Assistant Director/Head of Family Service Centre

Purpose of the Job

To assist the Director and Senior Management in implementing efficient and effective operations and administrative functions of the Family Service Centre. Provide clinical and management leadership to ensure that the services are delivered in a timely and effective manner to all clients and stakeholders.


Key responsibility areas


1. Role as Head of Family Service Center (FSC)


Clinical Leadership

  • Provide clinical leadership and supervision to the team in casework, group work, community work as well as program development to ensure that service delivery provided by the department is conducted in the highest professionally competent manner for clients and stakeholders.
  • Provide training and supervision to staff in the department and develop the organisation’s overall competencies in all clinical works.
  • Review and approve financial assistance to clients and other beneficiaries.
  • Oversee all clinical & professional services run by the centre/programme.
  • Review and evaluate existing services to ensure relevance to the clients' needs.
  • Conduct intake and risk assessment for complex and higher risks cases, taking into account the integration of a range of information.

Data Analysis and Evaluation

  • Analyse trends and needs of the clients and identify priority areas of service delivery.
  • Conduct research and evaluation of service and create platforms to share best practices and findings from the programs.


2. Role as an Assistant Director:

Assume the role of Assistant Director designate and stand-in for the Director during his absence.


Strategic and Operations Planning and Management

  • Set goals for the service under the department, and develop action plans to achieve them.
  • Review and manage fund utilisation to ensure funds are sufficient and optimally used to achieve the department’s objectives.

Managerial and Administration Functions

  • Overall in charge of running the family service centre and programmes.
  • Ensure that the programmes and activities meet the performance indicators and operating guidelines issued by the funders.
  • Ensure timely submissions to the required program reports to funders and stakeholders according to the program funding requirements.
  • Provide regular updates to Director on centre/programme and highlight areas of concern which require attention and support.
  • Prepare management reports for the Director and Management Committee.
  • Assist in preparing the annual budget for the centre/programme.
  • Respond and take charge during centre/programme’s exigencies, eg, critical incidents involving clients, staff, and organisation.

Staff Management

  • Recruit, lead, develop/ guide, and motivate subordinates to achieve the department’s objectives, and do their work effectively and efficiently
  • Assign relevant jobs to subordinates to achieve the department’s objectives.
  • Attend to staff administration matters including recruitment, deployment, staff appraisal and promotion exercise.

Networking

  • Network with other agencies and community partners to facilitate strong working relationships to facilitate the procurement of additional resources for the department’s services
  • Network with colleagues within the organisation to ensure that the department closely supports and complements the work of other centres within the organisation.
  • Initiate organization of meetings and case conferences and work out potential collaboration and referral processes to enhance service delivery to the clients and stakeholders

Attend to work crisis / urgent cases during off hours

  • Attend to urgent cases / matters during off hours when called upon
  • Provide consultation and support for staff under his/her charge with regard to any work or case-related crisis

Support in the organisation’s workgroup or taskforce

  • Represent the organisation in the assigned workgroup/task force.
  • Represent the organisation as a liaison person in an external workgroup or taskforce

Others

  • Undertake and spearhead special projects, assignments, or programmes for the organisation as and when required.
  • Perform other duties as assigned by the Director/Management.

Required qualifications and experience

  • Minimum Bachelor's degree in Social Work or Graduate Diploma in Social Work preferably accredited with the Singapore Association of Social Workers (SASW).
  • At least 10 years of work experience in social work with 5 years of supervisory and leadership experience at the clinical, administrative and managerial levels.
  • Experience and successful track record in social service organisations, and developing and managing social service programmes and projects.

Required Competencies

  • Good casework & counselling skills with the ability to handle cases with complex issues and higher risks.
  • Experience in supervision, outcome management and strategic planning.
  • Strong organisational and project management skills to review existing service frameworks, programmes and policies.
  • Effective leadership skills in terms of being able to effectively engage, train and motivate staff to accomplish work targets in a timely manner.
  • Resourceful in getting and optimally using relevant resources to accomplish work targets cost-effectively and efficiently.
  • Has a strong sense of integrity in working with the best interests of clients and families.
  • Keen interest to learn by accepting feedback on performance and making timely efforts to improve performance.
  • Keeping abreast of current developments including relevant professional best practices and proactively learning and putting into practice relevant new skills and knowledge at the workplace.
  • Receptive and able to adapt well to organisational, industry and work changes.
