will be crucial in driving MOM's digital transformation objectives.
Responsibilities:
· Assess the Ministry of Manpower’s (MOM) needs, scope problems, and develop comprehensive business cases to address identified challenges.
· Conduct user research through interviews and surveys to gather insights, map user journeys, and identify pain points and opportunities for improvement.
· Document detailed requirements and evaluate potential solutions, recommending those that best align with MOM’s objectives.
· Collaborate with vendors to clarify requirements, design solutions, and ensure they align with MOM’s digital transformation goals.
· Lead user experience (UX) design efforts, including creating and validating prototypes to meet user needs and enhance existing system functionalities.
· Utilize front-end development expertise to build responsive and secure UI components using modern frameworks like Vue.js, ensuring smooth integration with back-end systems.
· Coordinate day-to-day operations, validate developed solutions through rigorous testing, and manage production issues to maintain system quality and functionality.
· Oversee QA processes, ensuring that technical and business requirements are accurately communicated and implemented by vendors.
· Manage stakeholder expectations, facilitate effective communication, and handle conflicts to ensure alignment on solution scope and direction.
· Work with MOM users to ensure smooth deployment and adoption of new solutions.
· Refine and clarify business needs, define solution scopes, and develop business cases aligned with MOM’s strategic objectives.
· Evaluate deployed solutions to verify they meet the original business needs and objectives.
Requirements:
· Tertiary education in relevant fields preferred.
· Hands-on experience in at least one full project development lifecycle or project maintenance.
· Proficiency in front-end development, including Vue.js, and integration with backend technologies.
· Experience in conducting user research, service journey mapping, and prototyping.
· Strong background in QA & Testing, including managing vendor coordination and validating solutions.
· Familiarity with prototyping tools such as Figma.
· Knowledge of modern front-end technology stacks (HTML, CSS, REST/JSON, JavaScript, TypeScript) and best practices for web and mobile development.
· Experience with digital experience analytics tools (e.g., Google Analytics) and user experience metrics.
· Proficiency with code repository services, issue tracking, and collaboration tools (e.g., GitLab).
Preferred Skills:
· Familiarity with government processes and internet-based IT projects.
· Up-to-date knowledge of product trends, best practices, and relevant technologies.
· Strong analytical, conceptualization, and problem-solving skills.
· Ability to balance a broad, strategic perspective with detailed analysis to understand business needs and challenges.
· Excellent communication skills, both oral and written, with the ability to pitch ideas and influence stakeholders.
· Strong organizational skills with a focus on teamwork and delivering customer-oriented results.
