Your role
Our major Oil & Gas Downstream Client is urgently looking for Project Engineer who will be part of Real Estate (RE) function. RE is responsible for defining and implementing real estate Strategy & Portfolio, Commercial Deals & Projects services in the areas of property, Facilities Management with Asset Protection and Corporate Travel.
You will act as the Mechanical & Civil engineer to support the site facilities and its processes in the non-hydrocarbon area in Jurong Island. This requires you to:
- Oversee the daily operations and maintenance of site buildings and facilities where required
- Advise Integrated Facilities Partner (IFM) on maintenance standards, planning, and prioritization
- Coordinate with contractor to provide electrical scope support, e.g., Factory acceptance test, functional testing, Pre-start up safety review (PSSR), safety requirements and testing where required
- Define O&M plan to ensure availability of all key facilities. Define and agree Maintenance Contracts with OEMs through IFM and facilitate required trainings
- Accountable for all maintenance and inspection activities in non-process area necessary for license renewal, e.g., BCA, SCDF and EMA
- Act as Project Execution Lead (PEL) and Project Development Lead (PDL) for facilities and electrical projects executed in the non-process area
- Act as Duty Engineer and attends to all non-process area complaints
- Work closely with contractor partners to develop and implement Preventive Maintenance plan for non-process area. Interface with contractors and staff on the electrical workplan
- Work closely with contractors/vendors on electrical Systems, statutory & mandatory compliance requirements
- Be able to support the role of standby engineer for after-office hours
- Manage contracts and service providers for Fire & Gas system, HVAC Systems, Elevators, Building Management System (BMS) etc. in the non-process areas
- Provide visible HSE leadership and management of local HSE arrangements to deliver Goal Zero, compliance with Electrical regulations
- Compile the long-range O & M plan with internal projects, planned / reactive maintenance, condition / Life Cycle surveys within budget as in ‘Plan On’
- Roll out site plans for sustainable development improvements, waste reduction, energy management, CO2 footprint along with Site Emergency Plan
- Oversee the upkeep of key documents including asset registers, as built drawings, SOPs, MIS, Log / Service / Audit reports etc.
- Act as a permit issuer and authorized engineer on behalf of Real Estate.
You are whar we are looking for if you:
- Have Engineering/ Real Estate Graduate
- Have at least 3 years’ experience in Petrochemical/Process / Manufacturing Plant/ Building Facilities
- Have experience in performance management (especially HSE, integrity, contractor management and cost containment)
- Have knowledge of managing complex assets and experience within the Real Estate Area and more specifically Facility Management at a tactical and strategic level
- Able to work with and influence without authority
- Have excellent Relationship Management skills, capable to set up internal and external resource networks
- Have proven experience of managing a high-performance integrated internal and contractor team
- Have completed HV Operation course by EMA (a plus)
